HomeMy WebLinkAbout08/17/2012 OFFICE OF THE CITY MANAGER August 17, 2012 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT SUBJECT: General Information Miscellaneous News • The US Fish and Wildlife Service (USFWS) announced this week the City was awarded a second planning grant to fund our staff’s continued efforts in preparing a new Habitat Conservation Plan (HCP). The City will receive $700,000, which will begin Phase 2 of the program that will include drafting the new HCP and beginning the approval process through the wildlife agencies. This work is anticipated to occur over the next 3 years beginning in mid-2013. Last year, the City received a grant from the USFWS for $348,742 that kick-started the program (Phase 1) to perform species and habitat-related data collection and mapping (this is scheduled to be completed in early-mid 2013). The current HCP expires on August 24, 2014. Since the approval process for the new HCP will not be completed until after that date, last year the City applied for an extension to the current HCP to cover the gap in time between its expiration and approval of the new HCP. The USFWS still has our request under consideration. However, with the second grant being recently awarded to us from the USFWS and that we have been working diligently towards completing a new HCP, we believe they may look favorably upon our request. Thanks to Planning Director Jim Eggert and his staff for pursuing and securing this funding! • A ribbon cutting ceremony for Sister City Gardens (Phase I) will be held on Wednesday, August 22 at 10:00 a.m. A news release will be forthcoming. • I will be out of the office August 31st - September 7th. High Speed Rail News  The enclosed piece from the Reason Foundation provides a unique insight into the long-term funding for the high speed rail project. In short, the rail authority is banking on the availability of federal funding to the tune of $3.1billion per year, General Information August 17, 2012 Page 2 starting in FY2015 and continuing at that same level until FY2025. In order to do so, the federal government would have to consistently fund California near or at the top of states receiving these funds for each of the 11 years. If, although not likely, California received a 20 percent share of all funds, the program would have to be $172 billion over 11 years, averaging $15.6 billion per year to the state. Other scenarios included in the article are even more unlikely. TRIP News  The enclosed letter from TRIP staff will be sent out next week to property owners contiguous to the Westside Parkway alignment between Allen Road and Heath Road. The letter will provide property owners with a construction update and tentative timeline for removing their backyard fence/wall and replacing it with a temporary fence prior to constructing the sound wall adjacent to their property. AT:rs:ch cc: Department Heads Roberta Gafford, City Clerk California High-Speed Rail Funding Fantasy Continues Robert Poole August 9, 2012 I can’t resist sharing with you the results of an analysis in the July 25th issue of Transportation Weekly, a newsletter I highly recommend. After reporting on Gov. Jerry Brown’s signing of a bill to issue the initial $4.7 billion in high-speed rail bonds, to match $3.3 billion in already-awarded federal funding for the initial Central Valley section of the state’s HSR project, editor Jeff Davis goes on to consider the HSR Authority’s funding plan for the rest of the $68 billion project. The latest business plan assumes, realistically, that Congress will provide no federal money in either FY 2013 or 2014, since none is provided for in the MAP-21 legislation that is now law. But between FY 2015 and FY 2025 it assumes an average of $3.1 billion in federal money in each and every one of those years. How realistic is that? Davis first looks at the federal New Starts transit capital funding record over the past 17 years. Each year, one state ended up with the largest share (mostly New York, but sometimes California). That high share was as much as 34% (NY in FY96) and as low as 14% (CA in FY02). Congress would not consistently, year after year, award the lion’s share of any future HSR grant program to a single state such as California; even with a heavily Democratic House delegation, those members constitute only 8% of all House members. So how large would a hypothetical future HSR grant program have to be to ensure that California got an average of $3 billion a year for 11 years in a row? Davis runs the numbers, with a table presenting the results. If California consistently got one-third of the money, the program would cost $103 billion over that period, averaging $9.4 billion per year. At a more realistic 