On 3 August 2010, a Public Notice was mailed to interested parties in the site vicinity inviting participation in.the closure process. Staff received no responses,from interested parties during the 30-day public comment period.: By this letter you are directed to document the disposition of the groundwater monitoring network. You will need,to:submit either. • A.report documenting destruction of the groundwater monitoring network if monitoring wells are not to be maintained, or • A plan to maintain the on-site monitoring network. The"plan should, at a minimum, insure that the wells are not in low-lying areas, describe how the wells will be secured, state how often the wells will be inspected, and identify.who is responsible for maintaining the wells. All work should be conducted in.accordance with Kern County well ordinances and California Well Standards (California Department of Water Resources Bulletin 74-90). Hobin 8908 Versailles Drive Bakersfield, CA 93311 UNDERGROUND TANK RELEASE, FORMER CARWASH OF AMERICA (FORMER NIAGARA CAR WASH), 1701 STINE ROAD, BAKERSFIELD, KERN You submitted Soil-Gas Assessment Report of Findings and No Further Action Request Report (Report) dated 5 March 2010 and prepared in your behalf by E2C Remediation, Bakersfield (E2C). Based on data contained in this and previous reports, E2C concludes that soil remediation has been completed to extent economically practical and that residual gasoline mass in soil and groundwater is unlikely to pose a health risk or threaten the beneficial uses of groundwater. E2C concludes that the subject case warrants no further action and should be closed. Central Valley Water Board staff (staff) concurs with E2C and has determined that corrective action is near completion. By this letter we inform you of tasks remaining prior to case closure. Pursuant to Section 2728 of the California Code of Regulations, Title 23, Division 3, Chapter 16, the Regional Water Board is required to provide interested parties in the site vicinity with the opportunity to participate in the case closure process.. To implement this public participation activity, you.will need to submit a list of property owner and occupant mailing addresses by conducting an Off-Site Property Owner Survey (Survey). You should conduct the Survey by obtaining the property owner names and mailing addresses, property mailing addresses for all businesses and residences, and assessors' parcel numbers for properties overlying soil and groundwater where constituents from the UST release were present and all properties adjacent to parcels where constituents from the release were present. The data should be presented in a table or spreadsheet. The Survey should include assessor's parcel maps for the properties and a map depicting the former extent of impacted groundwater. Please submit the Survey by 30 June 2010. Staff will mail notification of the proposed case closure to interested parties at the addresses you provide in1he Survey. If closure is still appropriate after a 30-day public comment period, we will send you a request to destroy groundwater and soil vapor extraction (SVE) wells. You will need to submit a maintenance plan if you plan to continue using the monitoring wells. Soil gas sampling should be generally consistent with the California Department of Toxic Substance Control's (DTSC's) Interim Final Guidance for the Evaluation and Mitigation of Subsurface Vapor Intrusion to Indoor Air(DTSC Guidance) dated 15 December 2004 and the California Environmental Protection Agency's (CALEPA's).Advisory—Active Soil Gas Investigation dated 18 January 2003, jointly.issued by.th_e Regional Water.Quality Control Board, Los Angeles Region and DTSC). E2C proposes soil vapor analysis by EPA Method 8260B and TO-15. Analysis by both methods.appears ui ifiecessary.based on the analyte lists for these methods. Please include .a full volatile organic compound scan,(approximately 62 analytes). The analytical program should also include TPH=g analysis. E2C proposes laboratory analysis of soil samples from two and four feet bgs for gradation, porosity, effective permeability, soil moisture' and soil density to provide site-specific parameters for input into a vapor intrusion risk model. E2C also proposes to conduct a health risk evaluation if fuel hydrocarbons are reported at concentrations of concern. .The soil gas investigation I request is a screening level risk evaluation. Your.consultant should compare soil gas analytical data with California Human Health Screening Levels (CHHSLs) and San Francisco Bay Regional Water Board Environmental Screening Levels (ESLs). I will request an additional round of soil gas sampling if detected concentrations approach or exceed these screening levels. I do not anticipate requesting risk modeling unless concentrations of concern are confirmed by the second round of sampling. At present, analysis for the