RMRG to prepare the (AEI) Y P (RMRG) P P following Closure Report for the review and approval of the Bakersfield Fire Department(BFD). b.Il Authorization Authorization to prepare this report was given by RMRG, through a signed copy of AEI Proposal Number 2006-21870. ' 1.2 Purpose The purpose of this report is to apply for case closure for the above-referenced property in regards to a soil tetrachloroethene (PCE) contaminant plume. AEI characterized the plume and remediated contamination by means of soil vapor extraction (SVE). 1.3 Limitations This Closure Report has been prepared for RMRG regarding the property located at 4200 Stine ' Road, Unit E, Bakersfield, California, currently occupied by Holiday Cleaners. Neither this report, nor any of the information contained herein shall be used or relied upon by any other person or entity other than RMRG. ' The completed work includes observations and descriptions of site conditions encountered. Where appropriate, it includes analytical results for samples taken during the course of the work. All conclusions and/or recommendations were based on these analyses and observations and the governing regulations. Conclusions beyond those stated and reported herein should not be inferred from this document. 1 The number and location of samples were chosen to provide the required information, but it cannot be assumed that they are representative of areas not sampled. The variations that may exist between sampling points could not be anticipated, nor could they be entirely accounted ' for, in spite of exhaustive additional testing. This report should not be regarded as a guarantee that no further contamination beyond that which could have been detected within the scope of this investigation is present beneath the subject property. Undocumented, unauthorized releases of hazardous material, the remains of which are not readily identifiable by visual inspection and are of different chemical constituents, are difficult and often impossible to detect within the scope of a chemical specific investigation. All specified work has been performed in accordance with generally accepted practices in geotechnical, environmental engineering, engineering geology, and hydrogeology. No other warranty, either expressed or implied, is made. Closure Report Holiday Cleaners 4200 Stine Road Unit E Bakersfield,California 93307 AEI Project Number 271444 December 24,2008 Page 1 2.0 PROJECT BACKGROUND 2.1 Subject Property Description The subject property is part of Stine White Towne Center, a 4.6-acre commercial shopping center located on the southeast corner of White Lane and Stine Road in a commercial area in the City of Bakersfield, California. The immediately surrounding properties consist of a ' commercial shopping center, a Mobil gasoline station, and residential dwellings to the north across White Lane; a commercial shopping center to the east and across Stine Road to the west; and various office buildings to the south. Please see Figure 2.1-1 for a General Location ' Map. The subject property is currently occupied by Holiday Cleaners, an on-site dry cleaning facility. ' Gerry's Custom Hair Cutting occupies Unit D adjacent to the east, and Unit F adjacent to the west is currently vacant (previously Two Two Amen Beauty Supply). The dry cleaning facility operates a dry cleaning machine (DCM) in the southern half of the unit along the western wall. A bathroom and a boiler room are located in the southeastern and southwestern corners of the subject property, respectively. Asphalt-paved parking lots are located to the north and to the south of the site. Please see Figure 2.1-2 for a Site Plan. ' 2.2 Project History 2.2.1 Phase II Environmental Site Assessment-Soils Engineering, Inc.;July 2003 ' Soils Engineering, Inc. (SEI) prepared a report in July 2003 for a Phase II Environmental Site Assessment (Phase II) that was conducted at the subject property. The scope of the Phase II included a total of four hand-augered soil borings advanced throughout the subject property. Please see Figure 2.2.1-1 for a map indicating soil boring locations. ' Each boring was advanced to a terminal depth of 5 feet below ground surface (bgs) with soil samples collected at 1, 3, and 5 feet bgs. Each sample was analyzed for volatile organic compounds (VOCs) via Environmental Protection Agency (EPA) Method 8260B. ND= not detected above laboratory reporting limits. ' PCE was detected in 11 of the samples at concentrations ranging from 35 to 800 micrograms per kilogram(pg/kg). No other VOCs were detected in any of the analyzed soil samples. 