A RESOLUTION DETERMINING THAT CRY WOLF FALSE ALARM
MANAGEMENT SOFTWARE, BILLING AND COLLECTION
SERVICES CANNOT BE REASONABLY OBTAINED THROUGH
THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE
AND ESTABLISH CRY WOLF FALSE ALARM MANAGEMENT
SOFTWARE, BILLING AND COLLECTION SERVICES WITH
PUBLIC SAFETY CORPORATION ("PSC").
WHEREAS, City Municipal Code Chapter 5.08 (relating to Alarm Regulations) was
amended on 08/17/2011; and
WHEREAS, the provisions of the new alarm ordinance clearly address the duties of
alarm users and installation/monitoring companies, false alarm allowances per alarm user,
and civil/criminal remedies available to the City; and
WHEREAS, the City requires an efficient means to manage the administration of
alarm permits, false alarm responses and their related fees; and
WHEREAS, to efficiently manage the administration of alarm permits, false alarm
responses and their related fees require the integration of false alarm data, alarm customer
tracking, and effective collections; and
WHEREAS, false alarm data is generated through Versaterm (the Bakersfield Police
Department's records management and computer aided dispatch system); and
WHEREAS, there is only one commercially available false alarm management
product, Crywolf from Public Safety Corporation (PSC), that will interface with Versaterm;
and
WHEREAS, compensation to Public Safety Corporation (PSC) for false alarm
management services will come from collected alarm permit and false alarm fees, with no
cost to the City; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
The above recitals are true and correct and incorporated herein by reference.
2. The work, supplies, equipment or materials can only be reasonably obtained
from one vendor because of restricted availability of such work, supplies,
equipment or materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code. o~~AKF9~T
