HomeMy WebLinkAboutRES NO 13-99RESOLUTION NO. 18 - 9 9 A RESOLUTION DETERMINING THAT THE PURCHASE OF A FIRE STATION ALERTING SYSTEM CANNOT BE REASONABLY OBTAINED THROUGH USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFOR, NOT TO EXCEED $26,000. (ZETRON) WHEREAS, the Fire Department desires to respond to emergency situations with minimal delay; and WHEREAS, the Fire Department shares the Emergency Communications Center with the County of Kern; and WHEREAS, the Computer Aided Dispatch (CAD) system at the Emergency Communications Center went on-line December 1998; and WHEREAS, the purchase of an upgrade to the Zetron alerting system is necessary as the City's existing system is non-compatible with the new Kern County CAD system. The upgrade will provide for seamless notification of an emergency call to all City fire stations; and WHEREAS, the Fire Department has extensively evaluated available fire station alerting systems and has determined that the Zetron fire alerting system is the only available system with the features needed to be fully compatible with systems utilized by the County of Kern Emergency Dispatch Center; and WHEREAS, the Finance Director has determined, and has recommended that this Council find, that said fire station alerting system can only be reasonably obtained from one vendor because of the restricted availability of said system and the need to successfully integrate such system into the existing County emergency dispatch system and has recommended that this Council authorize dispensing with bidding therefor in accordance with subsection D.2. of Section 3.20060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above-recitals are true and correct and incorporated herein by reference. 2. Said Zetron fire station alerting system can only be reasonably obtained from one vendor because of restricted availability of said system and the need to successfully integrate this system into the existing County system. 3. The Finance Director is authorized to dispense with bidding and to negotiate the purchase of same, not to exceed $26,000.00.