proposed soil parameters is'not required. E2C determined groundwater flow to be toward the south-southeast during the third quarter event and toward the west-southwest,during the first quarter event. The fuel oxygenate methyl tertiary butyl ether (MTBE) was detected at 100 micrograms per liter (pg/L) in the groundwater sample from ,monitoring well MW-2 during the third quarter event and.was also detected at 219 pg/L in MW-2 during the first quarter. Total petroleum hydrocarbons as gasoline (TPH-g), benzene, toluene, ethlylbenzene, and xylenes (BTEX), and the fuel oxygenates tertiary butyl alcohol(TBA), di-isopropyl ether (DIPE), ethyl tertiary butyl ether (ETBE), and tertiary amyl methyl ether (TAME) were not detected during the monitoring events. Hobin - 2 - 27 October 2008 y Comments Gasoline constituents have rarely been detected in groundwater since monitoring began during 2003. MTBE was detected in all three monitoring wells at concentrations generally less than 25 pg/L during the fir\st six quarters of monitoring and was not detected again until the third quarter 2007. MTBE has now been detected in upgradient monitoring well MW-2 at 110 and 219 pg/L during the third quarter 2007 and first quarter 2008 events, respectively.' MW-2 is south of the former dispenser islands and north of formerly gasoline-impacted soil in the . UST area. The current MTBE concentrations are one or two orders of magnitude higher than most concentrations detected during the first six quarters and the concentration appears to be increasing. The source.area for the current MTBE detections in'groundwater is unknown, but the detections suggest that leachate from gasoline-impacted soil is.migrating to the water table. E2C tested the current soil vapor extraction (SVE) to evaluate residual hydrocarbon mass in the area of the former dispensers during June 2006 and in,the known area of impacted soil during May 2007 and found low gasoline constituent concentrations and removal;rates. E2C concluded that additional SVE system operation was'not economic. You will need to further evaluate the progress of.soil remediation and identify'the source area of the MTBE in groundwater. Please submit a work plan proposing at least two soil borings to confirm the completion of SVE and to,investigate MTBE in deep soils above and.at the water table by 27 January 2009. You will need to remove additional source area mass by resuming SVE system operation or implement air sparging (AS) or,another remedial method if gasoline mass is identified by the requested investigation or if MTBE concentrations continue to be detected. Continue groundwater monitoring and increase monitoring frequency to quarterly beginning with fourth quarter 2008 monitoring event to evaluate MTBE concentration trends. You may discontinue analysis. for the fuel oxygenates TBA, DIPE, ETBE, and .TAME at present, but you might need to resume these analyses in the future if MTBE concentrations continue to increase. Please submit the fourth quarter 2008 groundwater monitoring .report by 3 February 2009 and the first quarter 2009 groundwater monitoring report by 4 May 2009. By letters of 16 January 2007 and 31 July 2007, 1 requested that you submit a work plan to investigate health risk from the residual effects of the gasoline release as I originally:requested by letter of 16 January 2007. The investigation could be limited to a soil gas survey with sampling points in the source area and between-the source area and facility building and you were to submit the work plan by 10 September 2007. The State of California Regional Water Quality Control Board, - Central Valley Region, Fresno Office (CRWQCB). The CRWQCB concurred with the NFA recommendation and, after notifying adjacent property 'owners of the intent to close the Site, approved abandonment (destruction) of the well system at the Site on October 5, 2010 by letter (see Appendix A for copy of letter). This Site Decommissioning Workplan describes the methods and procedures that will be used to properly abandon the site wells (monitoring and remediation) and to decomi mssionI any remaining remedial system infrastructure. 1.1 Site Description The Site is currently utilized as an operating car wash (Whitewater Car Wash) located in Bakersfield, 'California, at 1700 Stine Road between Stine Road and Hasti Acres Drive (see Figures lA and 1B' for Site Location Maps). The Site encompasses approximately 1.7 acres and is located approximately 200 feet south of Ming Avenue. The Site is located in Section 11, Township 30 South, Range 27 East MDBM. Three (3) 12,000-gallon gasoline underground storage tanks (USTs) were located as shown on Figure 2 (Site Plan). The USTs were removed in April 2003. The fuel dispensers under the canopy area were also removed at that time, as well as the associated piping. One (1) 2,000-gallon waste oil UST is still located at the Site as shown on