A RESOLUTION SETTING RATES AND EQUIPMENT SPECIFICATIONS
FOR TOW TRUCK SEVICES PROVIDED PURSUANT TO CONTRACT WITH THE CITY
WHEREAS, the City of Bakersfield (herein "City") has a need to contract for
heavy, medium, and light towing services for its own need and the need of its
citizens; and
WHEREAS, City currently contracts with a number of tow truck companies
to provide heavy, medium, and light towing services to meet its needs; and
WHEREAS, the City adopted Resolution # 031-10 on March 10, 2010, which
addressed tow truck services and rates, with no increase in rates that existed in
2007; and
WHEREAS, it is City's intent to regulate City and non-City tow services
through this Resolution and future agreements; and
WHEREAS, it is City's intent to allow departmental agreements for towing
services, for City and non-City tows, in accordance with this Resolution; and
WHEREAS, tow truck companies which execute said agreements shall be
capable and willing to tow both City and non-City vehicles; and
WHEREAS, it is City's intent to allow only tow truck companies that have a
primary location (as defined by contract), within City limits to enter into
agreements for towing services with City; and
WHEREAS, it is City's intent to limit the number of tow truck companies City
contracts with for heavy, medium, and light towing services to ten (10) tow truck
companies; and
WHEREAS, it is City's intent that these ten (10) tow truck companies shall, at
a minimum, be on the most current California Highway Patrol ("CHP")
Bakersfield Area Tow List (Northwest Tow District, Central Tow District, or
Southwest Tow District) in good standing and meet tow truck classifications,
equipment specifications, and auxiliary equipment specifications according to
the most current CHP Bakersfield Area Tow Services Agreement standards and
certification requirements, as all are amended from time to time; and

WHEREAS, the City received a request from the tow truck companies for
consideration of a rate increase; and
WHEREAS, the City last approved a rate increase in July 2007; and
WHEREAS, the City has conducted technical analysis determining a rate
increase of approximately 10.15% would be appropriate based on relevant
criteria and costs associated with tow truck operations; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The foregoing recitals are true and correct and incorporated in their
entirety herein by reference.
2. This Resolution supersedes all rates for fees and services previous
adopted by Resolution 031-10.
3. Rates to be charged for tow truck services pursuant to an
agreement with City shall be at the rates set forth in Exhibits "A" and "B"
attached and incorporated herein by reference.

LOCAL TOW RATE STRUCTURE
MAXIMUM RATES
Tow Truck Services. Rates to be charged for tow truck services by any business
providing tow services to the City pursuant to contract between the City and the business
shall be set forth as follows:
A. Light-Duty Tow Services. Use of a tow truck which has a manufacturer's Gross
Vehicle Weight Rating ("GVWR") of at least 14,000 pounds and meets current
CHP specifications for a Class A Tow Truck.
All light-duty towing
Per hour $165.00
Inside Storage per day ...............................................$33.00
Outside Storage per day .............................................$28.00
Service call charge ...................................................$44.00
After hours release ...................................................$55.00
B. Medium-Duty Tow Services. Use of a tow truck with a manufacturer's GVWR
of at least 26,001 pounds and meets current CHP specifications for a Class B Tow
Truck.

FOR CITY VEHICLES
MAXIMUM RATES
Tow Truck Services For City Vehicles. Rates to be charged for tow truck services of City
vehicles by any business providing tow services to the City pursuant to contract between the City
and the business shall be set forth as follows.
All rates for the Greater Bakersfield area are defined by the following boundaries:
• 7`n Standard Road to the north
• Taft Hwy. to the south
• Heath Road to the west
• General Beale Road to the east
The rates listed are per tow. There is no fuel surcharge.
*Note: Outside the defined area, add $4 per mile from point of pick-up to boundary.
A. Licht-Duty Tow Services. Use of a tow truck which has a manufacturer's Gross
Vehicle Weight Rating ("GVWR") of at least 14,000 pounds and meets current
CHIP specifications for a Class A tow truck.
All light-duty towing per tow ......................................$35.00
B. Medium-Duty Tow Services. Use of a tow truck with a manufacturer's GVWR
of at least 26,001 pounds and meets current CHP specifications for a Class B tow
truck.
All medium-duty towing per tow ...........................................$75.00
