It is scheduled to be f ormally presented to you at th e regular meeting of May 9 th . Whil e it will not be a cure all for the losses experienced during th e recession, it should be better than it has been in several years. TRIP News – Westside Parkway  Phase 2 (Mohawk to Allen): The contractor is completing the installation of underground facilities (storm drain pipelines, etc.) along the freeway area between Calloway Drive and Jewetta Avenue. Paving should begin in about two weeks. Trucking and earthwork operations are continuin g for fill material near the Friant -Kern Canal bridge area. Finally, the contractor is nearly complete with the 1,700 -foot long concrete box culvert structure being built along the freeway alignment between Mohawk Street and Coffee Road, which will facili tate the relocation of the Cross Valley Canal in this area.  Phase 4 (Truxtun Tie -In): The contractor is concentrating most of their efforts on the bridges crossing the Kern River. Installation of falsework continues along the north side of the river be d behind the diversion levees the contractor installed to divert any river flows. The contractor is also taking advantage of the dry river bed to install foundations in the south side of the river bed, too. Though not visible to the public, the contracto r is also nearly complete with the large 850 -foot long concrete box culvert structure being constructed to allow the flows in the Cross Valley Canal to continue beneath the freeway once it is completed.  Phase 6a: The contractor for this project imple mented the second stage detour for Allen Road late last week. This detour will be in place until the Allen Road I nterchange bridge is completed later this year. The contractor is completing final clean -up work on this project, and is expected to be total ly complete by the end of this week.  Phase 6b (Allen Road Interchange): The contractor has started some initial utility work , and is expected to begin demolition operations next month , which will allow installation of foundations for the Allen Road brid ge. This project requires a large amount of earth fill embankment, and this fill material will come from the westerly Honorable Mayor and City Council General Information March 23, 2012 Page 2 two -mile long segment of the Westside Parkway freeway alignment between Allen Road and Stockdale Highway/Heath Road. As a result, much o f the earthwork for the freeway in this area will actually be completed by the Allen Road Interchange project. We are optimistic that we will receive State funding to complete this final two -mile segment of the Westside Parkway later this summer. Miscellaneous News  The draft 2012 City Council Goals were presented to you for consideration at this week’s Council meeting. Please call or e -mail us your comments or suggestions.  A recent survey shows Bakersfield as the top market in California to inves t in rental property. In a survey of 100 cities throughout the country, Bakersfield ranks as No. 5, ahead of cities such as Atlanta, Georgia; Miami, Florida; Nashville, Tennessee and Seattle, Washington. The next California city to be ranked is Fresno, a t No. 21.  Saturday, April 14 th is the 1 1 th annual Great American Cleanup in Bakersfield. Everyone is invited to join Mayor Harvey L. Hall, as he leads thousands of Keep Bakersfield Beautiful volunteers to improve our community. The deadline to sign up you r team is next Saturday, March 31 st . News from Recreation and Parks  The Recreation and Parks Department received the Best Program Award from the California Park and Recreation Society for the Build a Bike Program at the Dr. Martin Luther King, Jr. Center. The award will be presented at the state conference held in Long Bea ch today , March 23 rd . This award is highly competitive and selected from hundreds of programs throughout the State of California.  Recreation and Parks received a $5,000 grant from USA Swimming , which will provide swim lessons for children from 1 – 12 years old at $5 each. This grant is highly competitive nationwide, and Bakersfield is fortunate to receive these funds to provide much needed swim lessons to children this summer.  Mesa Marin will h ost a USSSA Slow -Pitch Wood Bat softball tournament on March 24 th and 25 th .  The ASA softball tournament that was rained out last weekend has been rescheduled for March 31 st and April 1 st , and will include men’s and coed teams.  Officials from State Farm®, the City of Bakersfield, AYSO (American Youth Soccer Organization) and GEYF (Golden Empire Youth Football) will dedicate the new sign at State Farm® Sports Village on Sunday, April 1 st at 1 p.m. Please see the attached press re lease. Property owners, downtown business owners, City officials and various organizations are encouraged to help find solutions to areas of concern around the Greyhound Bus Station and Golden Empire Transit District that impact the Arts Alive D istrict. This is a precursor to the Downtown Charrette that is scheduled for Saturday, April 21 st . Con cessions will be open to the public all day . State Farm received the naming rights to the B akersfield Sports Village in December 2011. The five year agreement with the City of Bakersfield includes a total amount of $500,000 to be paid in two installments in 2012. Funds from the naming rights agreement will assist with construction of Phase II at State Farm Sports Village. “We’re really proud of our partnership with the city and for what we can do together to make Bakersfield, already a great place to live, even better. I hope we see more developments like this one.” The State Farm naming rights agreement comes at the beginning of Phase II construction, allowing the City to move forward with construction sooner than originally planned . Phase II will include four more soccer fields and four youth football fields. Golden Empire Football and AYSO Region 73 will maintain and operate P hase II fields. Together, these organization s engage about 4 ,000 youth in healthy activities. Phase II will be completed by August 2013 for the fall youth football and soccer season s .