Figure 2. Existing wells consist of the following (see attached well construction details in Appendix B): • Five (5) groundwater monitoring wells. (MW-1 through MW-5); • Four (4) groundwater air.sparge wells (AS-1 through AS-4); • Three (3) double-completion (two separate screen intervals, shallow and deep) vapor extraction (VE) wells; • One (1) deep completion VE well; and • Three (3) 5-foot SGA Wells. E2C Remediation 1 Proiect Number 1812BK54 October 15,2010 2.01 SITE DECOIV USSIONINO WORKPLAN Due to the proximity of nearby water supply wells, all site monitoring, remediation and SGA wells will be abandoned using the over-drilling method. This destruction method will minimize the potential for the abandoned wells to act as conduits in the future. 2.1 Task 1 -Permitting Prior to the commencement of the well destruction activities, E2C will acquire well destruction abandonment) permits from the Local Permitting Agency. 2.2 . Task 2 -Monitoring/Remediation Well Destruction ECA, Inc of Aptos, California (C-57 License #695970) will perform the well destruction activities in accordance with KCEHD and State of California well destruction requirements. The destruction activities will be overseen by a California Professional Geologist-from E2C. The over-drilling method consists of the following.procedures: ■ . The wellhead (steel box set in concrete) at a well will be removed using a jack- hammer; ■ The drill rig then sets up over the and reams the well using 8-inch diameter hollow-stem auger to depth (see attached table for summary of well depths); ■ The well casing will then be then removed and stockpiled; Over-drill cuttings will be stockpiled on plastic; ■ A tremie pipe will then be then placed to the bottom of the well and grout will be pumped through the tremie pipe into the boring until grout mushrooms out at the top: After mushrooming occurs, the tremie pipe will be removed; ■ The grout will be allowed to settle and the boring will be topped off with grout accordingly; ■ Grout will be placed to approximately three (3) feet below ground surface. The top three (3) feet will be backfilled using native soils to approximately 1.5 feet bgs followed'by a concrete cap to the surface; and 2.3 Task 3 - Soil Decommissioning Remaining remedial system appurtenances will be removed from the Site. This includes any fencing, above ground plumbing and manifolds. Manifold piping will be cut flush with the ground surface and each pipe will be filled at the top with a concrete plug. Note: Underground horizontal plumbing ,lines (shallow horizontal lines lain approximately 18 inches in depth) to remediation wells will be capped with concrete plugs and left in place to facilitate potential future site construction activities. 2.4 Task 4 - Disposal of Site Decommissioning Materials Over-drill materials, well casings, well boxes and other miscellaneous debris will be transported to the local landfill as construction debris. 2.5 Task 5 -Reporting Following the completion of the field activities a Site Decommissioning Report will be prepared by E2C. The report will document all well destruction activities. Its purpose is to provide established procedures to protect all on-site personnel from direct skin contact, inhalation,- or ingestion of potentially hazardous materials -that may be encountered at the site. The SSP establishes. personnel responsibilities, personal protective equipment standards decontamination procedures, and'emergency action plans. E2C Remediation (E2C) seeks to enter property described above for the purpose of decommissioning the site groundwater monitoring, bio-sparge, bio-vent and extraction well systems and abandon the remedial infiltration gallery systems. E2C Remediation Appendix C-1 Project Number 1812BK54 October 15, 2010 Responsibilities of Key Personnel: All personnel on site will have assigned responsibilities. Mr. Bill Lawson, P.G.,.Senior Geologist of E2C will serve as Senior Project Manager. Mr. Lee Ignatowicz, P.G., of E2C Remediation will be the On-Site.Geologist and serve as the Site Safety Officer (SSO). As SSO, Mr. Ignatowicz will present a copy of the SSP to on-site personnel. Personnel will be required to document their full understanding of the SSP before admission to the site. Compliance with the SSP will -be monitored at all times by the. SSO. Appropriate personnel will conduct a training session to assure that all are aware of safe work practices. In the training session, personnel will be made aware of hazards at the site and will utilize Material Safety Data Sheets for information on compounds to be encountered. On-site employees will take reasonable precautions to avoid unforeseen hazards. After documenting understanding of the SSP, each on-site employee will be responsible for strict adherence to all points contained herein. Any deviation observed will be reported to the SSO -and corrected. On-site employees are