Kleinfelder conducted the assessment to address conclusions and recommendations presented in Kleinfelder's Phase I Environmental Site a Assessment (ESA) Report for the site, dated May 13, 2005. BACKGROUND The Mesa Marin Speedway operated as a racetrack since the late 1970s. In addition to the racing track, the speedway facility included racecar support areas. Discolored surface soils and containers of motor oil (and other substances associated with racecar servicing and repair) were noted throughout the racecar support areas at the time of the ESA by Kleinfelder. According to records on file with the City of Bakersfield Fire Department (CBFD), the lead local agency for the implementation of UST regulations, an approximately 10,000-gallon gasoline UST was removed from the infield area of the former Mesa Marin Speedway in 2004. Although soil samples were collected from beneath the former UST location at the time of the removal, the soil samples were not ' delivered to the analytical laboratory for analysis. The CBFD could not grant closure status for this UST without having soil sample data verifying the condition of soils ' beneath the former UST. Considering the existing conditions at the site, the CBFD has required a UST site assessment prior to granting closure status for the UST. ' PURPOSE OF THE INVESTIGATION The purpose of the LSA was to assess subsurface soil conditions at the former location of the UST at the infield area in order to request UST closure status from the CBFD; to ' assess measures taken to address discolored soils and drums containing waste oil and other automotive servicing related substances at the race car support areas; and to ' document the destruction of the water well located west of the racetrack. ' SCOPE OF THE INVESTIGATION ' UST Assessment Field Preparation t Prior to conducting the field work, a work plan summarizing the proposed scope of work twas submitted and approved by the CBFD. The area of the proposed boring location was marked in white paint, and Underground Services Alert was notified at least 48 rhours prior to boring activities. A copy of the letter from the CBFD approving the workplan has been attached in Appendix B. Field Investi ation ' Site development work, including the removal of structures and pavement at the former racetrack facility, was in progress during our UST assessment conducted on February 17, 2006. The approximate locations of the former UST and associated dispenser were measured based upon existing landmarks (concrete foundation, remnant racetrack features), with reference to photographs and maps produced during previous work at t558501FRE6R202 2 February 26, 2006 Copyright 2006 Kleinfelder, Inc. ' KLEINFELDER the site by Kleinfelder and on file with the CBFD. The locations of landmarks associated with the former UST at the site have been depicted on Plate 2, Site Plan, in ' Appendix A. Three soil borings were advanced by Soil Probe of Tulare, California using a direct push truck-mounted unit, under the supervision of Kleinfelder's field geologist, Mr. Lorin Sutton. Two of the soil borings were advanced in the former location of the UST (SB-1 and SB-2), and one soil boring was advanced at the former location of a fuel dispenser (SB-3). The locations of soil borings are depicted on Plate 3, in Appendix A. The soil borings were advanced at the project site to an approximate depth of thirty feet ' below surface grade. Discrete soil samples were collected in intervals of five feet for laboratory analysis. Teflon taping and rubber caps were placed on the sample tcontainers. A unique number was assigned to each sample, recorded on a sample label affixed to the sample container and recorded on a Chain-of-Custody record. A ' Photovac TIP, using a photo-ionization detector (PID) was used to field screen discreet soil samples and the open boreholes between samples. The PID measures ionizable ' compounds in the air in parts per million by volume (ppmv). Soil boring logs for soil borings advanced at the site have been provided in Appendix C. Laboratory Analysis Soil samples collected from soil borings SBA and SB-2 at depths of 15, 25, and 30 feet ' below grade were analyzed for the presence and concentration of Total Petroleum Hydrocarbons as gasoline (TPH-gas), benzene, toluene, xylenes, ethylbenzene ' (BTEX), and methyl tert-butyl ether (MTBE). At the direction of Mr. Howard Wines of the CBFD, soil samples collected from soil boring SB-3 at depths of 5 and 10 feet below grade were analyzed for the presence and concentration of TPH-gas, •BTEX, and MTBE. Copies of laboratory results are included in Appendix D. rDiscolored Soils and Drums ' Discolored soils previously noted at the site during Kleinfelder's ESA have been stockpiled with asphalt concrete debris at the site. With the exception of two drums used for trash, drums at the site have been removed. Discolored soils noted in place by Kleinfelder during a visual assessment conducted on February 17, 2006 were considered to be de minimis. ' Well Destruction rBased upon visible above ground piping configurations noted during the course of Kleinfelder's ESA, and remarks made by Mr. Marrion Collins, the former owner and ' operator of Mesa Marin Speedway facility, Kleinfelder reported the presumed presence of a water supply well located west of the racetrack. Field monitoring of soil samples and the open boreholes did not reveal elevated organic vapor readings. 1 Soil Sampling Results P g ' As shown on Table 1 and the attached laboratory reports of analysis, the presence of TPH-gas, BTEX, and MTBE were not detected at the laboratory detection limits in the soil samples analyzed. CONCLUSIONS ' Analysis of soil samples collected during advancement of soil borings at the former ' UST and dispenser locations did not reveal the presence of TPH-Gas, BTEX, or MTBE. ' LIMITATIONS The scope of work for this letter report was intended to provide a limited review of certain information related to the possible contamination and presence of hazardous ' wastes at the referenced site. This assessment is not intended to be comprehensive, identify all potential concerns, or eliminate the possibility of acquiring land with some ' degree of problems. It should be recognized that definition and evaluation of subsurface environmental conditions are difficult and inexact arts. Judgments leading to conclusions and recommendations are generally made with an incomplete knowledge of the subsurface conditions present. No warranty or guarantee is ' expressed or implied. Environmental issues not specifically addressed in the report were beyond the scope of our work and not included in our evaluation.
