AMENDMENT NO. 12 TO RESOLUTION NO. 049-06
APPROVING MEMORANDUM OF UNDERSTANDING
FOR EMPLOYEES OF THE BLUE AND WHITE COLLAR
UNITS AND ADOPTING SALARY SCHEDULE AND
RELATED BENEFITS FOR HEAVY EQUIPMENT
OPERATOR - WASTEWATER
WHEREAS, Resolution No. 049 -06 sets salaries and related benefits for
employees of the Blue and White Collar Units.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 049 -06 is hereby amended as follows:
1. Resolution No. 049-06 is hereby amended by adding the following
class title to the White Collar Unit:

CLASS TITLE: HEAVY EQUIPMENT OPERATOR - WASTEWATER
CLASS SUMMARY:
Under general supervision, performs manual and semi - skilled work In the operation of light
and heavy equipment such as sludge hauling truck, tractors and bulldozers. Operate and
perform light maintenance of the sludge dewatering equipment including sludge
centrifuges and polymer equipment; and performs other work as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's essential
duties. They are descriptive, not limiting.
Essential Duties:
• Operates various vehicles including sludge hauling trucks, tractors and bulldozers
• Operates truck - tractor and semi - trailer equipment used for transport and distribution of
biosolids
• Complete the biosolids process from dewatering to discing with a minimum of instruction
and supervision
• Operates and performs light maintenance of the sludge dewatering equipment
Including sludge centrifuges and polymer equipment
• Identifies and reports defects in the equipment being used
• Loads and weighs truck in accordance with legal weight guidelines
• Maintains blosolid spreading records
• Leads a crew on the Farm to spread sludge in the absence of a supervisor
DISTINGUISHING CHARACTERISTICS:
The Heavy Equipment Operator in Wastewater is distinguished from other City Heavy
Equipment Operators in that the Wastewater position is specifically responsible for a sludge
dewatering facility and duties related to blosolid spreading.
MINIMUM QUALIFICATIONS:
Knowiedae of
• Safe work methods and safety regulations pertaining to work.
• Maintenance of heavy equipment
• Occupational hazards and safety precautions
Ability to:
• Learn operation of sludge dewatering facility
• Make minor repairs and adjustments to sludge dewatering equipment including sludge
centrifuges and polymer equipment.
• Read and write at a level for successful job performance
• Follow oral or written instructions
• Drive heavy -duty vehicles, operate a tractor for discing and operate sludge dewatering
equipment
• Lead a crew engaged in biosolids transportation and distribution in the absence of a
supervisor
• Establish and maintain cooperative working relationships
• Work with a minimum of Instruction and supervision
Skill in:
• Operation of heavy and complex automotive and dewatering equipment, including
daily service and lubrication.
Training and Experience:
• Three years experience driving heavy -duty or complex vehicles including sludge hauling
trucks /equipment
• An equivalent combination of training, certification and experience may be substituted
for the above requirements. �, F

• Valid California Class "A" California driver's license for the equipment used is required.

Phvsfcal or Special Working Conditions:
Must possess sufficient strength and stamina to lift and carry objects weighing up to 50
pounds. Must be willing to work outdoors in all weather conditions and to work in confined
areas and from heights and with exposure to unpleasant and potentially hazardous
conditions. May be required to work nights, weekends, holidays and multiple shifts.
