1. Minutes of the regular meeting held March 13, 2012.
Motion by Member Fick to approve the non- public hearing item.

B. Public Hearing Items:
1. File No. 12 -0021 - Approval of a zoning modification to

reduce the parking requirement from 7 to 4 spaces for a
12 -bed roominghouse in an M -1 (Light Manufacturing)
zone district located at 2703 M Street.
2. File No. 12 -0037 - Approval of modifications to a

previously approved conditional use permit to increase
the number of students and staff from 65 to 90 and from 30
to 35, respectively, at a school for persons with
developmental disabilities in C -O (Professional and
Administrative Office) and C -1 (Neighborhood
Commercial) zone districts located at 1300 Stine Road.
3. File No. 12 -0094 - Approval of a zoning modification to

permit an 8 -foot tall wrought iron swimming pool fence

eliminate the limitations on the hours of operation for a

(Neighborhood Commercial) zone district located at 6451
Ming Avenue.
The public hearing was opened. Items 3.B.1. and 3.B.3. were removed
from the consent agenda by Member Fick.
The public hearing was closed with the exception of items 3.8.1. and
3.8.3.
Motion by Member Underwood to approve items 3.8.2. and 3.6.4. and
APPROVED
to remove items 3.8.1. and 3.8.3. for discussion.
PUBLIC BEARING
1. File No. 12 -0021 - Zoning modification to reduce the parking

The staff report was given. Member Fick questioned the applicant,
Christina Felix. The public hearing was closed.
Motion by Member Fick to approve File No. 12 -0021 with
APPROVED
modifications to condition A.1. to require that a building permit be
obtained within 30 days and to require that a certificate of
occupancy be obtained within 60 days.
2. File No. 12 -0094 - Zoning modification to permit an 8 -foot tall
RES 12 -10
wrought iron swimming pool fence where the maximum
permissible height is 6 feet in a P.U.D. (Planned Unit
Development) zone district located at 4701 Beechwood Street.
The staff report was given. The public hearing was closed. I

3. File No. 12 -0117 - Conditional use permit to modify an 'existing
business college and farmers market, and to establish ',a banquet
hall /restaurant, in a C -O (Professional and Administrative Office)
zone district located at 201 New Stine Road.
The staff report was given.
Kern City residents Roger Kirby, Pat Kirby, Joel Segrest, Sd7dy Segrest,
JoAnn Miller, and Patricia Lovano spoke in opposition to the proposal.
Susan Salvucci and Shannon Blair, tenants of the subject property, and
Philip Rudnick, applicant, spoke in favor of the proposal.
The public hearing was closed.
Motion by Member Underwood to continue File No. 12 -01q to May 8,
2012.
