Stantec Consulting Corporation (Stantec) has prepared this report on behalf of 7-Eleven Inc. (7-
Eleven) to document the removal of the fuel system and soil sample results obtained during the
fuel system removal activities conducted at 7-Eleven Store Number 16549 located at 4647
Wilson Road in Bakersfield, California (Figures 1 and 2). This work was conducted on February
4, 2011 in accordance with the requirements of the Bakersfield Fire Department Prevention
Services (BFDPS).
INTRODUCTION
The purpose of Stantec's project involvement was to observe and document the removal of the
underground storage tanks (USTs) and dispenser fueling system by Wayne Perry, Inc. (Wayne
Perry) and collect soil samples'to assess subsurface conditions beneath the former USTs and
dispensers. Stantec's scope of work consisted of the following tasks:
• Prepare a site-specific Health and Safety Plan for soil sampling;
• Observe and document the removal and disposal of the UST rinsate, USTs, and
product piping from the site;
• Collect.soil samples beneath the USTs and dispensers under the direction of the
BFDPS specialist;
Submit the fuel-system-removal soil samples for laboratory analysis;
Prepare a summary report documenting the USTs removal, waste disposal, soil
sampling activities, and soil sample analytical results.

FUEL SYSTEM REMOVAL ACTIVIES
Permitting
Wayne Perry obtained permits to remove three 10,000-gallon capacity, double-walled steel
USTs and associated product piping from the BFDPS (Attachment A).
Site-Specific Health and Safety Plan
Stantec prepared a site-specific Health and Safety Plan for sampling activities at the site, as
required by the Occupational Health and Safety Administration (OSHA) Standard "Hazardous
Waste Operations and Emergency Response" guidelines (29 CFR 1910.120). The document
was reviewed and signed by Stantec personnel and subcontractors performing work at the site.
Dispenser and Canopy Asbestos-Lead Survey
On January 12, 2011, Stantec's field scientist performed a pre-demolition asbestos and lead-
based paint survey for two fueling islands and a corrugated metal canopy. Prior to the
demolition of the canopy, a licensed abatement contractor was hired by Wayne Perry to remove
and dispose of any asbestos-containing materials. On January 31, 2011, the canopy was
removed by Wayne Perry and was disposed of at Western Scrap Inc. of Bakersfield, California.
Dispenser, Product Line and USTs Removal Activities
On February 3, 2011, three 10,000-gallon double-walled steel USTs were exposed by Wayne
Perry. In the year 2000, the premium grade UST located to the east side of the excavation was
abandoned in place using slurry. In order for the formerly abandoned UST to be removed from
the site, Wayne Perry cut open the secondary and primary walls.and removed the slurry using
an excavator. The slurry was stockpiled and later disposed of offsite. Adams Services, Inc
(Adams) then rinsed the middle and west side USTs. A total of 200-gallons of rinsate water was
generated and transported by Adams to DeMenno/Kerdoon in Compton, California for treatment
and disposal.,.
On February 4, 2011, the dispenser islands, associated product lines, and USTs were exposed
and removed. Adams inerted the middle and west side USTs with dry ice to reduce the Lower
Explosive Limit (LEL) measurement. After confirmation by the BFDPS.specialist that the two
USTs were_ properly inerted, Wayne Perry removed all three USTs from the excavation for
inspection. All three 10,000-gallon, double-walled steel USTs appeared to be in good condition,
with no apparent holes or cracks visually observed. The three USTs were disposed of at SA
Recycling of Bakersfield, California. The fuel system product piping was disposed of at Waste
Management of Carson, California. Mr. Dave Weirather of the BFDPS observed the USTs
removal and directed the soil sample collection activities. UST, product piping and•rinsate water
disposal documentation are included in Attachment B. Field notes detailing the fuel system
removal activities are included in Attachment C.
Dispenser and UST Excavation Soil Sample Collection
On February 4, 2011, Stantec's field scientist collected a total of 16 soil samples in native soil.
Two soil samples were collected from beneath each of the dispensers and two soil samples
were collected from each end_ and .middle of the individual USTs (Figure 2). All soil samples
were collected under the direct supervision of Mr. Dave Weirather, the BFDPS specialist. An
excavator was used to retrieve native soil from underneath each dispenser and UST sample