1 Based on the results of the investigation, SEI concluded that the majority of PCE was restricted to the upper 2 feet of soil and estimated that the volume of soil with PCE concentrations exceeding 100 pg/kg was at least 17 cubic yards. .SEI determined that the lateral extent of the soil PCE plume was not established, but had,a minimum radius of 3 feet. SEI concluded that the risk of the detected on-site release to the environment and human ' health was acceptable. SEI recommended installing secondary containment beneath the dry cleaning machine and hazardous materials storage areas and resealing the floor in the vicinity of the dry cleaning machine to prevent future releases to the subsurface. 2.2.2 Phase I Environmental Site Assessment, AEI;July 2006 ' According to a Phase I Environmental Site Assessment (Phase I) Report prepared by AEI in July 2006, a dry cleaning facility has occupied the subject property since 1986. During the Phase I site reconnaissance, no "secondary containment was noted beneath the DCM. The Phase I recommended that the release be reported to the lead regulatory agency, and case closure sought, possibly involving additional soil sampling and/or remediation. (� 2.2.3 Additional Site Characterization;AEI;August 2006 u In August 2006, AEI conducted Additional Soil Characterization (ASC) in the vicinity of the dry (1 cleaning facility. The scope of ASC included a total-of six soil borings (AEI-135 through AEI=1310), �J advanced to terminal depths of 20 and 25 feet bgs. PCE was,detected in 12 of the analyzed soil samples at concentrations ranging from 1.2 to 307 pg/kg. Please see Table 2.2.3-1, below, for oa summary of the laboratory results. J The PCE release previously detected during the SEI Phase II was reasonably well characterized o laterally and vertically during this investigation. PCE concentrations generally decreased to just above the laboratory detection limit or to non-detectable levels with increasing vertical depth and lateral distance from the DCM. The maximum radius of the soil PCE plume appeared to be o approximately 75 feet from the .apparent on-site release point,. though elevated PCE concentrations were only generally detected in shallow soil (less than 5 feet bgs) in the immediate vicinity of the DCM. 0 o Closure Report Holiday Cleaners 4200 Stine Road Unit E O Bakersfield,California 93307 AEI Project Number 271444 December 24,2008 Page 4 0 Two analyzed soil samples exceeded the residential soil Preliminary Remediation Goals (PRGs) for PCE. Both samples were collected during the previous SEI investigation. Four analyzed soil samples exceeded the site-specific Soil Screening Levels (SSLs) for PCE. All samples that exceeded available regulatory guidelines and/or action levels were collected at shallow depths (2 feet bgs and shallower). The bulk of PCE in the subsurface appeared to be retained within the predominantly silty upper ' 5 feet of soil beneath the dry cleaning facility in the immediate vicinity of the DCM. AEI recommended remediating shallow PCE-impacted soil in the vicinity of the DCM to reduce source contamination beneath the subject property. ' 2.2.4 Phase III Subsurface Investigation;AEI; May 2008 In May 2008, AEI conducted a Phase III Subsurface Investigation (Phase III) in Unit F (previously Two Two Amen Beauty Supply) adjacent to the west of the dry cleaning facility. The scope of the Phase III included a total of four step-out soil borings (AEI-B11 through AEI-B14) advanced to a terminal depth of 20 feet bgs. PCE was detected in 9 out of the 12 analyzed soil samples at concentrations ranging from 1.8 to 152 pg/kg. Please see Figure 2.2.1-1 for a map indicating soil boring locations for this investigation. Please see Table 2.2.4-1, below, for a summary of the laboratory results. Elevated PCE levels were generally detected in shallow soil (less than 5 feet bgs). PCE was not detected in any of analyzed soil samples collected at 15 feet bgs. Minor PCE concentrations were detected in two of the analyzed soil samples collected at 20 feet bgs ranging from 2.4 Ng/kg to 6.6 pg/kg. PCE concentrations generally decreased with increasing