WHEREAS$ the immediate preservation of the public peacet property, safety and welfare of the inhabitants of the City of Bakersfield require the passage of an emergency resolution determin- ing the nature, location and extent of certain improvements on 21st 4itreet in the City of Bakersfield, California, designated as Street Improvement District No. 631, under "Special Assessment Investiga- tion, Limitation and Majority Protest Act of 1931"9 as amended, NOW THE'REFORYS BY. IT ffl ,, OLVI,D iff T1111 COUNCIL J14 THL CITY OF HAKRhbFI11D, as follows That certain improvements are proposed to be done and :,ade on 21st Street in said City,, ,a,1thin the boundaries of tie proposed Assessment District No. 631, hereinafter referred to. In connection therewith the Council finds and ("teterminezi as follows, to-wits 1. That the nature of the proposed improvement consists of the construction of asphalt concrete pavement, cement concrete curbs and gutters,- and part-circle culverts. 2. That the location and extent of the proposed improvement will involve the construction of the above described improvements on 21st Street in said City, as particularly shown and, indicated on a map consisting of three (3) sheets, entitled "Map of Street Improve- ment District No. 631", lieretofore approved by the City Council and on file in the office of the Clerk of said City. 3. That the boundaries of the districts of lands proposed to be specially assessed to pay the costs and expenses of said pro- posed wort_ and improvement are generally refined as follows: A district extending i.ortherly from the center line of 21st street approximately one-half block, and southerly fron the center line of 21st 6treet approximately one-half block, from the east line of L Street to the east line of Q i4treet, In the City of -4- Bakersfield, California. The extent of the territory proposed to be Included in the assessment listrict is ia:dic, ted by a roc; boundary line on that certain, map X.,Vrn anc, designated as "'Wap of 6treet Improve- ment District No. 631 ", reference to which is hereby made, wl.ich map shall govern for all details as to the extent of saiC,, district. 4. That the amount and portion of the cost of said pro- posed improvement to be ;paid by the City of Bakersfield from any source other than Special Lssessment upon benefited property is the sura of x,16,000.00. 5. That the statute, under which it is proposed to conduct proceedings for the proposed improvement is the "Is, prove ment Act of 191111, approved April 7, 1911, and amendments thereto. 6. That Serialr3nnds to represent unpaid assessments will be issued in the manner provided by the "Improvement Bond Act of 1915", as & vended.