location. Soil samples were collected in clean, 2-inch-diameter by 6-inch long stainless-steel
sample liners that were driven into the native soil held in the excavator bucket. Each soil
sample was screened for hydrocarbon vapors using a portable photoionization detector (PID).
The dispenser and UST soil samples,collected for analysis were retained in the stainless-steel
liners, labeled, and capped with Teflon® sheets and plastic end caps. The samples were then
sealed in a plastic bag, placed on ice, and transported to Kiff Analytical (Kill) laboratory located
in Davis, California, accompanied by the appropriate Chain-of-Custody (COC) documentation.
The soil samples were analyzed for benzene, toluene, ethylbenzene, xylenes (BTEX), total
petroleum hydrocarbons as gasoline (TPHg), methyl-tert-butyl ether (MtBE), tert-butyl alcohol
(TBA), diisopropyl ether (DIPE), ethyl-tert-butyl ether (EtBE), and tert-amyl-methyl ether (TAME)
by Environmental Protection Agency (EPA) Method 82608.
Copies of the field notes are included in Attachment C and the soil sample locations are shown
on Figure 2.
Stockpiled Excavation Pea Gravel Sample Collection .
On February 3, 2011, Wayne Perry began stockpiling pea gravel backfill overlaying the top of
the USTs and the dispenser excavation. The stockpiled pea gravel .backfill was deemed
suitable by the BFDPS specialist for reuse as backfill and compaction material in the existing
dispenser and UST excavation pending laboratory analysis.
On February 4, 2011, Stantec's field scientist collected a total of three composite stockpile soil
samples. Composite stockpile samples SP1(ABCD), SP1(EFGH), and SP1(IJKL), were
collected by advancing 2-inch diameter by 3-inch long stainless-steel sample liners into the pea
gravel stockpile, after removing approximately 6 inches to 1 foot of surface material in the
sample location.
Each stainless-steel sleeve was labeled and capped with Teflon® sheets and plastic end caps.
The samples were then sealed in plastic bags, placed on ice, and transported to Kiff,
accompanied by the appropriate COC documentation. The composite samples were combined
in the laboratory. The four-point-composite soil samples SP1(ABCD), SP1(EFGH), and
SP1(IJKL) were analyzed for BTEX, TPHg, and MtBE by EPA Method 82608. In addition the
composite samples were also analyzed for total lead by EPA Method 6010B.
Copies of the field notes are included in Attachment C.
Dispenser and UST Excavation Backfill and Compaction
On February 9, 2011, Wayne Perry performed backfilling and compaction of the dispenser and
UST excavation under the direction and supervision of Korbmacher Engineering, Inc.
(Korbmacher) of Livermore, California. To complete the backfill and compaction of the
excavation, approximately 250 tons of original excavation pea gravel and approximately 250
tons of new imported backfill pea gravel and aggregate base (as structural backfill)were used.
On February 12, 2010, Wayne Perry supervised as Bowman Asphalt of Bakersfield, California
paved the site with asphaltic concrete to match the existing grade.

ANALYTICAL RESULTS
Dispenser and UST Excavation Soil Sample Analytical Results
The dispenser and UST soil sample analytical results are presented on Figure 2 and
summarized in Table 1. 'Xylene was reported exclusively in.soil samples D1-1-5.0 and T3-3-20
at concentrations of 0.0058 mg/kg and 0.076 mg/kg, respectively. Benzene, toluene,
ethylbenzene, TPHg, MtBE, TBA, DIPE, ETBE, and TAME were not detected at concentrations
above the laboratory reporting . limits in any of the soil samples collected during this
investigation. Copies of the certified analytical laboratory reports and COC documentation are
presented in Attachment E.
Stockpiled Excavation Backfill Sample Analytical Results
The stockpiled excavation pea gravel analytical results are summarized in Table 1. TPHg,
BTEX, and MtBE, were not detected at concentrations above laboratory reporting limits in the
stockpile composite soil samples collected during this investigation. Total lead was reported at
concentrations ranging between 1.4 mg/kg and 2.2 mg/kg in composite stockpile samples
SP1(ABCD), SP1(EFGH), and SP1(IJKL). _Copies of the certified analytical reports and COC
documentation are presented in Attachment E.
WASTE DISPOSAL ACTIVITIES
Stockpiled Concrete Slurry Disposal
On February 4, 2011, approximately 115 cubic-yards of slurry generated from the removal of the
formerly abandoned UST was transported by A&B Trucking and disposed of at the Bowman
Asphalt Plant located in Bakersfield, California. .
Copies of the waste disposal documentation for the slurry are presented in Attachment B.
SUMMARY AND CONCLUSION
On January 12, 2011, Stantec's field scientist performed a pre-demolition asbestos and lead-
based paint survey for two fueling islands and a corrugated metal canopy.
On February 4, 2011, three 10,000-gallon double-walled steel USTs and associated product
piping from the site were successfully removed and disposed. No holes or cracks were
observed in the piping or USTs removed from the site. The removal,of the USTs, and collection
of soil samples was completed under the direction and supervision of the BFDPS specialist:
On February 4, 2011, a total of 16 soil samples were collected in native soil from underneath the
dispenser and UST excavations. Two soil samples were collected beneath each dispenser and
two soil samples from each end and middle of'the individual USTs. Xylene was reported
exclusively in soil. samples D1-1-5.0 and T3-3=20 at,concentrations of 0.0058 mg/kg and 0.076

