HomeMy WebLinkAboutRES NO 006-12RESOLUTION NO. 006- 12 A RESOLUTION DETERMINING THAT THE CITY MANAGER OR HIS DESIGNEE IS APPOINTED AS AGENT AUTHORIZED TO EXECUTE ANY ACTIONS NECESSARY FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE DEPARTMENT OF HOMELAND SECURITY AND SUB- GRANTED THROUGH THE STATE OF CALIFORNIA TO THE COUNTY OF KERN AND THROUGH THE COUNTY OF KERN TO THE CITY OF BAKERSFIELD. WHEREAS, the County is the designated sub-grantee for Homeland Security Grants on behalf of the Kern Operational Area; and WHEREAS, the City is part of the Kern Operational Area; and WHEREAS, as required by Grant guidelines, the designated Anti-Terrorism Approval Body ("Approval Authority") which is required to include the County Fire Chief, the Sheriff, the Emergency Medical Services Department Director and a representative from both the Kern Police Chiefs and Kern Fire Chiefs Associations, must approve grant applications and expenditures of grant funds; and WHEREAS, the Approval Authority has approved an allocation of FY2011 State Homeland Security grant funds to procure specialized equipment on behalf of the CITY, a local government within the Kern Operational Area, designed as the "Bakersfield Fire Department Mobile Command Team Communications Project"; and WHEREAS, the Homeland Security Grant allocation to the County includes funding for the Metropolitan Medical Response System (MMRS) grant program which is authorized specifically for the CITY; and WHEREAS, the MMRS grant allows funding for CITY personnel to develop plans required to support the MMRS program and specialized training for City personnel as approved by the California Emergency Management Agency; and WHEREAS, the Approval Authority has approved an allocation of FY2011 MMRS grant funds for approved planning, equipment and training activities under the "Bakersfield FY2011 MMRS Project"; and C:\Users\cblair\AppData\Local\Microsoft\Windows\Temporary Internet files\Content.Outlook\80VGQH18\Reso County SHSP grant 01 11 1"K,C9 Page 1 of 3 Pages - nn r U O ORIGINAL WHEREAS, acquisition of such equipment, training or other professional services needed to complete these projects may require contractual waivers of liability, mutual indemnification or other restrictive contractual requirements; and WHEREAS, the COUNTY cannot sign such contracts on behalf of the CITY. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above recitals are true and correct and incorporated herein by reference; 2.
