Summary and Signature This report is being prepared in response to a request from Debbie Scanlan, Development Assistant, for a Phase I Environmental Site Assessment on the subject property. This report conforms to the requirements and limitations of the ASTM Standard Practice E 1527-05 (ASTM). The site is described as 2000 South Union Avenue in Bakersfield, California. The findings, resulting from the review of the available records and site reconnaissance, indicate that there is evidence of recognized or historical environmental conditions on the property, as follows: 1. Removal of underground aviation fuel storage tanks in 1996 with limited petroleum impacted soil remaining in the subsurface, no further regulatory action required; 2. Removal of petroleum,impacted soil in 1991 from a surface impoundment under a Cleanup & Abatement Order(No. 91-713), no further regulatory action required; 3. Continuing State agency investigation into any possible environmental impacts from the former Garriott Crop Dusting facility located adjacent to the Airpark at 2010 South Union Avenue. The investigation case, initiated in the 1980's, is still open, but does not appear to be currently active. The former Garriott Crop Dusting facility location is both off-site and hydrologically down gradient of the Airpark. Extensive investigations and prior cleanup activities have demonstrated that the Airpark property itself does not currently pose any environmental risk. Any further investigations into possible off-site impacts resulting from the former Garriott Crop Dusting operations are not expected to affect the Airpark property itself. Introduction This report presents the findings of the Phase I Environmental Site Assessment performed on the subject property. 2.1 Purpose The purpose of this Phase I is to evaluate whether current or past activities on, or adjoining, the site may have resulted in "recognized environmental conditions" that is, the presence or likely presence of any hazardous substance or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substance or petroleum product into structures on the property or into the ground, groundwater or surface water of the property. 2.2 Scope of Services This Phase I Environmental Site Assessment (ESA) was conducted in general conformance with the methods and procedures described in the ASTM Standard Practice E 1527-05. The scope of services includes: • Review of standard historical sources for current and past uses of the site, and interviews with persons having knowledge of the past and current use of the site. • Site reconnaissance to assess evidence of current and past use, storage, and release of toxic or hazardous materials, including determination of the onsite presence of ponds, landfills, storage tanks, oil wells, electric transformers, drums and other storage containers, and any onsite dumping of wastes. • Reconnaissance of properties adjacent to the site. • Review of available government records for known or potential hazardous waste sites or land fills near the site • A written Phase I ESA report to present the environmental findings opinion and conclusion. 2.3 Limitations and Exceptions This Phase I ESA report was prepared in accordance with the purpose and scope of services described above. In addition, the following limitations and exceptions are applicable to this report: • This report has relied on currently available or "reasonably ascertainable" records as defined by ASTM Standard Practice E 1527-05 section 8.1.4. • The findings, opinions and conclusions of this report are based on information obtained on given dates, through reasonably ascertainable records and reasonably perceptible site conditions and features as they existed during the site's reconnaissance. They do not apply to site conditions and features that I am unaware and have not had the opportunity to evaluate. 4 2.4 User Reliance This Phase I ESA is not intended to eliminate uncertainty regarding the potential for existence of recognized environmental conditions at the site. It was prepared only to assess if there is reason to suspect the presence of hazardous substance or petroleum products at the site. Therefore, this Phase I ESA does not include the collection and/or analysis of soil, -groundwater, building materials, or other environmental samples which are considered Phase II activities. 3.0 Site Description The site consists of a municipal airpark. 3.1 Location and Legal Description The site is briefly described as follows: Bakersfield Municipal Airpark located at 2000 South Union Avenue. 3.2 Site and Vicinity General Characteristics The site is located within a mixed commercial, light industrial and residential neighborhood. J Y: t Aej „ ;�. fi !! s• FEl North 2009 Aerial view 5 3.3 Current and Past Uses of the Site The airpark was originally developed in 1945 and used by the Israeli Air Force as a pilot training facility. The airpark'was later used as private airport which provided ground support for small aircraft and crop dusters. The City of Bakersfield initially purchased the airpark in 1985. 3.4 Current and Past Uses of the Site and Adjoining Property The airpark was expanded in the late 1980's to lengthen and realign the runway and taxiway. The soils are typically silty sand and sandy loam. The topography is relatively flat. Groundwater gradient and direction are locally and seasonally influenced by nearby canals. The regional groundwater table gradient trend is to the southwest, based on groundwater reports maintained by the Kern County Water Agency. 