ROLL CALL Present: Councilmember Sue Benham, Chair Councilmember Rudy Salas Absent: Councilmember Jacquie Sullivan Staff Present: Alan Tandy, City Manager Ginny Gennaro, City Attorney Rhonda Smiley, Asst. to the City Manager Chris Huot, Administrative Analyst Steven Teglia, Asst. to the City Manager Eddie Chavez, Interim I.T. Discussion and Recommendation Regarding Electronic Communications – Gennaro / Tandy / Smiley City Attorney Ginny Gennaro stated staff was in the process of developing an instructional video to better educate City staff on how to recognize emails that should be retained and the different options available to store emails. City Attorney Gennaro presented the Committee with a draft script of the content that is proposed for the training video, including various scenarios that will be used as examples, along with narrative instruction. She stated the education video would conclude with a brief test of the information reviewed in the video. City employees would be required to pass a test at the conclusion of the video; employees who do not pass the test would be required to repeat the training until they passed. Committee Chair Sue Benham asked how often the training would take place and in what setting it would be provided. City Manager Alan Tandy stated an exact time had not been determined but suggested having the educational session take place every two to three years, as with other required training that includes refresher sessions. Councilmember Rudy Salas recommended the time frame requirement be in line with all other training requirements already in place, every two years. Councilmember Salas also recommended changing the current auto deletion rule from 30 days to 90 days. Councilmember Salas made a motion to proceed with recording and implementing the electronic communications training video and to change the current auto deletion rule to 90 days; implementation would commence once approved by the full City Council. The motion was unanimously approved, with Committee member Sullivan absent. 5. COMMITTEE COMMENTS Councilmember Salas thanked staff for all the research and input provided to the Committee regarding electronic communications. 6. ADJOURNMENT The meeting adjourned at 12:37 cc: Honorable Mayor and City Council
