actions have been completed, and that at this time, no further
investigation, remedial or removal action or monitoring will be required
for this site.

Executive Summary
Stantec Consulting Corporation (Stantec) is pleased to present this Phase I Environmental Site
Assessment (ESA) and Limited Subsurface Investigation (LSI) report. Presented below is an
overview of the project, including a summary of our significant findings:

rectangular building built in 1986. The building is constructed of

Stantec has performed a Phase I ESA and a Phase II LSI of the former Discount Tire Center,
DEX #7010 located at 1401 Union Avenue, Bakersfield, Kern County, California. The Phase I
was performed in partial conformance with the scope and limitations of ASTM Practice E 1527-
05 and The Goodyear Tire & Rubber Company Combined Phase / and Phase It Environmental
Site Assessment Specification. Any exceptions to, or deletions from, this practice are described
in Section 10.0 of this report.
The following recognized environmental conditions were identified during the performance of
the Phase I portion of this ESA:
• It is assumed that the seven in-ground hydraulic lifts were installed in 1986 at the time of
building construction. Given that it has been more than 5 years since the previous
subsurface investigation and since the lifts are greater than 20 years old, the Goodyear
Combined Phase I and Phase 11 Environmental Site Assessment Specification considers
the in-ground hydraulic lifts a recognized environmental condition.
• It is assumed the OWS was installed in 1986 at the time of construction. Given that it
has been more than 5 years since the previous subsurface investigation and that the
OWS is greater than 10 years old, the Goodyear Combined Phase I and Phase p
Environmental Site Assessment Specincation considers the OWS a recognized
environmental condition.
A limited subsurface investigation was completed to assess the in-ground hydraulic lifts and the
OWS. Analytical results for TPH DRO and TPH ORO concentrations are compared to
California Regional,Water Quality Control Board Maximum Soil Screening Levels for sampling
depths at 20-150 feet above groundwater. Analytical results from soil samples collected

EXECUTIVE SUMMARY
adjacent to the in-ground hydraulic lifts indicate that All TPH DRO and all TPH ORO
concentrations in soil samples collected adjacent to the in-ground hydraulic lifts are below
Maximum Soil Screening Levels. Given the detected concentrations are below the California
Regional Water Quality Control Board Maximum Soil Screening Levels, there is minimal risk to
human health or the environment and thus, no further action is warranted with respect to the in-
ground hydraulic lifts.
Analytical results from soil samples collected adjacent to the OWS indicate that all TPH DRO
and VOC concentrations are below the laboratory reporting limits and thus below the California
EPA Region 9 Preliminary Remediation Goals. No further action is warranted with respect to
the OWS.
The opinions and conclusions expressed in this Report are subject to the professional
limitations explained in Appendix C of this Report.

1.3 OBJECTIVE
This Phase I Environmental Site Assessment (ESA) has been completed in accordance with
Goodyear Specification - Combined Phase / and Phase 11 Environmental Site Assessment
Specification, dated February 10, 2005, and in partial conformance with the practices identified in
the ASTM Standard Practice for Environmental Site Assessments: Phase I Environmental Site
Assessment Process, ASTM Designation E1527-05.
The objective of this Phase I ESA is to complete a due diligence investigation to evaluate the
environmental condition of the Property due to operations performed under the User's name. The
User is not seeking to qualify for protection from land owner liability under CERCLA as an
innocent land owner, bona fide prospective purchaser, or contiguous property.owner as defined in
AAI and ASTM E17527-05. To the extent feasible and pursuant to the process outlined in
E1527-05 and the approved scope of work for this project, the User seeks to identify Recognized
Environmental Conditions (RECs). or Historical Recognized Environmental Conditions (HRECs)
identified with the Property. As defined in E1527-05, a REC is:

