Miscellaneous News • Good News! We received word the California Transportation Commission has officially authorized $26 million under the State Transportation Improvement Program for Phase 6 of the Westside Parkway. The funds will allow the City to complete the final two miles of the Westside Parkway between Allen Road and Stockdale Highway/Heath Road. We are ready to begin work on this phase of construction and anticipate advertising for construction bids in July 2012. Construction would be expected to begin in fall 2012, and will take approximately two years to complete. • More good news – as was discussed during Wednesday night’s Council meeting, we received word this week the City is a recipient of a federal grant which will partially fund 11 police officers for three years. The 11 positions will put the sworn complement above fiscal year 2007-08 levels! As noted, a budget amendment will be brought forth to you for this item in the near future. • One final reminder the inaugural Fourth at River Walk Independence Day event will be taking place next Wednesday, July 4th from 2 to 9 p.m. at The Park at River Walk. Live music from a variety of local bands will be ongoing throughout the day in the Bright House Networks Amphitheatre. There will be children’s activities and food and beverages for sale. The concerts are free to the public. We are looking forward to this being a precursor to future editions of this event where we hope to incorporate fireworks and a headlining act. • Unfortunately, the State legislature passed AB 1484 this week. The post-redevelopment budget trailer bill gives the California Department of Finance new ability to withhold money from cities if it determines they have not returned enough dollars to state coffers as part of the State-mandated redevelopment dissolution process. We were hoping that the bill would bring us relief and clarity to the various provisions of the previous legislation which eliminated redevelopment agencies statewide. The League of Cities believes that this unprecedented delegation of authority is both unnecessary General Information June 29, 2012 Page 2 and unconstitutional. We will keep you posted on any litigation that may be brought to challenge the legislation. • Another busy sports weekend is in store as Bakersfield hosts two events. The first is Pony Baseball, which is holding its Sectional Championships at Aera Park. The second is ASA Softball’s Girls Fastpitch “B” Championships at Mesa Marin Sports Complex. Both events will be attracting players and their families from out of town. On Thursday June 28, 2012 Water Resources Staff visited the park at Campus Park South to evaluate the water condition and level in the sump. There were several animals (ie. ducks, turtles etc.) swimming in the sump. Subsequent to the field visit, Water Resources Staff contacted the Public Works Department to discuss the situation and it was agreed by staff that construction would be completed to a point to enable staff to begin filling the sump with water on Tuesday afternoon July 3, 2012. The filling process will take several days. Staff will continue to monitor the water level in the sump at the park at Campus Park South to ensure that the residents in the area can continue to enjoy the view of various animals swimming in the sump which has become a popular feature at the park.