held responsible to perform only.those tasks for which they believe they are qualified. Provisions of this SSP are mandatory and personnel associated with on-site activities will adhere strictly hereto. Job Hazard Analysis: K Hazards likely to be encountered on site include those commonly encountered when operating any mechanical equipment, such as the danger of falling objects or moving machinery. Simple precautions will reduce or 'eliminate risks associated with operating such equipment. Qualified personnel only will have any contact with this equipment. All on-site personnel, including the drilling contractor and his employees, are required to wear hard hats and steel-toed shoes when in close proximity to drilling equipment. Latex gloves will be worn by persons collecting or handling samples to prevent exposure to contaminants. Gloves will,be changed between samples, and used ones discarded, to avoid cross-contamination. Proper respiratory equipment will be worn if vapor contamination levels on site.exceed action levels as determined using a FID or PID. Action levels requiring respiratory apparatus will be 5 ppm, in the breathing space. Furthermore, no on-site smoking, open.flame, or sparks will be permitted in order to prevent accidental ignition. Risk Assessment Summary: Exposure to chemicals anticipated on site may include very low concentrations, that are significantly below the toxicity limits specified below, of diesel and gasoline compounds, benzene, toluene, ethylbenzene and.xylenes (BTEX) and fuel oxygenates, specifically methyl tertiary-butyl ether (MtBE). These chemicals represent a hazard because they are moderately to extremely toxic and most are highly flammable. A set of cones, or placards, or wide yellow tape, surrounding the site work area will define the perimeter. The Project Manager will be responsible for site security. Decontamination Measures: Avoidance of contamination whenever possible is the best method for protection. Common sense dictates that on-site personnel avoid sitting, leaning, or placing equipment on'possibly contaminated soil. All personnel will be advised to wash their hands, neck, and face with soap and water before taking a break or leaving the site. Respirators will be washed with soap and water following each day's use, if needed. Drilling and sampling equipment used will be decontaminated by steam-cleaning, if needed; (needed for well installation only; not needed for well destruction). Sampling equipment will be decontaminated before each sample is taken and drilling equipment will be decontaminated before each boring is commenced; needed for well installation only; not needed for well destruction. General Safe Work Practices: Drillers, heavy equipment operators and other on-site personnel will be briefed each day in "tailgate" meetings as to the day's goals and equipment to be used. Anticipated contaminants and emergency procedures will be reviewed. Appropriate personal protective equipment will be put on and verified correct by SSO, including respirator fit. Drilling and sampling equipment will be steam-cleaned before being brought on site. Split-spoon sampling equipment will be cleaned before each use. Augers will be steam-cleaned upon project ending. Training Requirements: The SSO will conduct a pre-site training session which will include all points of MSDS forms, contaminant properties, warning signs, health hazard data, risk from exposure, and emergency first aid. 'The SSO will assure that everyone fully understands site hazards. COUNTY Background Information Site Investigation The subject site is bordered by,Stine Road on .the east and`Hasti Acres ,Drive on the west, and 'is south of Ming Avenue, in a commercial an&residential area. The Sparkle Car Wash is currently operated on-site. An underground storage tank (UST)•system leak was discovered during a 1997 site investigation. Moderate to high gasoline constituent•concentrations.were detected• in soil samples from hand auger and hollow stem auger borings-advanced beneath the UST cluster. The release was not disclosed until 19991, and additional soil investigation was conducted during 1999 in accordance with local regulatory agency (Bakersfield Fire Department) directives. The case was referred to the Central Valley Water Board during November 1999. The underground storage tank (UST) system was removed during April 2003 and further soil investigation to determine the concentration, distribution,and extent of impacted soil was also conducted during March and September 2003. The release was characterized by relatively low.gasoline constituent concentrations dispersed through a large soil volume, with lateral spreading. The consultant estimated that approximately 45,00.0.cubic yards beneath an elongated north-south surface area were impacted. Most of the.gasoline mass was. in o.r above a zone'of interbedded sandy and silty ,soil from.approximately 55 to 85 feet below ground surface (bgs).. Total petroleum hydrocarbons as gasoline (TPH-g) were detected below 300 milligrams per,kilogram (mg/kg) and benzene, toluene, ethylbenzene, and xylenes (BTEX) concentrations were detected at below 5 mg/kg, and these constituents were often less than 1 mg/kg. Methyl tertiary butyl California Environmental Protection Agency �a Recycled Paper Carwash of America Closure Summary -2 - 13 January 2011 ether (MTBE) was detected in soil near the water table at approximately 160 feet bgs beneath the southern end of the impacted area, and to approximately. 