ROLL CALL Present: Mayor Hall, Vice-Mayor Couch, Councilmembers Salas, Benham, Weir, Hanson, Johnson Absent: Councilmember Sullivan 2. PUBLIC STATEMENTS a. John Patterson, City employee, and Chuck Waide, SEIU Local 521, spoke in support of the proposed contract for the Blue Cross HMO. L Councilmember Benham announced she would abstain due to conflict of interest, potential source of income to her employer, on item 5.a. Councilmember Benham left the meeting at 5:20 p.m. 3. CLOSED SESSION a. Conference with Legal Counsel - Potential Litigation; Closed session pursuant to subdivision (b)(3)(A) of Government Code Section 54956.9 (one matter). Motion by Vice-Mayor Couch to adjourn to Closed Session at 5:21 p.m. Motion by Vice-Mayor Couch to adjourn from Closed Session at 5:38 p.m. RECONVENED MEETING AT 5:39 p.m. 4. DEFERRED BUSINESS ACTION TAKEN a. Amendment No. 1 to Agreement No. 10-135 AGR 10-135(1) with Anthem Blue Cross for HMO Medical Insurance for Eligible Employees. City Manager Tandy made staff comments, advised that Anthem did not reach a resolution with GemCare so the agreement is back in the same form as originally presented several weeks ago; and, due to time constraints, recommended approval of the agreement. Vice-Mayor Couch asked staff to study the issues that would be associated with including the GemCare doctors in the City's future healthcare plan offering. Motion by Vice-Mayor Couch to approve the APPROVED agreement. ABS BENHAM AB SULLIVAN Dr. Jorge Del Toro made comments in support of GemCare. Dr, Javier Bustamante made comments in support of GemCare. Chuck Waide explained that the decision made by Anthem was strictly a business decision between Anthem and GemCare, and neither the City nor the union were allowed any input into that decision. Councilmember Johnson challenged City staff to try to implement and add GemCare onto the healthcare choices for the employees, and to work with them as an additional choice before the first of the year. 6.