20% share, the program would have to be $172 billion over 11 years, averaging $15.6 billion per year. And at a pessimistic (for California) one-sixth of the total, the program would have to be $206.6 billion over 11 years, averaging $18.8 billion per year. Because the Budget Control Act of 2011 established annual caps on discretionary spending through 2021, a new discretionary program for HSR would have to be paid for by corresponding cuts in other discretionary programs. Hence, Davis’s conclusion: “There is no way on earth that Congress will provide $3 billion per year for a California-only high-speed rail program.” (italics in original) And I see no way on earth that it will create a new HSR grant program of a size large enough to give California anything like that sum, either. Which suggests that the new Central Valley line may actually end up being, if you’ll pardon the expression, a train from nowhere to nowhere. Anderson, Real Property Manager Subject: Westside Parkway, Phase 6 -Allen to Heath -Status Letter TRIP will be sending out the attached letter early next week to property owners contiguous to both sides of the Westside Parkway between Allen Road and Heath Road. The letter is to provide them with a project update and to notify them that the contractor, Security Paving, will be removing their backyard fence/wall and replacing it with a temporary fence prior to constructing the sound wall adjacent to their property. August 13, 2012 SUBJECT: BAKERSFIELD WESTSIDE PARKWAY-CONSTRUCTION UPDATE ALLEN ROAD TO HEATH ROAD Dear Property Owners, As you are aware, the City of Bakersfield is currently constructing the Westside Parkway up to Allen Road. The City is also working on the interchange that will be constructed at Allen Road . To begin construction of the remainder of the parkway from Allen Road to Stockdale Highway (at Heath Road), the City needed to receive approval of the State transportation funds that were to be allocated for the year (2012-13). The City recently received the approval of State funds and will begin the Allen Road to Heath Road construction phase of the project after receiving bids on the work next month. We anticipate construction could begin approximately February 2013. Usually, the first order of work is to r emove the backyard fences/walls and construct the sound walls in order to buffer the adjacent residents from the mainline construction of the parkway. I will be contacting all property owners prior to construction of the sound walls in order to take detailed photos and video of the temporary construction easement area of each property. This will allow us to document any current improvements that may need to be restored or replaced if damaged by the sound wall construction . Closer to removing fences/walls, I will send out notices to owners with the specific day their fence/wall will be removed and a temporary fence installed; in order for owners to be prepared (i.e. animals secured for the day, and to relocate easily moved items away from back fence/wall). The City anticipates the beginning of sound wall construction shortly after the first of the year. The City of Bakersfield looks forward to this next phase and working with property owners in anticipation of the construction beginning this year. Department of Recreation and Parks Date: August 13, 2012 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: July 2012 Monthly Report ADMINISTRATION:  July Monthly Total Attendance: 97,256 (Includes all programs, reservations and volunteers combined for the month.) • PIF Tennis Court Resurfacing Project – Completion of all six locations scheduled by October. • Sister Cities Phase II – 90% complete - construction plans and specifications are being reviewed by park staff. • Uplands of the Kern River Parkway – Elite contract is complete and the park is now being maintained by City forces. • Bright House Networks Amphitheatre: o July 4th – The Fourth at River Walk – SMG sponsored the first July 4th concert at the BHNA showcasing five bands. o July 20th – Willy Nelson & Family – SMG through Icon Concerts presented two acts, The Wichita’s and Willie Nelson. The concert was the largest since 2007 with 2,395 in ticket sales. o Special Event Reservations: o July 9th – Jastro Park, Dream Catchers Wendy Wayne Tribute, 100 Guests o July 15th – Beach Park, Union de Clubes Peruanos Soccer Tournament, 200 Guests o July 28th – Yokuts Park, Valley Achievement Run/Walk, 500 Guests. o July 29th – Beach Park, Union de Clubes Peruanos Soccer Tournament, 200 Guests Total Attendance: 16,764 – Reservations/Special Events AQUATICS: o Total attendance for City aquatic programming decreased by 11% as compared to the same time last year. Attendance for the month