depth and with ' lateral distance from the DCM. Closure Report Holiday Cleaners 4200 Stine Road Unit E Bakersfield,California 93307 ' AEl Project Number 271444 December 24,2008 Page 5 S 2.3 Lithology and Hydrogeology ' Based on a review of the United States Geological Survey (USGS) Gosford Quadrangle Topographic Map, the subject property is situated 371 feet above mean sea level (amsl) and the local topography is sloping to the southeast. According to information provided on the Natural Resources Conservation Service (NRCS) website, the area surrounding the subject property is underlain by soils of the Kimberlina-Urban Land-Cajon Complex. These soils are characterized by a mixture of coarse loam, which consists of mostly sand, silt, and clay. The underlying soils are characterized hydrologically as Classes A and B (which refer to moderate infiltration rates) with well drained soils. According to information obtained from the Department of Water Resources, the area surrounding the subject property is a large northwesterly trending geosyncline or structural trough between the Coast Range and the Sierra Nevada Mountains. Erosion from both of these mountain systems has resulted in the deposition of an immense thickness of sediments in the valley floor. The edges of the province are marked by prominent alluvial fans. The site is underlain by Pleistocene alluvial deposits. Based on previous borings advanced by AEI, the subject property is underlain by predominantly light to brown well-graded sand (SW). Brown sandy silt (ML) was encountered at 2 feet and 5 feet bgs beneath the subject property building. The nearest surface water is the Farmers Canal located approximately 0.8 mile east. Based on topographic map interpretation, the inferred flow direction of groundwater at the subject property is to the southeast. According to the State Water Resources Control Board (SWRCB) GeoTracker Website, the nearest Leaking Underground. Fuel Tank (LUFT) site with active monitoring wells is located at 1701 Stine Road at the intersection of Stine Road and Ming Avenue, which is approximately 1.4 miles north-northeast of the subject property. The LUFT I site maintains three monitoring wells, which were last gauged on October 29, 2008. Depth to groundwater ranged from 172.72 to 174.93 feet bgs. Groundwater was not encountered in any borings advanced during AEI's previous investigations. Please see Appendix A for Boring Logs from this and previous investigations performed by AEI. 3.0 CHARACTERISTICS OF DETECTED CONTAMINANTS The properties of PCE that are of environmental importance are summarized in Table 3.0-1, next page. The environmental behavior of PCE is dependent upon the grain size, moisture, and organic carbon content of the soil. PCE is retained in soil with high clay and organic carbon content. The initial breakdown products of PCE are trichloroethene (TCE), cis-1,2-dichloroethene (cis-1,2- DICE), and trans-1,2-dicloroethene (trans-l,2-DCE). The density of PCE vapor is approximately five times that of air, which is 1.29 grams per cubic centimeter (g/cm3). Therefore, PCE vapors tend to migrate vertically downward in soil. The chemical breakdown of PCE in water can occur in strongly reducing conditions by dechlorination in the presence of a source of free electrons, and under oxidizing conditions in the presence of strong oxidizers such as hydrogen peroxide and the hydroxyl free radical. Bacterial degradation of PCE can also occur in both oxidizing and reducing conditions, though bacteria cannot live in the presence of hydrogen peroxide or the hydroxyl free radical. 4.0 REMEDIAL ACTIVITIES The process of SVE involves removal of VOCs from the subsurface soil matrix by means of extraction wells and vacuum blowers/pumps. The extracted well vapors are treated at the surface via carbon adsorption prior to release to the atmosphere. 