Stantec submitted a written questionnaire to the User_ inquiring whether the User had any
specialized knowledge or experience relative to this inquiry. The User indicated they elected not
to complete the User Questionnaire because they are not seeking to qualify for.protection from
land owner liability under CERCLA(Appendix D).
2.2 RELATIONSHIP OF PURCHASE PRICE TO VALUE OF PROPERTY
ASTM E1527-05 requires that persons seeking defense.to or protection from liability under
CERCLA must take into account the,relationship of the purchase price to the fair market value of
the property if it were not contaminated, to assess whether or not the differential is due to the
presence of releases or threatened releases of hazardous substances. This portion of the inquiry
is the responsibility of the User; the User has the option of sharing or not sharing this information
with the Environmental,Professional.performing the Phase I ESA.
Based on information provided to Stantec by the User, this Phase I ESA was not requested
relative to a purchase or sale of the Property. Consequently, this portion of the inquiry is not
relevant and was not included in this investigation. _

Property was provided by Rick Helton of Discount Tire Centers, who accompanied Stantec on the
Property visit.

11.0 PHASE II LIMITED SUBSURFACE. INVESTIGATION
11.1 BACKGROUND
The in-ground hydraulic lifts and OWS were investigated based upon the information obtained
during the Phase I ESA. A Phase II Limited Subsurface Investigation (LSI) was completed in
accordance with the Goodyear Combined Phase I and Phase 11 Environmental Site Assessment
Specification dated February 10, 2005.
11.2 SCOPE OF INVESTIGATION
Stantec completed the following scope of work on September 11, 2008, to complete the LSI:
• Completed eight borings (OWS-1 and HL-1 through HL-7). Soil boring locations are
shown on Figure 2. Boring logs are provided in Appendix G.
• Collected continuous soil samples for soil classification and field screening for the
identification of potential 'water bearing zones and the presence of organic,vapors,
respectively; and
• Collected soil samples for laboratory analysis.
11.3 METHODS OF INVESTIGATION
Soil borings were advanced to a maximum depth of 12 feet bgs. A direct push GeoProbe drilling
machine using a 48-inch by 2.0-inch diameter lined sampler was utilized to collect continuous
soil samples. Upon retrieval; soil samples were classified, described, and divided for field
screening and laboratory analysis.
11.3.1 Field Screening Procedures
Soil samples were field screened for the presence of total organic vapors with a photo-ionization
detector (PID) equipped with a 10.6 electron volt lamp source. The PID was calibrated per the
manufacturer's instructions prior to use. A portion of each soil sample was placed in a re-
sealable plastic bag, shaken to break up cohesive soils and allowed to sit in a warm location for
a minimum of ten minutes prior to screening. The remaining sample portion was containerized
in a laboratory supplied glass jar. Following headspace development, the PID sampling probe
was inserted through a small opening in the sample bag and the average meter response was
recorded on the geologic boring log. Boring logs are provided in Appendix G.
11.3.2 Laboratory Analysis
The soil sample selected for laboratory analysis was based upon field identification of potential
impacts (i.e., stained soils, elevated field screening readings). In cases where there were no