4.0 Records Review The following records were reviewed in this section: Bakersfield Fire Department, Department of Conservation, Division of Oil, Gas and Geothermal Resources (DOGGR) records, Department of Toxic Substances Control "Envirostor" data base, Kern County Water Agency reports and historical aerial photographs. 6 4.1 DOGGR,Records Oil well records maintained at the Bakersfield office of the Department of Conservation, Division of Oil, Gas and Geothermal Resources (DOGGR) were reviewed. The closest well to the site is an abandoned oil well designated as "Marathon Oil Company—KCLM" located in the northeast corner of the subject property near the intersection of Watts Drive and Madison Street. The well was drilled in 1956 to a total depth of 8604 feet and was subsequently abandoned as a "dry hole"meaning without having encountered or produced economic quantities of oil. The closest hazardous substance pipeline is the P. G. & E. 10" high pressure natural gas line which runs along the west side of the subject property, along South Union Avenue. 4.2 Department of Toxic Substances Control "Envirostor" Garriott Crop Dusters,2010 South Union Avenue (adjacent to the subject property) Search of the Department of Toxic Substances Control "Envirostor" database shows there are no hazardous waste cleanup sites within one (1) mile radius of the property.. The former Garriott Crop Dusters site, located adjacent to the subject property, is still shown as an "open case" with the Central Valley Regional Water Quality Control Board as a Spill, Leak, Investigation Case (SLIC) site. The case was initiated on May 29, 1980 with no recent activity listed on this site. The two underground aviation fuel storage tanks associated with the former Garriott Crop Duster operations were subsequently removed in 1999. Envirostor map of environmental concern sites. 7 City of Bakersfield (Bakersfield Airpark), Toxic Pits Cleanup & Abatement Order 91-713 The Regional Water Quality Control Board had additionally issued a Cleanup & Abatement Order on May 11, 1990 (No. 90-709 at that time, subsequently amended to Order No. 91-713 on April 29, 1991). The cleanup involved a storm water sump maintained by the City of Bakersfield on the west side of the airpark runway. Soils investigation found oils and grease had accumulated in the storm water sump from drainage originating near aircraft workshops and wash pads. No toxic levels of heavy metals were detected. The petroleum,impacted soils were removed from the airpark and taken to a disposal facility. The entire storm water sump was abandoned and graded level to accommodate the new runway and taxi way realignment and expansion. The Regional Water Quality Control Board was satisfied with the mitigation and the Cleanup & Abatement Order 91-713 was rescinded on April 8, 1992. C & B Flying Service (Bakersfield Airpark) Underground Storage Tank Removal The closest known site where a release of petroleum products has occurred is at the former C & B Flying Service,the previous fixed base operator, previously located near the northwest corner of the airpark property near the current control tower. Two underground storage tanks containing aviation fuel were removed in 1996 and were found to have been leaking. An investigation was conducted into the Leaking Underground Fuel Tank (LUFT) site. Soil samples were subsequently obtained and a risk-assessment indicated groundwater was not threatened by any residual aviation fuel remaining in the subsurface soils and the case was closed in 1997. The closest known groundwater contamination site is at the 7-Eleven Store #16329, located at 1701 Pacheco Road, approximately 1.5 miles southwest of the subject property. The control tower and shop or hangar buildings are visible in the northwest corner of both the 1947 and 1959 aerial photographs. Between 1959 and 1975, additional buildings and hangars have been constructed in the northwest corner of the airpark property. A triangular drainage sump is visible near the west side of the runway in the center of the 1975 aerial photo. This sump feature is more pronounced in the 1990 aerial view. This is the sump which was cleaned up and removed by the City of Bakersfield under the California Regional Water.Quality Control Board's Cleanup and Abatement Order No. 91-713. The cleanup order was lifted on April 8, 1992. Between 1990 and 1995, the airpark runway was reconfigured by expansion to the property located to the south. An Environmental Impact Report was preparred for that expansion. 11 5.0 Site Reconnaissance On December 1, 2010 a reconnaissance of the site and its surroundings was completed. There was no visible evidence of any recognized environmental conditions. 5.1 Methodology Prior to the reconnaissance visit, all available environmental records and historical photographs of the site were reviewed in an attempt to identify any potential environmental conditions of concern. 5.2 Onsite Observations The property consists of several shop and aircraft hangar structures, a control tower, and a restaurant. A used oil collection tank is located behind the shop buildings and is maintained in compliance with hazardous waste regulations. The tank is covered and secondarily contained. &r" �4 ✓.aY 6.0 Interviews No interviews were completed.on this parcel. 12 7.0 Findings, Opinions and Conclusions The findings, resulting from the review of the available records and site reconnaissance, indicate that there is evidence of recognized or historical environmental conditions on the subject property concerning hazardous materials or hazardous wastes, as follows: 1.
