Discussion and Committee Recommendation Regarding the Feasibility of Opening the Planz and Siemon Pools – Tandy / Hoover City Manager Alan Tandy stated Planz and Siemon pools are part of a series of pools built in the early 1960s. Several other City other pools have been demolished or have been replaced with other amenities. Due to the condition of these two pools, it would be very costly and unproductive to rehabilitate them. It would be more realistic to replace the pools with another amenity, such as a wet playground or a skatepark. Recreation and Parks Director Dianne Hoover stated both pools were filled earlier this year and contractors were called out to inspect and provide cost estimates of repairs need. The approximate total cost to open Seimon pool is $174,464.00. The approximate total cost to open Planz pool is $104,114.00. Neither of these amounts includes the day to day operational costs. The combined cost to open both pools is $278,578.00, which is a non-budgeted expense. Parks Supervisor Race Slayton stated Seimon pool would require improvements, including replacements of the main drains, the return lines, and the scum gutters. In addition the pool pump needs to be rebuilt, and the pool would need to be sand blasted, primed, and painted. Planz pool would require replacement of the main drains, rebuilding of the pool pump, sand blasting, priming and painting of the pool Committee member David Couch asked if there were any maintenance districts in the areas where the pools are located or if there is any funding available in the Capital Improvement Fund to cover the cost to open both pools. City Manager Tandy stated there were no maintenance districts in these areas. He also stated that if the pools are closed and action is taken to replace them with different amenities, the projects could be funded through a combination of capital improvement funds and/or park development fees. Committee member Rudy Salas asked how long it would take to install new amenities in place of the pools if the Committee decided to proceed with that kind of action. Community Services Committee Meeting Agenda Summary Report Thursday, May 3, 2012 Page 3 City Manager Tandy stated the pools could be demolished and a plan for replacement amenities could be designed in the next fiscal year. Construction could begin in approximately two years, providing the community would be accepting of the change. Committee Chair Jacquie Sullivan asked if Seimon and Planz pools were the only remaining facilities not currently being used and if the current pool pumps were the original pumps. Recreation and Parks Director Hoover confirmed that they are the only two pools not in use. Parks Supervisor Slayton stated that the pumps have been rebuilt approximately two or three times. Committee Chair Sullivan stated that both pools are located in key areas around the city, and she did not support replacing them with a different amenity. She requested that staff return with a cost estimate report to rebuild the pools with a modern aspect. Recreation and Parks Director Hoover stated Bakersfield College offered their pool facility to the community in response to the closure of Seimon pool in 2010. As an addition to Councilmember Sullivan’s request, Councilmember Salas asked staff to prepare a report with a timeline and cost estimates of various scenarios including the replacement of the pools at each location, removal of the pools, but replacing them with a wet playground at Seimon Park and a skate park at Planz Park, and also adding the new amenities, but keeping a location for construction of a new pool in the future at both locations. B. Discussion and Recommendation Regarding Adoption of the 2012 Committee Meeting Schedule – Smiley Adopted as submitted with the removal of the June 14, 2012 meeting date. 5.