visible impacts to 'the sample and no recordable organic vapor concentrations from. field
screening, the sample collected from the bottom of the borehole, but above the.water table,
was submitted for laboratory analysis.
The soil sample selected for laboratory analysis was labeled„ stored on.ice and transported
under appropriate chain-of-custody procedures to Test America in Nashville, Tennessee.
The selected soil samples collected adjacent to the in-ground hydraulic lifts (HL-1 through HL-7)
were analyzed for the presence of total petroleum hydrocarbons (TPH) diesel range organics
(DRO) and TPH oil range organics (ORO) by EPA Method 8015.. The selected soil sample
collected adjacent to OWS-1 was analyzed for the presence of TPH DRO by Method 8015 and
volatile organic compounds (VOCs) by EPA Method 8260B.
11.4 PHASE II RESULTS
11.4.1 Geology/Hydrogeology
Sediments beneath the Property consist predominantly of poorly graded sands to 12 feet bgs,
the maximum depth of borehole advancement. A one to two foot bed of silty sand was
observed in borings HL-1 HL-4, and HL-5 at depths greater than 6 feet bgs. Evidence of
petroleum hydrocarbon,staining was present at depths of approximately 3 to 5 feet bgs in
borings HL-3 through HL-7. No other visible evidence of staining was 'noted during the
subsurface investigation. Groundwater was not encountered during this assessment.
11.4.2 Field Screening Results
PID readings from field screening measurements did not exceed 0.5 parts per million (ppm).
Field screening results are provided on the boring logs in Appendix G.
11.4.3 Analytical Results
Given that depth to groundwater is greater than 75 feet below ground surface as measured at
nearby wells, analytical results for petroleum hydrocarbons are compared to California Regional
Water Quality Control Board (RWQCB) Maximum Soil Screening Levels for sampling depths at
20-150 feet above groundwater. Accordingly, to assess the potential impact of hydraulic fluid on
environmental media, TPH concentrations of 1,000 and 10,000 milligrams per kilogram (mg/kg)
are used as the target action levels for TPH DRO and TPH ORO, respectively. Analytical
results for samples submitted for VOC analysis were compared to the EPA Region 9
Preliminary Remediation Goals (PRGs). A summary of analytical;results is presented in Table
1. Analytical data sheets are presented in Appendix H.

1.0 PROJECT DESCRIPTION
This report presents the results of a Phase I Environmental Site Assessment and a Phase H Limited
Subsurface Investigation (ESA) of Winston Tire Systems Store•#012, located at 1401 Union
Avenue, in Bakersfield, Kern County, California. SECOR International Incorporated(SECOR)
conducted this ESA in accordance with the Scope of Work presented in Goodyear's September 28,
2001, Combined Phase I and Phase 11 Environmental Site Assessment Specification. The Phase I
portion is based, in part, on the American Society of Testing and Materials (ASTIR Standard
Practice for Environmental Site Assessments: Phase 1 Environmental Site Assessment Process,
ASTM Designation E1527-00(ASTM Practice E1527-00).
The objective of the ESA is to complete a due diligence investigation to evaluate the
environmental condition of the Site in order to establish an environmental baseline at the time of
the change of status. The Phase II Limited Subsurface Investigation was designed to evaluate
whether there was evidence that the property had been environmentally impacted and whether
remediation of the impacted area may be required under local, 'State or Federal regulations.
This ESA was conducted by Mr.Frank Gegunde and Mr. Sean Coyle and reviewed by Mr.Dennis
Middleton. All are experienced professionals in the field of related environmental investigations.
SECOR's investigative activities began on June 12,2002 and concluded on July 12,2002,with the
Site reconnaissance occurring on June 20, 2002. Mr. Coyle performed the Site reconnaissance.
Mr. Jorge Rios(Site manager)provided,information regarding past and current usage. Mr. Rios
provided access to the Site. Weather conditions.during the reconnaissance were sunny and dry
with ambient daytime air temperatures of approximately 90 degrees Fahrenheit. There were no
limitations to access the facility or the grounds.

2.0 PROJECT METHODOLOGY
This Phase I and Phase II ESA was performed in accordance with Goodyear's Combined Phase 1
and Phase H Environmental Site Assessment Specification, The scope of work for this ESA
included but was not limited to:
A review of regulatory records available for documented soils and/or groundwater
contamination investigations conducted at the Site;
• A Site reconnaissance conducted by SECOR personnel to evaluate present conditions and the
surrounding area of the Site;
• Interviews with Site representatives and occupants, as well as local officials;
4 Conducting a Limited Subsurface Investigation; and
• Presentation of the results of our assessment in this report.
The conclusions presented in this report are professional opinions based on data described herein.
These opinions are based on the limitations described in Appendix A.