of July was 36,053: last June’s attendance was 40,395. o The decrease in attendance can be attributed to the following:  Reduction in programming due to a shortage of lifeguards  Reduced attendance during open swimming at McMurtrey Aquatic Center. DEPARTMENT OF RECREATION AND PARKS JULY MONTHLY REPORT PAGE TWO • Special Events: o A Float-in-Movie was held at the McMurtrey Aquatic Center on Friday, July 6th. The movie “Dolphin Tale” was shown to a total of 220 people. BCMEMBA co- sponsored the 2012 Float-in-Movie by providing $500 for the licensing fee. o A “Family Fun Night” was held at McMurtrey Aquatic Center on Friday, July 20th. A total of 638 people attended the Pirate themed event. Staff received numerous positive comments from the event participants. o On Saturday, July 28th, McMurtrey Aquatic Center hosted the City Championship Swim Meet for all City of Bakersfield recreational swim teams, which included six total teams: 2 McMurtrey teams, 2 Silver Creek teams, 1 Martin Luther King, Jr. team, and 1 Jefferson team. • 100 Mile Club: o The 100 mile lap swim club is currently made up of 316 active members. The club has swum a combined total of 102,252 miles. One year ago the club had swum a total of 82,076 miles. • Make-A-Splash Program: o Discounted Make A Splash swim lessons began on Monday, July 16th. Make A Splash swim lessons filled to 100% capacity at all pools! Other Aquatic News: o In Celebration of July as National Recreation & Parks Month, discounted open swim was offered on July 12th and July 31st at all city pools. o Aquatic staff members worked with City Fire and Channel 17 to release a PSA on water safety. The PSA begin airing in July 2012. o Some of the activities taking place at City pools in August include: o Open Swim o Lap Swim o Swim Lessons o Jr. Lifeguarding o 100 Mile Club o Water Walking o CPR/First Aid Courses o Aqua Conditioning o Deep Water Aerobics o SCUBA o Kayaking o Diving o Water Safety Presentations • Total Attendance: 36,053 ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of July was 33,552. There was a 6.5% increase due to the number of teams in the Summer Softball league and softball tournaments held this month. • Summer Adult Softball League: o League games continued through the month of July five days a week. DEPARTMENT OF RECREATION AND PARKS JULY MONTHLY REPORT PAGE THREE o Three softball tournaments held this month: Mesa Marin Sports Complex had an ASA Girls 14 & Under Central California National Qualifier Tournament on June 30 and July 1st with 38 youth teams participating and an ASA Men’s and Coed Softball Tournament held on July 14 & 15 with 27 teams. There was another softball tournament at Beach Park on July 22nd with 5 teams participating. o Connors Concessions reported earning $11,660.58 in sales for the month of July. • Soccer Camp o Experienced coaches taught soccer skills and strategies of the game to participants at this camp held at Yokuts Park on Monday, July 23rd through Thursday, July 26th. • Skateboarding Camp o Two Skateboarding Camps were held in July at the Beach Skate Park. Both camps, July 16th – 19th and July 23rd – 26th, taught the participants new exciting skills and tricks. • Pee Wee Sports Camp o Ten participants were introduced to basketball, t-ball, soccer, hockey, track & field, and enjoyed some parachute games at the Pee Wee Sports Camp held Monday, July 9 through Friday, July13th at Silver Creek Park. • Volunteer Donations: o 7 Soccer Instructors (soccer camp) $806.40 Total Volunteer Value: $806.40 Other Sports Programs: July’s Summer Camps-Bowling, Junior Sports, Pee Wee Sports, Skateboarding, and Soccer Pee Wee Sports Class Pee Wee Tennis, Junior and High School Drill Tennis Classes Softball Rentals - Tournaments Fall Brochure –Programs & Classes Total Attendance: 33,552 DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: • Overall attendance for the Martin Luther King, Jr. Center was 6,045 which is a decrease of 1% from July 2011. This can be attributed to a slight decrease in overall attendance for the Summer Lunch Program. • Camp King o Camp King’s annual talent show included participant’s from Camp King for a great show to the delight of a full gym, and one of the biggest turn outs of family and friends. o Campers were treated to two field trips this month. DEPARTMENT OF RECREATION AND PARKS JULY MONTHLY REPORT PAGE FOUR • Movies in the Park o Movies shown in July were:  July 13th, “Hop” at Wilson Park, 200 Guests  July 20th, “Puss in Boots” at Siemon Park, 300 Guests  July 27th, “Kung Fu Panda 2” at Beale Park, 300 Guests o These movies are sponsored by San Joaquin Community Hospital. Two additional movies are scheduled for August. • Bakersfield City School District Free