HomeMy WebLinkAboutRES NO 105-11RESOLUTION i A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD SELECTING HAROLD HANSON AS THE NOMINEE FOR APPOINTMENT AS THE LARGE CITY REPRESENTATIVE FROM KERN COUNTY TO THE SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT GOVERNING BOARD. WHEREAS, Health and Safety Code Section 40600.5 created a Special City Selection Committee for the appointment of city members of the San Joaquin Valley Air Pollution Control District (District) Governing Board; and WHEREAS, The Special City Selection Committee has adopted procedures and a rotation schedule for making their appointments, and based upon the adopted rotation schedule a city council member representing a "large" city with a population of 100,000 or more from Kern County shall be appointed to the District Governing Board, and WHEREAS, In selecting a nominee for appointment by the Special City Selection Committee to the District Governing Board, the City Council considers the application materials from the eligible candidates, and WHEREAS, the vote to select a nominee took place as an item on the publicly noticed agenda and was discussed during the normal city council meeting with the time for public comment. Pursuant to the Health Raymond A. Watson and Safety Code Section 40600.5, appointments to the District's Supervisor, Kern County Governing Board will be made by the Committee. According to the v procedures adopted by the Committee, the next step in the acant Small City Representative, Kings County appointment process is for all cities within the San Joaquin Valley Air Basin portion of Kern County to choose from candidate(s) having Vacant Large City Representative, Tulare County applied for the vacant position. Vacant Council Member Harold Hanson is the only member on the Appointed by Governor Bakersfield City Council having applied for this vacant position on the District's Governing Board. On March 31, 2009, the Valley: Wide Special City Selection Committee adopted procedures and a rotation schedule for the appointment of City CounrAl members to the District Governing Board. Appointments to the Board are for a three-year term, beginning. January 1, 2012. Interested Councilmembers from eligible cities must submit completed applications to the District by September 15, 2011. Following submittal of a completed application, your name will be placed upon a ballot through which each city in your county will select their preferred nominee at a public hearing. The nominee receiving the greatest number of votes from the cities within their county will then be voted on by the Special City Selection Committee for appointment to the District Governing Board. The schedule for appointments is as follows: August 15, 2011 - APCO' mails application packets to eligible cities September 1$, 2011.- Application deadline September 30, 2011 Ballots mailed to cities within counties with an open seat October 1, 2011 through October 31, 2011 - each city schedules a public hearing to vote for a nominee October 31, .2011 - Deadline to submit city voting results to the APCO November 15, 2011 - APCO tallies votes and forwards nominations to the Special City Selection Committee (additional time may be necessary in the event of a tie to.allow for re-vote) December, 2011 or soon after - Special City Selection Committee convenes and makes appointments If you have any questions please feel free to contact me or my staff at (559) 230-6036.
