RESOLUTION DETERMINING THAT CERTAIN BITEK
TECOMMUNICATIONS MANAGEMENT SYSTEM
SOFTWARE CANNOT BE REASONABLELY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING
THEREFORE, NOT TO EXCEED $56,000
WHEREAS, for over ten years, the City of Bakersfield has used
software for telecommunication management services developed and
supported by Bitek International, Inc.; and
WHEREAS, the City has been informed that Bitek will no longer be
supporting the version of software currently utilized by the City; and
WHEREAS, the City's telecommunication staff wishes to purchase
the current version of the Bitek software for the reasons stated below; and
WHEREAS, the City's Information Technology Division now hosts the
Bitek software on an outdated server, which requires excessive
maintenance; and
WHEREAS, Bitek now allows users of the current version of its software
to host the software on Bitek's server, eliminating the need to use the
server now used by the City to house the software; and
WHEREAS, the City's Information Technology Division concurs with
the hosting of Bitek software on Bitek's server; and
WHEREAS, the Bitek software has been used by City staff for over ten
years and both the product and service are favorable; and
WHEREAS, the migration and integration of existing data from the
old software to the new software can be efficiently performed by the
vendor with minimal disruption to City operations; and
WHEREAS, City staff is trained in the operation of the Bitek software
system, minimizing retraining time and costs; and
WHEREAS, the new Bitek software will enhance the efficiency of the
Telecommunications staff since the City's AT &T and Verizon charges can
be automatically included in the new Bitek software instead of relying on
the current practice, which requires staff to manually track and charge
out to user departments AT &T and Verizon charges; and

WHEREAS, the Director of Information Technology recommends that
the Council find that the necessary telecommunications management
software can only be reasonably obtained from Bitek International, Inc.,
and recommends that the Council dispense with the bidding, in
accordance with subsection D.2 of Section 3.20.060 of the Bakersfield
Municipal Code because of Bitek's satisfactory performance and the
need to integrate the software into an existing City system.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield as follows:
1. The recitals above are true and correct and incorporated herein
by reference.
2. The Council hereby finds that the purchase of the necessary
telecommunication management software can only be
reasonably obtained from Bitek International, Inc., for the
reasons stated in the recitals above.
3. The Finance Director is therefore authorized to dispense with
bidding and negotiate the purchase of the necessary
telecommunications management software from Bitek
International, Inc., for an amount not to exceed $56,000.
