A RESOLUTION APPROVING AN APPLICATION TO THE KERN
COUNTY LOCAL AGENCY FORMATION COMMISSION TO
ANNEX TO AND DETACH FROM THE CITY OF BAKERSFIELD
VARIOUS SEGMENTS OF THE RIGHT -OF -WAY OF SEVENTH
STANDARD ROAD BETWEEN STATE ROUTE 99 AND SANTA FE WAY
IDENTIFIED AS ANNEXATION NO. 633. (WARDS 3 & 4).
WHEREAS, the City of Bakersfield desires to propose a change of organization, to wit, the
annexation to and detachment from the City of Bakersfield of the hereinafter - described territory,
pursuant to Section 56654 of the Government Code of the State of California; and
WHEREAS, the proposed annexation territory is within the City of Bakersfield's Sphere of
Influence boundary; and
WHEREAS, the City of Bakersfield agrees to annex portions of the road right -of -way of
Seventh Standard Road between State Route 99 and Santa Fe Way identified on said maps as
Parcels 5, 6, 7, 9, and 10; and
WHEREAS, the City of Bakersfield agrees to detach portions of road right -of -way of
Seventh Standard Road between State Route 99 and Santa Fe Way identified on said maps as
Parcels 2 & 8; and
WHEREAS, the City of Bakersfield has agreed to serve the territory upon annexation; and
WHEREAS, the County of Kern, the City of Shafter and the City of Bakersfield have
conferred and agree on the proposed annexation and detachment of said territory; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that it hereby
finds and determines as follows:
1. The City of Bakersfield hereby proposes the annexation to and detachment from
the City of Bakersfield of the territory described in Exhibit "A" and shown on the
maps marked Exhibit "B" attached hereto and made a part of this resolution.
2. A plan for providing services within the affected territory of the proposed
annexation and detachment, in accordance with the provisions of Section 56653
of the Government Code, is marked as Exhibit "C ", attached hereto and made a
part hereof as though fully set forth herein.
3. This proposal for change of organization to annex and detach said property is
made pursuant to the Cortese - Knox - Hertzberg Local Government
Reorganization Act of 2000, and it is requested that proceedings be authorized
for annexation and detachment in accordance therewith.

4. The reason for the proposed change of organization is that the County of Kern, in
cooperation with the City of Bakersfield and City of Shafter initiated annexation
and detachmentof various parcels within the Seventh Standard Road right -of -way
between State Route 99 and Santa Fe Way so that the jurisdictional boundary
follows the Seventh Standard load's revised centerline.
5. This proposed annexation territory was adopted by the City Council and a notice
of exemption is determined to be adequate for theproject.
6. The laws and regulations relating to the preparation and adoption of a notice of
exemption as set forth in the California Environmental Quality Act (CEQA) have
been duly followed.
7. The territory proposed for annexation as described herein has been determined to
be uninhabited pursuant to Section 56046 of the Government Code.
8. The territory proposed for annexation as described herein is within the City of
Bakersfield Sphere of Influence
9. The names of the officers from the City of Bakersfield who are to be furnished with
copies of the Executive Officer's Report and who are to be given mailed Notice of
Hearing, if any, are:
