Liz Keogh heard regarding community problem of overpopulation, establishment of web page and e-mail for community involvement/opinions and issues Cindy Frye heard regarding the Pet Food Pantry, overview of program Sue Bennett heard regarding the Kern Humane Society, overview of program Larry Keller heard regarding Bakersfield City adopting the County 10% license fee Summary of Proceedings Metropolitan Animal Control Committee Special Meeting – 10:00 A.M 10/4/12 2 | Page Julie Johnson heard regarding assistance from the SPCA with voucher programs Councilman Weir referred to City staff to better define Animal Control on City’s web site 3. Establish Meeting Dates & Locations Liz Keogh heard regarding the time of meetings, dissemination of information and ability to contact committee members. Supervisor Scrivner: Discussion on meeting days/times and request for a link to the recordings of meetings on respective web sites. Meeting dates scheduled through end of 2012: Wednesday, October 24, 2012; November 7, 2012; November 21, 2012; December 5, 2012; December 19, 2012, 11:30 – 1:00 pm. New Business Steve Teglia: (Handed out presentation) a. Update from City Regarding Recent Proactive Activities i. Canvassing program: Began 8/21/12, 2000 homes visited; 112 Streets; 328 notices to comply issued; 100 citations issued ii. Free Microchip Pilot Program; 500 microchips purchased, 121 administered September 22, 2012 for licensed animals iii. Visit with George Miers, animal care and facility expert: Toured Mt. Vernon Shelter location and met with staff Supervisor Scrivner: Referral to staff (County AC): What type of microchip and scanners does the County use, and are all animals micro-chipped prior to release. b. Review of New County Programs Designed to Reduce Euthanasia: Constantine - extended operating hours; expanded rescue program; aggressive microchip program with PEET; Pet Detective program, connecting lost animals to their owners; Foster program for animals to young; Healthy Shelter, early identification of disease/illness. Hiring RVT’s and 5 ACW’s. c. Review Proposed Expansion of Hours of Shelter Operation: Constantine - currently opened 10am – 4pm on Monday, Tuesday, Thursday, Friday, and Saturday, open 1pm – 7pm on Wednesdays. Ready to proceed with extending hours. Hiring 2 clerical staff; 7 ACW’s. d. Discuss Potential Short-term City and County Shelter Improvements: Teglia – front-end short-term investments, City and County meeting on 10/12/2012 re: improvements; shade structures, painting, intake room made sanitary, landscaping and site clean up, electric fence in to animal off-load area. Summary of Proceedings Metropolitan Animal Control Committee Special Meeting – 10:00 A.M 10/4/12 3 | Page Constantine – Freezer replacement Teglia – comments on converting to crematory in lieu of freezer and D&D Disposal Liz Keough – in favor of crematorium Staff referral by Weir: recommendation to get a scope of work and contract with George Miers as consultant for facilities evaluation and upgrade Constantine – Administrative trailer, looking at options for replacement. e. Identification of Future Agenda Topics: 1) Equitable sharing of costs 2) Long term shelter/facility improvements 3) Joint Powers of Agreement and alternative 4) Discussion with George Miers and possible scope of services 5) Continued update on programs 5.