Lunch Program o The MLK Center hosted a free lunch program available to participants 18 years or younger. The program was run as a partnership with the Bakersfield City School District for a total of eight weeks this summer. A total of 2,982 meals were served from the Dr. Martin Luther King Jr. Community Center during the program. • Build A Bike Program o Urban Velo states itself as a reflection of the cycling culture in current day cities. Urban Velo encourages its readers to contribute their words and art. The publication puts out six issues per year and featured the Build a Bike Program in its July 2012 issues. The article placed emphasis on the weekly bike polo games held in conjunction with the Build a Bike Program. • Donations: o Bike/Supply Donations $233.00 Total Donation Value: $233.00 • Volunteer Donations: o Various Programs $760.00 Total Volunteer Value: $760.00 • Total Attendance: 6,045 SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: • Silver Creek Community Center Total attendance for the Silver Creek Community Center was 1,838, compared to 1,401 in 2011. There were no rentals for Silver Creek Community Center for the month of July. Overall, the class attendance was less than in 2011 but revenue was higher due to an increase in Camp Fun registrations from 135 – 202. Silver Creek Day Camp Session 5 Attendance: Daily 48 Weekly 240 Theme: Skating into a Healthy Summer The campers learned to make healthy food choices with Miss Ruby and made fruit kabobs. Also, they had the annual Fourth of July BBQ and party with handmade decorations. Field trip was to Skateland. DEPARTMENT OF RECREATION AND PARKS JULY MONTHLY REPORT PAGE FIVE Session 6 Attendance: Daily 58 Weekly 290 Theme: Call All Artists “Via Arte” The campers worked all week in multi-medium art to display at their art show. Field trip was to the McMurtrey Aquatic Center for a picnic and swim. Session 7 Attendance: Daily 50 Weekly 250 Theme: Puppet Masters and Show Omnipresent Puppet Theater’s Don Kruszka held a workshop making shadow puppets. The campers put on their own puppet performance. Field trip was to the Gas Light Melodrama to see the “Three Little Pigs” puppet show. Session 8 Attendance: Daily 46 Weekly 230 Theme: X-Treme Science Science guy, David Hanley, headed the X-treme Science week. Field trip was to the Insect Lore Bugseum. MusicFest 2012 July 3 Kris Tiner Attendance: 300 July 10 Thee Majestics Attendance: 400 Total Attendance: 700 • Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 3,004 as compared to last year of 2,375. o Summer Recreation Drop in Program o The program continues to do well especially for older youth who enjoy playing basketball. Daily attendance: 29 Weekly Attendance: 145 o Hockey League o The league ended on July 17th with participation from 43 teams o Soccer League o Summer league started on July 11th with 12 teams. o Adult Pick-Up Roller Hockey o Drop in program started on July 24th. Low Participation was the reason this program was canceled for July. o Youth Basketball League o The new program from June 11th to August 2nd had 13 participants. • Total Attendance for Silver Creek & Saunders Recreational Facility : 4,842 The Department of Recreation and Parks enhances the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS JULY MONTHLY REPORT PAGE SIX PARKS: • State Farm Sports Village o Three employees worked overtime on 7/28 to clean up grass clippings left behind by contractor in soccer fields. o Soccer fields were closed for maintenance this month. New posts and chain were installed to be able to close parking lot. • Silver Creek Park o Additional city ordinance signs regarding no skate boarding, roller blading, etc, were installed around the pavilion and office area on 7/25/12. • Campus Park South o Pump realignment project was completed at north end of the sump along Carvalho Ct. the week of July 23rd. The area was also hydro-seeded. o The resurfacing of tennis courts was completed the week of July 30th. • Greystone Park o Small tot lot repairs were done to meet playground installation requirements on the week of July 16th. o City staff has trimmed all trees on White Lane between Buena Vista and Allen Road. o City staff has begun trimming all school and crosswalk signs throughout the City in preparation for the new school year. o City staff has assisted the Street Department on multiple paving projects throughout the City during the month of July. Tree staff has cleared City right of ways and alleys so paving equipment can access job sites. • Trees Trimmed: 192 Clearance: 208 Removals: 46 • Service Tickets received: 262 Completed: 256 UPCOMING/ONGOING EVENTS: • National ASA Men’s Slowpitch Tournament - Mesa Marin, August 31st – September 2nd
