A RESOLUTION RESTRUCTURING THE EXISTING MEMBERSHIP OF THE LOCAL TASK FORCE FOR SOLID WASTE WHEREAS, in 1989 the Legislature enacted the Integrated Waste Management Act (Chapter 105 of Statutes of 1990; Public Resources Code Section 40000 et seq.) which contained the requirement that each county appoint a Local Task Force (Public Resources Code Section 40950 et seq.) to assist in coordinating the development of city source reduction and recycling elements, the county source reduction and recycling element and to assist in the preparation of the countywide siting element, as well as other functions as prescribed by state law; and WHEREAS, this council has determined, based on the recommendations of the Waste Management Department and the existing membership of the Local Task Force, that it is necessary to restructure the composition of the Local Task Force to better reflect the interests and concerns of those involved in the solid waste management and planning within the City of Bakersfield and the County of Kern and for the inclusion of greater public involvement and participation; and WHEREAS, this council now desires to restructure the composition of the Local Task Force, NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF BAKERSFIELD AS FOLLOWS: 1. The above recitals and findings are true and correct and are incorporated herein by reference. 2. That this council has jurisdiction to consider, approve and adopt the subject of this resolution. 3. That this council approves restructuring the composition of the Local Task Force ("LTF") to reduce the size of LTF from the current ten members to nine members with the categories of representatives as follows: Two members of the public at large, one from a city or unincorporated county area with mandatory or universal collection and one from a city or unincorporated county area without mandatory or universal collection; Two franchise garbage haulers, one metro Bakersfield and one non- metro Bakersfield; Page 1 of 3 c. One recycler; d. One member of the Bakersfield City Council; One member of the Association of Cities representing cities in Kern County other than Bakersfield; and f. Two members of the Kern County Board of Supervisors. 4. The City Clerk shall cause a copy of this resolution to be sent to Tom McCutcheon of the Kern County Waste Management Department.
