AMENDMENT NO. 4 TO RESOLUTION NO. 140 -08
APPROVING MEMORANDUM OF UNDERSTANDING
FOR EMPLOYEES OF THE BLUE AND WHITE COLLAR
UNITS AND ADOPTING SALARY SCHEDULE AND
RELATED BENEFITS FOR PAYROLL TECHNICIAN
WHEREAS, Resolution No. 140 -08 sets salaries and related benefits for
employees of the Blue and White Collar Units.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 140 -08 is hereby amended as follows:
1. Resolution No. 140 -08 is hereby amended by adding the following
class title to the White Collar Unit:

CLASS TITLE: PAYROLL TECHNICIAN
CLASS SUMMARY:
Under general supervision, performs a variety of highly technical, non - routine complex
calculations and skilled journey -level financial and accounting support work for the
Finance Department. Conducts extensive research and interprets various internal and
external sources of information which may include Memorandums of Understanding,
Municipal Code, Administrative Rules and Regulations or other specialized sources
depending on assignment, identifies and reconciles complex centralized payroll;
collect, analyze and process statistical data, exercises independent judgment in
calculations and reimbursements; may perform general office support duties, including
typing and record keeping; prepares technical reports, and other written materials;
maintains records; performs special projects or other work as required.
REPRESENTATIVE DUTIES:
In addition to the above, the following typical tasks and responsibilities are
representative of the position's essential duties. They are descriptive, not limiting.
Essential Duties:
• Performs skilled journey -level work in processing City -wide payroll
• Processes and audits City -wide payroll action forms for hi ring, promotions, salary
increases, transfers, etc. and change notices for any correction of hours
providing information
• Provides guidance or instruction to other City employees when necessary
• Reviews, verifies, reconciles and processes pay and wire transfers when
applicable for various leaves in accordance with various City Memorandums of
Understanding, Internal Revenue Service, State Disability, State of California,
(Public Employees Retirement System) PERS, Public Agency Retirement Services
(PARS), etc.
• Prepares and maintains spreadsheets for medical payouts
• Processes voids, train and counsel of policies and procedures
• Develops, monitors and evaluates applicable systems, procedures and activities
• Reissues payroll checks
• Prepares journal entries for year end balances
• Processes and reconciles all pre -tax adjustments, deduction changes and
benefit changes
• Coordination of benefits with third parties
• Balances and prepares payroll quarterly State and Federal tax returns,
withholding and W -2's
• Prepares employment verifications
DISTINGUISHING CHARACTERISTICS:
The Payroll Technician class is distinguished from the Accounting Clerk II in that the latter
requires general knowledge and solves routine problems based on knowledge gained
through experience and scope. The Payroll Technician performs advanced work
involving highly confidential, technical and complex clerical accounting duties which
require the application of independent judgment to situations where standard
procedures may not apply. The work of the Payroll Technician is non - routine, contains o�OAKF,9�,

considerable variability and consequence of error, and involves accountability for
making decisions.
MINIMUM QUALIFICATIONS:
Knowledge of:
• Principles and practices of payroll accounting pertinent to municipal agencies
• Complex computerized financial systems and other computer applications
related to the work including but not limited to word processing, spreadsheet,
database, Sungard and related software
• Federal and State laws pertaining to payroll processing activities, garnishment
and wage attachment rules.
• Accounting procedures and reporting practices
• Memorandums of Understanding and Resolutions relating to changes
Ability to:
• Conduct research with internal and external sources and make appropriate
interpretations
• Maintain confidentiality of sensitive personal information
• Interpret and explain policies and procedures pertaining to the work including
reports
• Identify and solve Citywide payroll problem(s) and to improve payroll services
• Use expenditure and revenue code procedures appropriately
• Understand, balance and reconcile complex accounts
• Carry out oral and written instructions with a high level of accuracy
• Establish and maintain effective working relationships both externally and
internally.
Trainina and Experience:
• Graduation from an accredited college or university with an Associate's Degree
in Accounting or related area and two (2) years of journey -level accounting
clerk experience (Accounting Clerk II level)
• Or an equivalent combination of training, certification and experience which
provides the capabilities to perform the described job duties.
