A RESOLUTION DETERMINING THAT A
SECURE SOURCE OF COMMUNICATION
BETWEEN POLICE MOBILE DATA
COMPUTERS, THE COMMUNICATIONS
CENTER AND THE RECORDS MANAGEMENT
SYSTEM (VERSATERM) CANNOT BE
REASONABLY OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREFORE AND
PURCHASE ONE DATA TRANSFER SYSTEM
FROM RADIO IP, INC., NOT TO EXCEED
$310,000.00.
WHEREAS, the Bakersfield Police Department has operated its data transfer
system using Motorola's RDLAP system software to exchange information between Mobile
Data Computers in BDP vehicles, the Communications Center and the Records
Management System ( Versaterm), since the early 1990s; and
WHEREAS, the Motorola RDLAP system software has become outdated to the
point that Motorola will not support this system in the event of equipment failure as of
January 1, 2010; and
WHEREAS, the Police Department requires a support system for data transfer in
the case of equipment failure; and
WHEREAS, a new data transfer system compatible with the Police Records
Management System ( Versaterm) must be operational before January 1, 2010; and
WHEREAS, Radio IP, Inc. offers and supports the only system software compatible
with existing Motorola Hardware and the Versaterm Records Management System; and
WHEREAS, Radio IP has a proven track record with other law enforcement
agencies who utilize Versaterm as their Records Management System; and
WHEREAS, the Bakersfield Police Department has received grant funding from
S.L.E.S.F., and the City Council has approved the spending plan to purchase equipment
for a new data transfer system;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The work, supplies, equipment or materials can only be reasonably obtained
from one vendor because of restricted availability of such work, supplies,

equipment or materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials
shall not exceed Three Hundred Nine Thousand Two Hundred Forty -Five
Dollars ($310,000.00).

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council
of the City of Bakersfield at a regular meeting thereof held on SEEP 17 2008 , by the