4.1 Installation of Soil Vapor Extraction (SVE) Well Upon approval of the BFD, in November 2007, AEI utilized horizontal directional drilling ' technology to install a horizontal well extending from the rear parking lot to approximately 5 feet beneath the DCM. To monitor radius of influence (ROI), AEI also installed six dual nested soil vapor probes at 3 and 5 feet bgs in the vicinity of the dry cleaning machine. The horizontal well piping was installed at 5 feet bgs. The total length of the horizontal well was approximately 45 linear feet including a 10 foot section of 0.020-inch slotted screen. A vertical section of 2-inch PVC pipe connected the well to above ground SpiraliteTM 110 flexible PVC hose which then connected to the vacuum pump and granular activated carbon (GAC) treatment system. Please see Figure 4.1-1 for a map of the locations of the horizontal SVE well and six dual nested soil vapor probes. Closure Report Holiday Cleaners 4200 Stine Road Unit E Bakersfield,California 93307 AEI Project Number 271444 December 24,2008 Page 7 4.2 SVE System Installation In March 2008, AEI installed a SVE system, which consists of a 200 standard cubic feet per minute (SCFM) blower (OVAO Model SVE-200) capable of developing a vacuum of 10 inches of mercury ("Hg), a single horizontal SVE well that was installed with a horizontal directional drill, above ground conveyance'piping, and two Siemens Model VSC400 GAC vessels, connected in series. The SVE system has been operating in compliance with a SJVAPCD Permit to Construct and Operate, dated December 12, 2007. The SVE remediation system consists of the following equipment: • blower powered by a 5 horsepower electric motor (230 volt one-phase motor); • liquid knockout tank with an inlet silencer and a high water level switch; • National Electrical Manufacturers Association (NEMA) 4 rated electrical control panel connected to a flow meter, a 30-amp fused disconnect switch, and a vacuum indicator; • two 400 pound activated carbon canisters connected in series. Please see Appendix B for a schematic of the SVE blower and treatment system. AEI conducted weekly operations and maintenance (0&M), which entailed: • measuring flow rate; 1 • collecting influent soil vapor samples from the extraction well and effluent from the granular activated carbon (GAC) treatment system; • analysis for VOCs; • periodic maintenance of the SVE pump such as oil and filter changes; • replenishment of the GAC, as required. 4.3 SVE System Pilot Test An SVE system pilot test was conducted on March 12, 2008. The operational pilot test was conducted during start-up to determine optimum applied vacuum and contaminant mass removal rates, and ROI. AEI collected vapor samples from the influent and effluent ports during the test. The start-up influent concentrations varied between 5.1 ug/L and 90.4 ug/L. The flow rate during the test was maintained at 90 SCFM, and the vacuum was 2.0 and 2.8 inches of mercury. Please see Appendix C for all vapor sample laboratory results from the SVE system pilot test. ! 4.4 SVE System Operation SVE system operation began on March 12, 2008, and continued until August 26, 2008, a total of ! 215 days of operation. The average flow rate of the SVE system during the operation period was approximately 57 SCFM. Closure Report Holiday Cleaners 4200 Stine Road Unit E ' Bakersfield,California 93307 AEI Project Number 271444 December 24,2008 Page 8 r After initial start-up, the influent PCE concentrations decreased from 74 pg/L detected.on March 12, 2008 to non-detect (ND) concentrations recorded in all influent vapor samples collected in the months of May through June, with the exception of influent samples collected on May 1, and ' June 10, 2008, which indicated very low PCE concentrations (3.1, and 1.4 pg/L, respectively). Approximately 1 pound of PCE was removed during the pumping period March 12 — June 30, 2008, during which time all effluent samples collected were ND for all VOCs.• r4.5 SVE Vapor Sampling and Analysis ' Start up and Progress Reports for Holiday Cleaners which presents the SVE system start up results, and the operation and monitoring records for the period ,March 12,through June 30, 2008, have been submitted to the San Joaquin Valley Air Pollution Control District (SJVAPCD) as required by the SJVAPCD Permit to Construct and Operate dated, December 12, 2007. 1 Throughout the period of operation, vapor samples were regularly taken from the influent and effluent sampling ports of the SVE system. Samples were collected in 1-liter Tedlar.TM bags and transported under proper chain-of-custody protocol to Alpha Scientific Corporation (Alpha), a state-certified laboratory [Environmental Laboratory Accreditation Program (ELAP) Number 2633] in the City of Cerritos, California, for laboratory analysis. Please see Appendix D for all vapor sample laboratory results from the SVE system operation period. 