The comment period runs until July 16th and there will be two public meetings to discuss the project: o Open House June 26, 2012 Rabobank Convention Center Lobby 1001 Truxtun Ave 4:00 to 7:00 p.m o Planning Commission July 5, 2012 City Hall South, City Council Chambers 1501 Truxtun Ave 5:30 p.m. If you have questions or need further information, please do not hesitate to contact my office or Janet Wheeler, Community Outreach Coordinator for TRIP at 326-3491. • The second meeting of the Oversight Board took place this week. The Board remains very supportive of the former redevelopment agency and our ongoing projects. That is not the case in many cities across California. We are fortunate to have intergovernmental cooperation here. Budget News  Staff has compiled the following budget-related responses from the May 9th Council meeting: o Councilmember Weir: The estimated cost related to the 38 positions proposed for restoration. o Councilmember Couch: Specific projects proposed to be funded with the $19.7 million allocated for street resurfacing and reconstruction. Honorable Mayor and City Council General Information May 25, 2012 Page 2  The State’s non-partisan Legislative Analyst Office released its analysis of Governor Brown’s May revise budget last week. The LAO believes the revise overestimates the amount of property tax revenues from former redevelopment agencies that will be distributed to schools in 2011-12 and 2012-13. This, the LAO states, would increase the current projected deficit of $15.7 billion by approximately $900 million. Because the analysis is lengthy, the document is not included in this report. However it is available online at: http://www.lao.ca.gov/reports/2012/bud/may_revise/overview-may-revise-051812.pdf Event List There is one event scheduled for the upcoming week at City facilities:  Freestyle Explosion June 1 at 8 p.m. Rabobank Arena Tickets: $27.50 - $49.50  The following event information is provided by the Convention and Visitors Bureau: Three large events will be held in Bakersfield this weekend, ensuring more visitors, full hotels, and busy restaurants and local retailers. The biggest event is the Jehovah’s Witnesses Watchtower Convention. The Watchtower Convention returns to Bakersfield for the first of six summer weekends of meetings beginning Friday, May 25. Each weekend brings 6,000 visitors to Bakersfield. This is the largest convention that meets in Bakersfield and sells out hotel rooms throughout the city. In addition to this weekend, the other convention weekends are June 8-10, June 22-24, June 29- July 1, July 20-22, and July 27-29. Also this weekend is the 40th Annual Kern County Basque Festival at the Kern County Basque Club, 2301 South Union Avenue. This event is held every Memorial Day weekend and features a handball tournament, dancing, and a picnic. In addition, the 16th Annual Standing Bear Pow Wow will take place at the Kern County Fairgrounds. This three day event begins on Friday and features dancing, native arts and crafts, cultural awareness, and food. The pow wow has been held at Bakersfield College in the past and moves to the Fairgrounds this year. Initially, City parks only had five fields that could accommodate soccer team play. Cal State University and North of the River (NOR) added to the number of soccer fields available within the city limits. Just outside the City limits, Kern County Soccer Park hosts many soccer leagues and tournaments. The total number of soccer fields available to the public varied due to the age of the players. Due to the size of the City parks and their proximity to neighbors, accommodating team sports including soccer, football, rugby and baseball/softball became challenging. While staff was addressing several complaints of team sports played in neighborhood parks, the City began planning for more soccer fields in appropriate settings. State Farm Sports Village opened Phase I in July 2011 with eight (8) lighted soccer fields operated by AYSO, Region 73. Since AYSO plays the majority of their games from September to November, these fields are available to other teams by contacting AYSO for use in the spring, winter and summer. In addition, the City opened Saunders Multi-Use Facility which includes hockey, roller derby, soccer and basketball. Soccer is a very popular activity at the Saunders Facility and since it is lighted, it is played year round. Councilmember Salas requested that staff look into the feasibility of providing soccer fields at various city parks. In addition, Phase II will include four youth football fields that will eventually become soccer fields once the permanent football complex is built. Community Action Partnership is in the process of building multi-use fields at the Friendship House in the southeast which will accommodate soccer play. In the northeast, the City purchased twenty acres adjacent to Mesa Marin Sports Complex with the intent to build four (4) full sized soccer fields. In summary, the city has added nine (9) lighted soccer fields (eight (8) at State Farm Sports Village, and one (1) at Saunders Park) that are currently in operation. By late summer 2013, there will be five more soccer fields available to the public: four (4) at State Farm Sports Village and one (1) at the Friendship House. Within a few more years when funds are available, there will be four (4) more soccer fields at State Farm Sports Village, and four (4) at Mesa Marin.