100 feet beneath the northern end. MTBE concentrations were also generally low, often below 1 mg/kg, although concentrations,up to 54 mg/kg were detected in a few samples: Soil and Groundwater Remediation Remedial feasibility was evaluated during March 2003 soil vapor extraction (SVE) pilot testing. The consultant concluded that SVE was feasible for mitigating the effects_of the'release. The final system design was operated from 14 May through August 2004 and removed approximately'8,000 pounds (lbs.) of gasoline constituents. Removal rate showed a rapid decline from approximately 600 lbs. per day to 33'lbs, per day at shutdown. The unit was converted to .catalytic oxidation effluent treatment_during mid-August. Additional system testing during June 2006 and May 2007 suggested that remediation had been completed. Influent'concentration,had been reduced to 35*parts. per million by volume (ppmv) at the end of testing. Groundwater Monitoring One groundwater monitoring'well was installed near the former.USTs during.2003', andtwo additional wells were installed later the same year: Monitoring was conducted through May 2009. Depth-to-water ranged from approximately 160 to 170 feet.bgs during most of the monitoring history. During the last three monitoring,events'; beginning on 20 October.2008, , depth-to-water was measured from.approximately 173 to' 174 feet bgs: Groundwater flow has been variable, but has generally beenr toward the southeast. TPH-g and BTEX were not detected during the monitoring history. Total petroleum hydrocarbons.as diesel (TPH-d) was.detected during the second monitoring event. ' MTBE was detected from 4 to 20 micrograms per liter (pg/L)..during the-initial five events. MTBE was also detected from 537 to 219 pg/L during three events in 2007 and.2008; and was not detected during the last four events. No other fuel oxygenates were detected. During the monitoring history, gasoline constituents were not detected during 14'of 22 monitoring events. Sensitive Receptors The consultant conducted a sensitive receptor survey during 2003. Four municipal wells are within 2,500 feet of the former Carwash of America site. Well CWS 158-01 is an active well approximately 250 feet south of the site. The screened interval is from 293 to 650 feet bgs according to California Water'Service, the well operator: During 2002,'the well produced approximately 1000 acre-feet of water. The California Water°Service and State of California, Department of Health Services have not'reported water quality issues associated with this well. No other.supply wells were identified within 1,200 feet of the site. The Stine Canal trends northeast to southwest across the former Carwash of America site, approximately 100 feet-east of the 'former USTs. The canal is contained by concrete piping from north of the site (Ming Avenue).to the southern site boundary, and is unlined south of the site. Health Risk Assessment Gasoline constituents were not detected in shallow soil gas samples collected during December 2009, The consultant,recommended that the site be considered for closure. Public Participation and Well Destruction On 3 August 2010, 1 mailed a pre-closure Public Notice to vicinity landowners and tenants. Public comments were not received during the 30-day comment period. Groundwater monitoring and SVE wells were destroyed and the site was decommissioned from. 29 November to 10 December. 2010 and I have received a report documenting well. . destruction. Conclusions Gasoline constituents remaining in subsurface soil and groundwater are unlikely to impact the present or future use of groundwater and/or human health. The UST release has been characterized by low gasoline constituent concentrations in soil and most extractable. hydrocarbons appear to have been removed by;the SVE system. Less than 5.00 lbs.s of., gasoline are estimated to r remain in soil as low adsorbed concentrations that are expected-to naturally`degrade: A municipal well is within 500 feet of the.release, but is.screened below the . water table, and the release.has very-minimally impacted groundwater. An irrigation canal is within 100 feet of the site, but the water• is contained in a concrete pipe.: Remaining effects of the release are*unlikely to,threaten groundwater or surface water quality.