5.0 CONFIRMATORY SOIL SAMPLING The scope of the confirmatory soil sampling event included 3 soil borings (AEI-131 through AEI- 63) advanced adjacent to the dry cleaning machine. 5.1 Drilling Equipment and Duration of Subsurface Investigation ' Drilling commenced and was completed on October 10, 2008. Borings were advanced with a direct-push, limited-access Geoprobe® Model GH-40 drill rig. All casings, rods, and sampling equipment were decontaminated between boreholes to prevent cross-contamination. Boring AEI-B2 was advanced approximately 4 feet north of the dry cleaning machine. Boring AEI-B3 was advanced approximately 3 feet northeast of the dry cleaning machine. The ground surface was concrete of varying thicknesses•(4 to 6 inches) at each boring location. Please see Figure 2.2.1-1 for a map indicating confirmatory and previous boring locations. 5.3 Sampling Depths ' All borings were advanced to a terminal depth of approximately 10 feet bgs with soil samples collected at 2, 5, and 10 feet bgs. Each borehole was backfilled with hydrated bentonite chips upon completion of soil sampling. The ground surface was refinished with concrete. 5.4 Sampling Methods Soil samples were collected in acetate tubes using the limited access Geoprobe® rig. Each sample was described according to the Unified Soil Classification System (USCS) and field- screened with a photo ionization detector (PID) and by visual and olfactory means. ' Samples were collected from the acetate tubes via Environmental Protection Agency (EPA) Method 5035 protocol using disposable plastic syringes and 40-milliliter (ml-) volatile organics analysis (VOA) containers with sodium bisulfate (NaHSO4) preservative. Following EPA Method 5035 sample collection, the acetate tubes were sealed on both ends with Teflon tape and plastic caps. All soil samples were labeled for identification and stored in an iced cooler. 5.5 Laboratory Analysis A total of 9 soil samples were transported under proper chain-of-custody protocol to Alpha for laboratory analysis on October 14, 2008. All soil samples were analyzed for VOCs via EPA Method 8260B. Please see Table 5.5-1, next page, for a summary of the soil borings and,the sampling schedule. As indicated in the table above, the highest PCE concentration detected during confirmation soil sampling was below both residential and industrial PRGs. 5.7.2 Soil Screenin LcLevels Soil Screening Levels (SSLs) are concentrations of chemicals that would be allowed to remain in soil without posing a threat of migrating to and impacting groundwater beneath a site. SSLs are considered standards and are enforced by the SWRCB. SSLs are based on the Maximum Contaminant Levels (MCLs), which indicate the maximum allowable concentrations of chemical compounds that would be allowed to remain in groundwater without degradation of potential drinking water aquifers. When discussing soil contamination, MCLs can be adjusted using an Attenuation Factor (AF), which takes into account site-specific lithology and depth to groundwater to calculate tchemical-specific SSLs. Multiplying a chemical's MCL by the AF would yield its site- specific SSL. The AF changes with depth to account for the distance and variations in lithology within the interval between impacted soil and groundwater. AEI Project Number 271444 December 24,2008 Page 13 1 The SSLs were calculated based on a depth to groundwater of 170 feet bgs, as indicated by SWRCB records, and subsurface lithology information collected during this investigation. The lithology within the interval from 25 feet bgs (the maximum terminal depth during previous investigations) to the water table was assumed to uniformly consist of soil that was encountered at 25 feet bgs. Please see Appendix F for details regarding AF calculations. The provided SSLs are calculated based on available data. The SSLs may change if additional data are collected. Please'see Figure 5.7.3-1 for pre-remediation and confirmation soil concentrations for the borings listed in the table above. 