CITY ANNOUNCES APPOINTMENT OF NEW
COMMUNITY DEVELOPMENT DIRECTOR
City Manager Alan Tandy is pleased to announce the appointment of Douglas McIsaac as the Director
of the Community Development Department. Starting today, McIsaac will oversee the operations of the
former Development Services and Economic and Community Development Departments which have
been restructured into one unit. A combination of factors, including a significant reduction in
development activity in recent years and the State dissolution of redevelopment agencies, led to the
City’s decision to consolidate the operations. It is a common structural model in municipal government
for planning, building, and economic development activities to function under one department. The
timing was right for the City to merge those operations under one department head, as former
Economic Development Director, Donna Kunz recently retired, and the Development Services Director
position had remained vacant since the retirement of the last director, Stanley Grady, several years
ago.
McIsaac brings an ideal combination of experience to his new position, as he most recently served as
the Community Development Director for the City of Westminster, a position he held since 2008. In that
capacity, he was responsible for managing Planning, Building, Code Enforcement, and the Grants and
Housing Divisions. Prior to Westminster, he was employed by the City of West Covina, beginning as a
Principal Planner and ultimately promoting to Planning Director. He also held Senior Planner positions
in Redondo Beach and Laguna Beach.
A native of the San Joaquin Valley, Mr. McIsaac was born, raised and educated in Fresno; he received
a Bachelor of Arts Degree from CSU, Fresno and has nearly completed his Master’s Degree in Public
Administration at CSU, Long Beach.
He comes to his position highly recommended, as evidenced by comments from Westminster Mayor
Margie L. Rice: “Doug posses a great combination of professional knowledge and ability, along with the
willingness to go the extra mile and do whatever it takes”.
Following a comprehensive recruitment process that resulted in the selection of McIsaac, City Manager
Tandy stated, “After evaluating Doug’s professional expertise and track record, and noting his sincere
interest to be involved in our community, we feel he is the right fit for Bakersfield”.