3.0 SITE DESCRIPTION
3.1 SITE LOCATION
The Site is located at 1401 Union Avenue in Bakersfield, Kern County, California(Figure 1).
3.2 SITE DESCRIPTION
The Site consists of approximately. 1.0 acre and is currently developed with an approximately
7,200 square-foot(sf),one-story rectangular building that supports 7 service bays, l alignment pit,
and a storage area.The building is constructed concrete blocks on a concrete slab foundation. The
roof is felt and hot mop supported by wooden joists and wooden trusses. The building contains 8
bays of equal size. There are 4 bays on either side of the showroom. The westernmost bay
contains an aboveground lift. Administrative activities are conducted in an office at the northern
end of the showroom. There are also restroom facilities in this area.
Site improvements observed during the site visit include curbs,gutters,storm sewer drains,paved parking
lots, lighting, and landscaping.
Select photographs taken during the Site reconnaissance are included as Appendix B.
3.3 SITE OPERATION
Winston Tire Store#012 has operated as a retail tire service center since`approximately 1986.
3.4 PREVIOUS USE(S) OF THE SITE
Based on historical records reviewed during this ESA and interviews with the Site Manager,the Site
was first developed in approximately 1986 as the existing Winston Tire Company store.
3.5 ADJACENT AND SURROUNDINGLAND USE
The Site is located on the northwest corner of the intersection of Union Avenue and Alpine Street
on the west side of Union Avenue. This section of Union Avenue is'well established with
industrial and commercial businesses. The adjoining properties are as follows:
• North—Geo Western Drilling Fluids;
0 South—Alpine Street, a vacant lot and the Louisiana Chicken Restaurant;
• East— Union Avenue, a vacant lot and Kentucky Fried Chicken Restaurant; and
• West—A vacant lot.

No obvious signs of recognized environmental conditions were observed on the adjoining and
surrounding properties during the Site reconnaissance.' However, it was noted that the Geo
Western Drilling Fluids property to the north contained several aboveground storage tanks(ASTs)
.labeled with hazardous material placards. The tanks appeared to be in good condition and there
were no leaks or odors observed from the Winston Tire Company Site. Observations were
restricted to those areas readily observable from the public right-of-way. A Site vicinity map is
included as Figure 2.

4.0 SITE RECONNAISSANCE
4.1 UNDERGROUND STORAGE TANKS
No.evidence of current or past use of underground storage tanks (USTs) was observed(i.e., no
vent pipes, pavement-patch work, pump islands, or fill ports) at the Site during the site visit or
reported to SECOR through records reviews and interviews.
4.2 ABOVE GROUND STORAGE TANKS
One approximately 240-gallon steel AST and .1 approximately 200-gallon steel AST were
observed at the Site. The 240-gallon AST was being used for storage of new•motor oil and was
located 'inside the service area on the westernmost wall of the building. The 200-gallon AST is in
the same location and being used to store used motor oil pending pickup by Asbury Environmental
Services. There were no obvious leaks.in the ASTs and only minor staining in the concrete floor
was observed.
4.3 HAZARDOUS MATERIALS AND STORAGE CONTAINERS
4.3.1 Batteries
Approximately 15 new batteries were being stored on racks in the showroom. No used
batteries were observed stored on the Site.
4.3.2 Air Compressors
Two air compressors were noted at the Site. The air compressors are located in the
northwest corner of the building. There was moderate staining on the concrete floor
beneath each compressor however the concrete appeared to be in good condition and no
environmental issues were noted in the area of the air compressors.
4.3.3 Parts Washers
One stationary parts washer was observed at the Site. The parts washer was located in the
eastern service area. No staining or environmental issues were observed in the area of the
parts washer.
4.3.4 New Oil Storage
New oil storage was located in the AST along the westernmost wall of the building. There
were containers packaged for retail sale stored on shelves in the service area along the

same wall. There is only minor staining in the area of the AST and no environmental
issues were noted.
4.3.5 Used Oil Storage
Used oil was stored in 200-gallon AST located on the westernmost wall of the service area.
Used oil is collected by Asbury Environmental Services on a regular basis. Minor staining
of the concrete floor around the AST was noted, however no environmental issues were
noted in the area of the AST.