6.0 PCE MASS REMOVAL 6.1 Initial Distribution and Mass of Contaminant The PCE release has been reasonably well characterized laterally and vertically. PCE concentrations generally decreased to just above the laboratory detection limit or to non- detectable levels with increasing vertical depth and lateral distance from the DCM. The maximum radius of the soil PCE plume appeared to be approximately 75 feet from the apparent on-site release point, though elevated PCE concentrations were only generally detected in shallow soil (less than 5 feet bgs) in the immediate vicinity of the DCM. Previous soil analytical data are shown in Tables 6.1-1 and 6.1-2, following pages. Most of the PCE was found within 75 feet of the DCM above a depth of 5 feet bgs. A cylindrical model was used to calculate the mass of affected soil as follows: volume = 3.1416 x 75 feet x 75 feet x 5 feet = 88,358 cubic feet = 3,273 cubic yards. Multiplying by 1.3 tons per cubic yard gives 4,254 tons, which is equal to 8,508,500 pounds = 3,867,500 kg. Multiplying by the average PCE concentration in soil of 148 pg/kg yielded a total PCE mass of 572,390,000 pg = 572.4 grams = 1.26 pounds. 6.2 Influent Vapor Concentrations vs. Time AEI visited the site weekly beginning on March 12, 2008 to perform routine maintenance, and to collect influent and effluent vapor samples with respect to the GAC treatment system. Starting on March 12, 2008, over a period of 50 days of pumping, the PCE concentration in influent vapor decreased from 74.1 micrograms per liter (pg/L) to non-detect. Influent concentrations have been non-detect since June 16, 2008. Please refer to Appendix G for a plot of PCE vs. Elapsed Time in Days. Input to the spreadsheet were minutes pumped at a given average system vacuum in inches of mercury (in Hg), the average system inlet flow rate in actual cubic feet per minute (ACFM) measured with a Velocicalc® flow meter, and the concentration of PCE in the influent vapor converted to parts per million by volume (ppmv). Output from the spreadsheet were the flow rate in standard cubic feet per minute adjusted for system vacuum (SCFM), pumped volume of air in cubic feet, the pumped volume of air in liters, the volume of PCE in liters, the moles.of PCE pumped, the grams of PCE pumped, and the mass of PCE recovered in pounds. As of June 30, 2008, the total PCE recovered was 1.025 pounds, approximately ;Q 1.025/1.25 x 100 = 82% of estimated contaminant mass. 6.4 Rebound Testing According to the Remedial Action Plan (RAP), the remediation system was to be operated continuously until PCE concentrations in influent vapor became non-detectable or asymptotic. Influent concentrations were non-detect from May 5 through June 2, 2008. AEI shut down the system for one week for rebound testing. On June 10, AEI sampled influent aand effluent vapor, and the influent vapor sample contained 1.4 pg/L of PCE. Additional rebound tests were conducted, with no detectable concentrations of PCE found. ND= Not detected above laboratory reporting limits(refer to laboratory report for detection limits). 6.5 PCE Mass Removal Summary Based on the results of the cylindrical modeling method, AEI estimates that 1.25 pounds of PCE �• existed in the subsurface PCE soil plume prior to remediation, and that 82% of the total PCE mass was removed during remediation. 7.0 CONCLUSIONS AND RECOMENDATIONS AEI was retained by RMRG to prepare a closure report for the property located at 4200 Stine Road, Unit E in the City of Bakersfield, California. This work was intended to gather sufficient information for the purposes of obtaining closure for the environmental concerns at the property. AEI recommends closure and no further action at this site for the following reasons: • The PCE plume in the unsaturated subsurface soils was reasonably defined. No groundwater has been encountered to 40 feet bgs at the site and, therefore, the PCE plume is not considered a threat to groundwater. • PCE concentrations in soil were appreciably reduced by SVE. According to mass removal calculations, approximately 82% of the PCE mass has been removed from subsurface soils. None of the post-remediation soils samples exhibited detected PCE concentrations above residential or industrial PRGs. 0 AEI believes the low levels of PCE in the shallow soils of the subject property, considered with respect to groundwater that was not encountered to 40 feet bgs, represent a de minimis condition. As such, the remaining PCE is not expected to represent a material risk of harm to public health and/or the environment and should not be the subject of enforcement action if brought to the attention of the appropriate governmental agencies.