the excavated backfill material. The composite stockpile confirmation soil samples SP1(ABCD),
SP1(EFGH), and SP1(IJKL) collected during this investigation did not contain detectable

concentrations above laboratory reporting limits for BTEX, TPHg, and MtBE. The composite
stockpile samples contained total lead concentrations ranging between 1.4 mg/kg and 2.2
mg/kg.
On February 9, 2011, Wayne Perry performed backfilling and compaction of the dispenser and
UST excavation under the direction and supervision of Korbmacher. To complete the backfill
and compaction of the excavation, approximately 250 tons of original excavation pea gravel and

On February 13, 2011, Wayne Perry supervised as Bowman Asphalt paved the final grade of

AND TESTING BACKFILL OF EXCAVATION
7-ELEVEN STORE

1.0 INTRODUCTION
Korbmacher Engineering Inc.'s (KEI) engineering technicians have observed and
tested certain earthwork materials for the backfill of excavations at the subject
site. The purpose of the observation and testing services was to confirm that the
earthwork and related items conformed to the recommendations of 7-Eleven's
criteria and of Korbmacher Engineering, Inc. and to provide any necessary
supplementary recommendations.
This report presents the results of tests and observations, and related professional
opinions, in conjunction with the subject operations on the referenced project on
9 February 2011 .
2.0 SCOPE OF TESTING SERVICES
As requested, designated materials and operations for specific elements of the
referenced project are subject to observation, sampling, and testing by KEI's
technicians supervised by our professional engineer.
KEI's services do not include. any superintendence, supervision, direction or
certification of the work, actions or safety of others; nor will KEI be responsible
for the costs incurred by'any party due to misinterpretation of data or intent of
said services or the results contained herein.
2.1 Project Elements
Only the following project elements were under observation and testing by
Korbmacher Engineering, Inc.:
Backfill of an excavation to original grade. The.excavation was about 40
x 25 x 10 to 12 feet deep. The excavation was backfilled with pea gravel
to about 5 foot below finished subgrade. We did not observe the backfill
of pea gravel for the excavation.
Geofabric (MirafiO HP370) was placed on-top of the pea gravel backfill.

2.2 Work Performed for Project Elements
Only the following project materials and operations are designated for
observations and testing by Korbmacher Engineering, Inc. at the designated
project elements:
Observing the placement of approved geofabric (Mirafi HP370) at the top
of the backfilled pea gravel.
Using import aggregate base as structural fill for the backfill of the
excavations. The aggregate base was moisture-conditioned and compacted
to a minimum of 95 percent relative compaction according to ASTM test
methods and procedures.
3.0 SUMMARY OF OBSERVATIONS
3.1 Reports
The following are attached and transmitted here with, and are for observation and
testing performed on 9 February 2011 .
• Tables I and II listing the results of field density testing and laboratory
analysis.
3.2 Status of Project Requirements
a. All materials and operations designated for KEI observation testing in Section
2.0 of this report have been completed.
b. Import aggregate base was used . as structural fill for the backfilling of
excavation.
c. Geotextile fabric was placed on top of the backfilled pea gravel.
4.0 CONCLUSIONS
Based on the results of field and laboratory tests, the specific earthwork materials
observed and tested by KEI for items listed in Section 2.1 at the subject project
substantially complies with the recommendations of 7-Eleven's criteria and of
Korbmacher Engineering, Inc.

5.0 LIMITATIONS AND EXCEPTIONS
Any future grading and/or backfilling of excavations/trenches of any nature that
would alter or affect the areas of materials and operations observed and tested
y by KEI should be performed with observation and testing under the supervision
of our representatives. It is not reasonable for.you or others to rely upon our
conclusions and recommendations if any future unobserved and untested
trenching, grading or backfilling disturbs the work covered by this report.
The conclusions and recommendations presented in this report represent our
professional opinions, and as such are based upon the findings and assumptions
and subject to the limitations and exceptions set.forth herein.
Our services were performed according to generally accepted engineering
practices for the county area at the time this report,was prepared. KEI's opinions
and conclusions are based upon field observations made during KEI's period of
onsite observation only, and the specific test results obtained, from certain
locations. KEI makes no representation, express or implied, and no warranty or
guarantee is included or intended as to the professional opinion or
recommendation provided. KEI does not guarantee construction, nor do KEI
