HomeMy WebLinkAbout08/31/2012 OFFICE OF THE CITY MANAGER August 31, 2012 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/ch SUBJECT: General Information Please Note: City Hall will be closed Monday September 3rd in observance of Labor Day Miscellaneous News • As a reminder, City staff will be holding a community meeting regarding the Siemon Park pool on Wednesday September 5th starting at 5:30 p.m. at Howard Nichols Elementary School (3401 Renegade Ave.). A news release is enclosed. • Bakersfield native and 2012 Olympic Gold Medalist Jake Varner will be honored at a community event at Central Park on Saturday, September 8th starting at 10 a.m. The event is free and open to the public. • Bakersfield plays host to the 2012 ASA Men's Class E Western National Championships at Mesa Marin Sports Complex this weekend. According to the Convention and Visitors Bureau, 34 teams will travel to Bakersfield over Labor Day weekend looking to take home the title. The event begins on Friday evening at 6 p.m. at Mesa Marin. Games are scheduled every hour and a half and will conclude with the championship game Sunday at 4 p.m. Admission to the event is $5 per day or $8 for the weekend. Parking is free. • We are considering a change in the start time for the City Council meetings from 5:15 p.m. to 3:30 p.m. There are a number of practical benefits, including more flexibility for the public and Councilmembers, which are outlined in the attached memorandum from the City Clerk. RS:ch cc: Department Heads Roberta Gafford, City Clerk City Manager’s Office MEDIA ADVISORY FOR IMMEDIATE RELEASE CONTACT: Chris Huot Wednesday, August 29, 2012 Administrative Analyst III (661) 326-3775 CITY TO HOLD COMMUNITY MEETING TO DISCUSS AMENITY OPTIONS FOR SIEMON PARK The City of Bakersfield will host a community meeting to present potential options for replacement amenities at Siemon Park on Wednesday, September 5, 2012 at Howard Nichols Elementary School (3401 Renegade Ave.) from 5:30 p.m. to 7:30 p.m. Ward 3 Councilmember Ken Weir is scheduled to be in attendance, as well as staff from various City departments. The existing swimming pool has been dormant since late 2009 due to budget reductions and will require significant repairs to resume operations. Neighborhood residents will have the opportunity to ask questions and provide their input regarding the options to be discussed. The community feedback received at the meeting will be presented to the City Council Community Services Committee members at a subsequent meeting. The presentation will include: • The current status of amenities at Siemon Park • Concepts and options for replacement amenities at Siemon Park • Q&A/Feedback session for citizens to provide input to City staff for future planning of amenities at the park. A similar meeting is planned for Planz Park in the near future. This change is intended to promote better time management for both the City Council, city staff and the public. This proposal calls for meetings to begin at 3:30p.m. at which time the Council would handle closed session and possibly informational workshop items. A brief recess would occur and Council meetings would resume at 5:15 p.m. to address agenda items which receive public comment and participation. This proposal, with a modified agenda and order of business, is expected to benefit the public, staff and the City Council as follows: • The public would not be inconvenienced while waiting during Closed Session for Council to reconvene the meeting before their item of business is to be acted upon. • Moving the Closed Sessions to 3:30 p.m. allows staff not involved in Closed Session matters to use their time performing city functions, promoting an efficient use of their time, and they would arrive as needed at the 5:15 p.m. session. • Council Members, including the Mayor, could arrive at a later time when their presence is not required for closed session matters. • Agenda items of most interest to the public will be addressed at 5:15 p.m., thereby ensuring public access to City business. • In the interest of public participation, citizens will have the opportunity to make public statements at either the 3:30 p.m. or 5:15 p.m. sessions. In these times of fiscal management and staff reductions, it is in the best interest of the City of Bakersfield to promote efficiencies wherever they can be found. This proposal promotes the efficient use of City staff time and the public's need to participate in government matters. Memorandum Property Management Division Date: August 31, 2012 To: Honorable Mayor and Council Members From: Donald M. Anderson, Real Property Manager Subject: TRIP – Rosedale Widening Project – Notice of Decision to Appraise Now that the environmental phase of the Rosedale Widening Project has been completed the TRIP (City) will be acquiring the properties necessary to construct the project. Since this is a widening project the City will be acquiring strips of land rather than acquiring full parcels. However, there are approximately 100 properties involved, most of which are in the unincorporated area of metropolitan Bakersfield. The City thru Parsons has hired Overland Pacific & Cutler (OPC) to acquire the needed properties. OPC has previously assisted the City on the Fairfax Interchange and the Westside Parkway projects. The first step in acquiring the properties is to send out a notice to the property owners advising them: 1) a portion of their property is necessary for the project and 2) that their property will be appraised to establish the amount of just compensation they will be offered and 3) the name of the appraisal firm that will be contacting them to arrange a mutually convenient time to inspect their property. The letters should be going out early next week.
