SETTING SALARIES AND RELATED BENEFITS FOR
OFFICERS AND EMPLOYEES OF THE GENERAL
SUPERVISORY, POLICE SUPERVISORY AND
MANAGEMENT UNITS AND ADOPTING SALARY
SCHEDULE AND RELATED BENEFITS FOR REVENUE
PROGRAM SUPERVISOR
WHEREAS, Resolution No. 111 -11 sets salaries and related benefits for
employees of the General Supervisory Unit.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 111 -11 is hereby amended as follows:
1. Resolution No. 111 -11 is hereby amended by adding the following
class title to the General Supervisory Unit:

CLASS TITLE: REVENUE PROGRAM SUPERVISOR
CLASS SUMMARY:
Under close direction, supervises and performs complex accounting and auditing functions;
develops and recommends revenue budgeting and rate setting; coordinates and manages the
revenue budget process; manages the sewer enterprise fund; supervises staff; provides
Wastewater program updates to staff; compiles and presents reports of both a financial and
statistical nature; organizes, assigns and reviews the work of office employees; evaluates
employee performance; recommends progressive discipline; maintains records; identifies and
resolves problems; responds to emergencies and public inquires; performs special projects or
other work as required.
REPRESENTATIVE DUTIES:
In addition to the above, the following typical tasks and responsibilities are representative of the
position's essential duties. They are descriptive, not limiting.
Essential Duties:
• Performs a wide variety of financial and statistical analysis
• Assists Division Head with developing periodic financial and budget status reports and
prepares information and recommendations for action by the Division Head
• Develops and recommends revenue budgeting and rate setting
• Conducts budget reviews and analyzes financial revenue structures for compliance with
City budget policies
• Plans, assigns, directs and evaluates the work of assigned staff with management
oversight
• Prepares periodic financial statements and reports
• Coordinates the keeping of a complex set of cost and control accounts
• Prepares and provides technical assistance in preparation of administrative reports to the
Council and other City advisory bodies
• Supervises the preparation of regular and special studies and reports
• Performs periodic review, evaluation and modification of internal control procedures
• Assists the division head in executing goals and objectives
• Conducts special analysis and performs special projects
• Administers and makes recommendations on Wastewater Revenue policies and
procedures
• Attends meetings with the public and other City departments
• Responds to citizens questions and complaints
• Performs related duties as required
DISTINGUISHING CHARACTERISTICS:
The Revenue Program Supervisor is a first -line supervisory class. Work involves frequent public
contact and daily supervision of subordinate personnel ensuring that department policy and
procedures are enforced. This class differs from Supervisor I in that the incumbent of the latter
has responsibility solely based on field operations.

MINIMUM QUALIFICATIONS:
Knowledge of:
• Principles of supervision and management
• Governmental accounting
• Modern fee collection techniques including utilization of computerized billing systems
(HTE) for billing, collection, reporting and delinquency follow -up.
• Modern leadership and supervisory management techniques and budgetary procedures
• Modern motivational techniques and strategies needed for a large, diverse workforce
• Related computer applications
Ability to:
• Under management direction, supervise the flow of work and systematic keeping of
complete and accurate records
• Analyze and verify financial records and documents
• Prepare comprehensive financial reports
• Collect, evaluate and interpret varied information and data, either narrative or statistical
form
• Plan, direct and evaluate the work of staff
• Prepare clear, concise and complete narrative and statistical reports and other written
materials
• Coordinate multiple projects and meet critical deadlines
• Exercise sound independent judgment within established guidelines
• Interpret municipal ordinances and regulations pertaining to utility services, such as
water, sewer and disposal
• Maintain effective working relationships
Trainina and Experience:
• Graduation from an accredited college or university with a Bachelor's degree in
accounting or related field; OR
• An equivalent combination of training and experience, which provides the capabilities
to perform the described job duties.
Licenses Certificates and Special Requirements:
• Possession of a valid California Class "C" Driver's License
Physical Conditions or Special Working Conditions:
• Standard office environment and working conditions.
• Will be required to make on -site inspections and investigations in the field when required.
