We have reached another major milestone on the Westside Parkway.

Repeating the mantra "Better, faster a�d cheaper," FresnQ le�ders joined California Hic�h-S�ee
officials Monday to unveil a new business plan for th� passenger-train project.
The 212-page plan outlined by authority chairman Dan Richard lops nearly $30 billion off the cc
esta�lishing a system of electric-powered trains capable of carryit�� passengers between San f
Los Angeles, through the San Joaquin Valley, in 2 hours and 40 minutes.
An earlier version of the plan, released in �lovember, estimated th� price of the system at $98 k
for a line that included n�lnf tra�ks dedicated only to high-speed trains far the e�tire 520-mile ler
system from downfown S�n Franc�sco through downtown �os Angeles to Anaheirn.
The revised plan declares that fhe same travel times can be achieved through a"blended sys�e
high-speed trains would share tracks or right of way with existing but upgraded lines used by cc
afong the San Francisco p�ninsula and the Los Angeles basin.

Dear Mr. Tandy:
Thank you your letter dated February 17, 2012, responding to our propose
"Bakersfield Hybrid" alignment and HST station. We appreciate the time y�
your staff have spent reviewing the proposal, and we look forward to meet
the near future to discuss your thoughts as we proceed with developing thi
option.
Your letter posed certain questions and made certain requests of the Califo
High-Speed Rail Authority (Authority). We are responding to each of these
order, below.
• The large plot provided only depicts the "new potential alignment"f�or
St�eet on the west through Mt. Vernon Avenue on the east. The City wo;
to see maps depicting the enti�ety of this alignment, f�om the point it en
the City limits in the north through its exit out of the City on the east.
We are preparing a set of roll plots covering the entire area from 7th Stand�
Road to Oswell Street that will show all three alignments through Bakersfif
B1 ("Blue"), B2 ("Red"), and B3 ("Hybrid") - as well as a profile for the new
option. These plots will be sent to you as soon as they are completed and tY
discussed with you and your staff at our next meeting.
• The large plot p�ovided shows an "Envi�onmental Footp�int" which ap,
to be roughly 70 feet for most of the alignment. We have two questions:
this accurate, as we were under the imp�ession that the a�ea requi�ed v
feet? 2.) Is the "Environmental Footp�int" equivalent to the constructio
footp�int or the a�ea of impact du�ing const�uction activity?

sites, and interlocking houses where additional area beyond those limits is
needed. There are also temporary construction areas at various locations, `
will require additional width during construction.
The environmental footprint is defined as the area of disturbance-both
temporary and permanent-and thus is the same as "construction footprint
"area of impact during construction." The environmental footprint studied
Draft Environmental Impact Report/Environmental Impact Statement (EIF
reflects all elements of the project.
• Du�ing ou� meeting we discussed a concept your team �aised about the
potential of a station location at T�uxtun Avenue and Oak St�eet. While
conveyed that this intersection could present se�ious challenges �elatea
t�affic rnitigation, we were unde� the iinp�ession that you were going to
provide additional information depicting this station concept. Is this sti
case, and are you currently conside�ing any othe� station locations bey
downtown Bakersfield a�ea?
Our design and environmental teams investigated the Truxtun Avenue and
Street location further after the meeting where your staff pointed out the t�
and neighborhood problems. We concluded that constraints on adding stre
capacity posed a significant challenge to effectively mitigating project-relat
traffic, and determined not to pursue this option further. By contrast, your
suggestion to locate the station over (above) Union Avenue led to a numbe
potentially feasible concepts (three of which we shared with you) that can
the downtown/Amtrak Station area with impacts mitigable to a less-than-
significant level.
We are not looking at station locations outside of downtown Bakersfield.
• The City would like to know the process the High-Speed Rail Authority
(Authority) will use to study and environmentally clear the "new potent
alignment"partially illustrated in the large plot we recently received.
Completion of engineering and environmental analysis of this new Bakersf
Hybrid solution is scheduled for late spring. Given that the Hybrid alignme�
identical to approximately half of the B2 (Red) alignment and close to muc]
the B1 (Blue) alignment, a considerable amount of the required informatio
been collected and the analysis completed. The Authority currently plans t�
release the Fresno to Bakersfield Revised Draft EIR/Supplemental Draft EI;

been p�ovided with any responses to those concerns.
The Authority will formally respond to all comments received on the Draft
EIR/EIS and the Revised Draft EIR/Supplemental Draft EIS in the Final EIR
late this year. Before then, however, we would be pleased to schedule a me
to address your comments informally and provide answers to as many of y
questions as we can. For example, regarding your concern about potential
impacts to the City's corporation yard, we would be pleased to work with y
staff to place structural columns in locations where there is no or minimal '
