HomeMy WebLinkAboutRES NO 167-01RESOLUTION NO. 1 6 7 ' 0 I A RESOLUTION OF THE BAKERSFIELD CITY COUNCIL AUTHORIZING STAFF TO PURSUE ALLOCATING 10 % OF METROPOLITAN BAKERSFIELD'S STATE TRANSPORTATION IMPROVEMENT PROGRAM (STIP) FUNDS SET ASIDE FOR ROADWAY REHABILITATION WHEREAS, the City Council of the City of Bakersfield, through its goals has made improving pavement conditions a high priority as outlined in Goal #2, Item lA of City Council - Goals and Guiding Principles, adopted April 25, 2001; and WHEREAS, the City of Bakersfield currently has a back log of street rehabilitation projects totaling more than $80 million; and WHEREAS, should the maintenance backlog be dealt with in its entirety, the City would then need approximately $15 million per year to maintain its existing road network; and WHEREAS, available current funding is approximately $6 million annually; and WHEREAS, Kern County receives state and federal funds set aside for construction of major roadways bi-annually through the State Transportation Improvement Program (STIP); and WHEREAS, Metropolitan Bakersfield is allocated 60% of these funds for it use; and WHEREAS, a portion of these funds are eligible for use in roadway rehabilitation; and WHEREAS, the City Council desires to utilize 10% of the amount currently set aside for Metropolitan Bakersfield projects; and WHEREAS, allocating 10% of current and future STIP allocations for Metropolitan Bakersfield projects would produce one time immediate funds of $7 - $8 million and approximately $1.5 million in annual future allocations; and WHEREAS, using 10% of STIP funds for roadway rehabilitation would defer the Metropolitan Bakersfield projects by only one cycle or two years. NOW, THEREFORE, BE IT RESOLVED by the council of the City of Bakersfield as follows: 1. The above Recitals are true and correct and incorporated herein. Council authorizes staff to pursue allocating 10% of existing STIP dollars, in addition to 10% of current and future STIP funding, allocated for Metropolitan Bakersfield for rehabilitation projects of our major streets with Kern COG.