4.3.6 New Antifreeze Storage
New antifreeze in 1-gallon containers was stored on shelves in the service area along the
westernmost wall of the service area. No bulk antifreeze was stored at the Site.
4.3.7 Used Antifreeze Storage
Used antifreeze is stored in a 55-gallon drum next to the used motor oil along the
westernmost wall of the service area. No environmental issues were noted in the area of
the storage drums.
4.3.8 Automatic Transmission Fluid
New automatic transmission fluid packaged for retail sale was stored on shelves along the
westernmost wall in the service area. No bulk automatic transmission fluid was stored at
the Site.
4.3.9 Used Automatic Transmission Fluid
Minor amounts of used automatic transmission fluid are stored with the used motor oil. .
Used automatic transmission fluid is collected by Asbury Environmental Services on a
regular basis.
4.3.10 Other Materials
Small amounts of brake fluid and gear oil packaged for retail sale were stored on shelves in
the storage area along the westernmost wall of the building. No leaks, stains or
environmental issues were noted in the area,of these products.

4.3.11 Janitorial Supplies
Additional types of hazardous materials present consist of cleaning compounds for
housekeeping activities. If used in accordance with the manufacturer's instructions,these
items do not constitute a recognized environmental condition.
4.4 POLYCHLORINATED,BIPHENYLS
Electrical transformers, hydraulic equipment, capacitors and similar equipment may contain
polychlorinated biphenyls(PCBs)in hydraulic or dielectric insulating fluids within the units. The
federal Toxic Substances Control Act(TSCA)generally prohibited the domestic manufacture of
PCBs.after 1976; therefore, there is a potential for the dielectric fluid in electrical and hydraulic
equipment manufactured prior to that date to'contain PCBs.
One pole-mounted electrical transformer was observed near the northeast corner of the Site.
According to markings on the case,the transformer appears to be owned by Pacific Gas&Electric
(PG&E). The transformer was not labeled as to its PCB content. No leakage or staining indicative
of a fluid release from the transformer was observed.
4.5 WATER/WASTEWATER/STORMWATER
4.5.1 Potable Water
The City of Bakersfield provides potable water to the Site. There are no known
environmental issues with potable water at the Site.
4.5.2 Wastewater
The City of Bakersfield provides sanitary sewer services to the Site. No known septic
systems are present at the site.
There are no known environmental issues with wastewater at the Site
4.5.3 Stormwater
Stormwater is collected in storm sewers located throughout the parking lot. Storm water
is discharged into the municipal storm water system beneath Union Avenue. Roof
drainage is via downspouts within the building.There are no known environmental issues
with stormwater drainage at the Site.

4.6 EXISTING GROUNDWATER ISSUES
There are no known existing groundwater issues at the Site.
4.7 HAZARDOUS WASTE
No evidence of improper disposal of hazardous wastes was observed.
4.8 SOLID WASTE
Solid waste at the Site is collected and stored in a dumpster on the west side of the building. The
City of Bakersfield provides_solid waste pick up for the Site. No significant staining or other
evidence of hazardous materials releases was observed in the vicinity of the dumpster.
4.9 FLOOR DRAINS
A continuous floor drain was observed along the front(south side)of the service bays in the Site
building. The continuous floor drain is routed to an oil/water separator (OWS) located in the
driveway on the south side of the building. The OWS discharges to the municipal sanitary sewer
system. At the time of SECOR's Site visit the floor drain appeared to be clogged with oily buildup
and would not drain properly. Floor wash water is collected in the floor drains. Floor wash water
typically is either tap water or tap water mixed with a commercial soap.
4.10 HYDRAULIC LIFTS
Six below ground hydraulic lifts were observed during the Site visit. In addition, 1 aboveground
hydraulic lift was observed in bay#4(counting east to west)that had been installed over a former
single-post below ground hydraulic lift. No repairs to the lifts or replacement of any lifts were
apparent. At least two of the above ground lifts appeared to be leaking fluid.
4.11 OIL/WATER SEPARATOR
An OWS,was noted in the driveway area on the south side of the Site building at the location noted
on Figure 2. The OWS receives wastewater from the floor drain and, in turn, discharges to the
sanitary sewer. Mr. Rios was unaware of any cleaning or inspection that may have been
performed on the OWS.
4.12 INTERVIEWS
4.12.1 . Site Representative
Mr. Jorge Rios, Manager of Winston Tire Store#012, provided information on past and

