ADOPTION OF SEPTEMBER 2, 2009 AGENDA SUMMARY REPORT Adopted as submitted 3. PUBLIC STATEMENTS None 4. NEW BUSINESS A. Discussion and Recommendations re _ ac� rding Health Insurance Renewal Proposals - Teqlia Administrative Analyst Teglia introduced the representatives from Segal Company, and read the agenda items. Tom Morrison of Segal Company distributed information regarding health insurance, and gave a brief overview of the data. No rate increases are projected for the Blue Cross HMO and PPO plans for active employees, aithough Anthem is currently asking for one. A rate increc�se is projected for non-Medicare eligible retirees in the high teens. The Kaiser Permanente information will not be available until mid-May, although prelimin��ry information indicates that there will be no increase in rates. Only 10 retirees are enrolfed in the Blue Cross HMO, and that number may decline if the rates increase. Anciilary insurance projections are as follows: • Rates for life insurance are fixed, so there wilf be no increase through the end of 2012. • Dental rates are guaranteed through the end of fiscal year 2012. • No rate increase is proposed for the Employee Assistance Program, other mental health related insurance, and Health Comp, the fiexibie spending accounts, through 201 1. • The vision provider proposes no rate increase; however, there is no data to support the proposal. • Long-term disability insurance providers report that over past five years, less than 25% of premiums collected were actually paid back in benefits. More up-to-date information wili be available at the next meeting. In regard to Medicare-eligible retirees, a plan was proposed that would be administered by GemCare. The rate that was provided is restricted to calendar year 2010 because they have to re-file with Medicare every year. Limitations include: 1) GemCare is made up of a single panel of physicians located in Bakersfield, and coverage cannot be provided to anyone who lives outside of the ser��ice jurisdiction, which is defined by law as being 30 miles from any provider on panel; and, 2) The retiree must be enrolled in Medicare to enroii in GemCare. It was proposed that this plan be offered during the next open enrollment period, as a voluntar�r option. It supplements most of what Medicare does not cover, but is not available to those under 65 and anyone not covered under Medicare. The plan for Riverside County, Exclusive Care, is no longer being offered to anyone other than Riverside retirees. A general overview of the complexities of the Healthcare reform legislation was given, and materiais were distributed. The Committee will be updated as more information is obtained. 5.