current usage of the Site. Based upon these discussions, SECOR learned the following:
Mr. Rios stated:
• That he had been manager of this location for about 1.5 years;
• There are no known environmental issues related to the Site;
• No major spills of petroleum products have occurred at the Site;
Mr. Rios had no knowledge of any threatened or past:
• Litigation relevant to hazardous substances or petroleum products in,on,or from the
Site;
• Administrative proceedings relevant to hazardous substances or petroleum products in,
on, or from the Site; or
• Notices from any governmental entity regarding any possible violation of
environmental laws or possible liability relating to hazardous substances or petroleum
products.
4:12.2 Fire Department
SECOR contacted the Bakersfield Fire Department(BFD)about records of underground
storage tanks or hazardous materials incidents related to the Site. Mr.Tom Patlandof the
BFD Fire Prevention Office stated that he was unaware of any USUAST permits issued
to the site. Mr. Patland also stated that there were no records on file regarding hazardous
material incidences at the Site.
4.12.3 Local Agencies
SECOR contacted the Kern County Environmental Health Department(KCEHD)to review
records on file regarding UST/AST permits for the Site and to review any documents on
file related to emergency responses for spills or hazardous releases at the Site. Linda Von
Sydow,an Administrative Clerk with KCEHD,indicated that there were no records on file
with that agency for UST/AST permits, leaking underground storage tank releases, or
hazardous spill callout responses.
The.Bakersfield City Planning Department did not respond to SECOR's request to review
similar documents.

4.13 OTHER CONDITIONS
4.13.1 Unusual Odors and Stressed Vegetation
No unusual odors or stressed vegetation were noted at the Site,however some of the lawn
in the mow strip appeared to be dying do to lack of water.

5.0 PHYSICAL SETTING
5.1 REGIONAL TOPOGRAPHY
SECOR reviewed the United States Geological Survey(USGS)7.5-minute topographic map for the
Gosford,California quadrangle,dated 1973. Topography in the vicinity of the Site is relatively flat,
with slight relief to the southwest. According to the map,the Site is at an elevation of approximately
405 feet above mean sea level.
The Kern Island Canal is the closest_surface water body,located approximately 0.25 miles west of
the Site. There were no perennial surface water bodies observed on the Site.
5.2 LOCAL GEOLOGY
Soil borings at the Site indicate the soils beneath the Site consist of olive brown to dark olive
brown silty sand occurring to at least 10 feet below grade.
5.3 LOCAL.HYDROGEOLOGY
Based on information provided by the Kern County Water Agency, the depth to the first
groundwater beneath the Site is approximately 210 feet in the vicinity of the Site. Based upon the
regional topographic slope,the direction of groundwater flow is assumed to be west.
Groundwater was not encountered in the soil borings completed to a depth of 10 feet as part of the
Limited Subsurface Investigation on the subject property.

6.2 AERIAL PHOTOGRAPHS
Historical and current uses of the Site and adjacent areas were investigated by reviewing available
aerial photographs for the years 1952, 1981, 1990, and 2000 at the Kern County Public Works
Map Room in Bakersfield, California.
The general type of activity and land use can often be discerned from the type and layout of
structures visible in an aerial photograph; however, specific elements of a site operation cannot
normally be determined from the photographs.Aerial photographs were not of sufficient quality to
include in this report. Using the,reviewed photographic records, SECOR was able to infer the
following uses of the Site:

7.0 REGULATORY REVIEW
A review of environmental regulatory agency database listings was obtained from Track Info
Services/Environmental First Search of San Diego, California. The purpose of the review was to
identify reported environmental issues for the Site and other properties in the vicinity. First Search
utilized a maximum one-mile search distance for each of the referenced federal and state
environmental databases, as per ASTM Standards.
SECOR reviewed the results of the database search report to note reported release sites in the
vicinity of the Site that were considered to have a potential to have adversely impacted the Site.
Reported release sites identified in the regulatory agency database search report were evaluated
with respect to information provided about the nature and extent of a given release,the distance of
the reported release from the Site,and the position of the reported release with respect to known or
expected local groundwater flow direction. Generally, reported release sites located within 1/4-
mile upgradient, 1/8 mile cross-gradient,or located on adjacent downgradient properties would be
considered to have a potential to have impacted the Site. Sites that were listed in the database
search report, but not identified as a release site (for example a site listed as a hazardous waste
generator but not having-had a release), and sites that were listed as being."closed," were not
considered to have a potential to impact the Site. The environmental database report provided by
First Search is included as Appendix C.
The Site is listed on the HAZNET database as a small quantity hazardous waste generator,
however there are no reports of any violations listed.
Based on the above criteria, there are no adjoining or nearby properties potentially impacting
the Site.

8.0 PHASE I CONCLUSIONS
SECOR has performed a Phase I ESA, in conformance with the scope of The Goodyear Tire &
Rubber Company Combined Phase 1 and Phase II Environmental Site Assessment Specification,
for Winston Tire Store #012, located at 1401 Union Avenue in Bakersfield, Kern County,
California.
The Phase I ESA did not identify evidence of any recognized environmental conditions in
connection with the Site except for the following:
• An OWS was noted in the driveway south of the Site building. The OWS receives
wastewater from floor drains and, in turn, discharges to the municipal sanitary sewer.
Given that the OWS is more than 10 years in age, and in accordance with Goodyear
Combined Phase I and Phase II Environmental Site Assessment Specification,the OWS is .
considered a recognized environmental condition.

9.0 PHASE II LIMITED SUBSURFACE INVESTIGATION
The objective of the limited subsurface investigation activities.was to evaluate the potential for a
release from the OWS by assessing the presence of potentially impacted soils in the vicinity of the
OWS located in the.driveway on the south side of the showroom (Figure 2). Additional
investigation activities were to evaluate the potential for a release from the below ground hydraulic
lifts by assessing the presence of potentially impacted soils in the vicinity of the lifts located in the
service area of the Site building(Figure 2).
9.1 BACKGROUND
Given the OWS was greater than 10 years old and that six below ground hydraulic lifts were noted in
the service area of the Site building,SECOR completed a limited Phase H subsurface investigation to
assess potential petroleum impacts to,soil adjacent to the OWS and the hydraulic lifts in accordance
with the Goodyear Combined Phase I and Phase II Environmental Site Assessment Specification.
9.2 SCOPE OF INVESTIGATION
SECOR completed the following scope of work as part of,the limited investigation:
• Completed five(5)soil borings to a depth of 10 feet below ground surface(bgs)at the
locations indicated on Figure 2;
• Collected discrete soil samples for soil classification,field-screening for the presence of
volatile organic compounds(VOCs),and identification of water bearing zones at each
location; and
• Collected five (5) soil samples for laboratory analysis.
9.3 METHODS OF INVESTIGATION
Evaluation of the potential subsurface contamination was conducted through the advancement of five
GeoProbe borings. Soil borings were advanced.adjacent to the OWS and hydraulic lifts in the
service area in locations that would produce samples representative of the substrate conditions
beneath the Site(012HL-1, 0121-IL-2, 012HL-3, 012HL-4, and 0120WS-1).
9.3.1 Soil Sampling/GeoProbe Advancement Procedures
The first five feet of a boring were removed using a hand auger. A'direct push GeoProbe
sampler was utilized to collect discrete soil samples from depths greater than five feet for
field classification,field screening for the presence of organic vapors,and identification of
water bearing zones. Soil cores were obtained by driving a 48-inch by 1.5-inch diameter
lined sampler to the desired sampling depth. Discrete soil samples were retrieved from the

land surface to the boring terminus. Upon retrieval,soil samples were split for laboratory
analysis and field screening/field classification of soil type.
9.3.2 Field Screening Procedures
Discrete soil samples were collected and field screened for the presence of VOC vapors
with a photo-ionization detector (PID) equipped with an 10.6 electron volt (eV) lamp
source. The PID was calibrated per the manufacturer's instructions prior to use. A portion
of each soil sample was placed in a resealable plastic bag, shaken to break up cohesive
soils and allowed to sit in a warm location fora minimum of ten minutes prior to
screening. Following,headspace development, the PID sampling probe was inserted
through a small opening in the sample bag and the highest meter response was recorded on
the geologic boring log.
9.3.3 Sampling Location Selection
The general intent of the investigation was to collect soil and groundwater samples to
identify the potential presence of impacted media. Soil sample depth intervals selected for
laboratory analysis were based upon the highest field screening results;or in the absence of
significant organic vapors,the soil sample was collected from the interval directly above
the groundwater saturated zone or from the terminus of the soil boring.
9.3.4 Laboratory Analysis
The soil samples selected for laboratory analysis was containerized in laboratory supplied
sample containers. The soil samples was labeled, ,stored on ice and transported under
appropriate chain-of-custody procedures to Test America of Nashville, Tennessee. The
collected soil samples from each GeoProbe boring location were analyzed for the presence
of total petroleum hydrocarbon(TPH)diesel range organics(DRO)and oil range organics
(ORO)by EPA Method 8015. The soil sample collected near the OWS was additionally
analyzed for VOCs by EPA Method 8260B.
9.4 PHASE II RESULTS
9.4.1 Geology/Hydrogeology
In general, subsurface geology consisted of olive brown to dark olive brown silty sand
occurring to at least 10 feet below grade. Groundwater was not encountered during
drilling activities.No odor was noted from the.material. The boring locations are presented
on Figure 2.

9.4.2 Field Screening Results
Discrete soil samples were collected and field screened for the presence of VOCs using a
PID equipped with a 10.6 eV lamp source. PID readings are as follows:

9.4.3 Laboratory Results
Analytical results are ,summarized in Table 1. Only those results above the method
detection limit are reported for VOC analytical results. Analytical results are compared to
California regulatory criteria, where appropriate. No regulatory action levels currently
exist for TPH concentrations in soils. Accordingly, to assess the potential impact of '
hydraulic fluid on environmental media, a TPH concentration of 100 milligrams per
kilogram(mg/kg)is used as the target action level. Analytical results from the soil samples
collected adjacent to the OWS and hydraulic lifts indicated no presence of DRO,ORO,or
VOCs.

10.0 PHASE I RI CONCLUSIONS
SECOR has performed a Phase I ESA in conformance with the scope.and limitations of ASTM
Practice E 1527-00 and a limited Phase II subsurface investigation of the.Winston Tire Store#012
located at 1401 Union Avenue, in Bakersfield, Kern County, California.
The Phase I Environmental Site Assessment did not identify evidence of any recognized
environmental conditions in connection with the Site except for the following:
• An OWS was noted in the driveway west of the Site building. The OWS receives
wastewater from floor drains and, in turn, discharges to the municipal sanitary sewer.
Given that the OWS is more than 10 years in age, and in accordance with Goodyear
Combined Phase I and Phase II Environmental Site Assessment Specification,the OWS is
considered.a recognized environmental condition.
Given the.OWS was greater than 10 years old, the limited Phase H subsurface investigation
addressed the potential impacts to the environment from operation of the OWS and,additionally,the
hydraulic lifts in accordance with the Goodyear Combined Phase land Phase IlEnvironmental Site
Assessment Specification, dated September 28,2001.
Analytical results from the soil samples collected adjacent to the OWS and hydraulic lifts indicated
no presence of DRO, ORO,or VOCs,suggesting that conditions beneath the Site do not present a
material risk of harm to public health or the environment.
