Miscellaneous News
• Congratulations to Councilmember-elect Bob Smith and to Harold Hanson and
Jacquie Sullivan on their re-elections. Congratulations also to both Terry Maxwell
and Elliott Kirschenmann for the very competitive race in Ward 2. The County
Elections Office has not yet finished counting ballots in that race – so a final
congratulation is pending that count. Additionally, the final count is not yet in on
the State Assembly race which includes Councilmember Salas.
• On Saturday, November 17th, the City of Bakersfield and Kern County Animal
Control will host a low cost rabies vaccination and dog licensing clinic at Beale
Park (500 Oleander Ave) from 9 a.m. to 12 p.m. Staffs from both agencies are
available for licensing information and assistance. Dog owners must have
documentation of spay or neuter alteration to receive the reduced licensing fee.
Additionally, City staff is offering microchips at no charge for all current or newly licensed dogs at the clinic. This includes the lifetime registration, at no cost. A flyer
with more information is enclosed.
• The Bakersfield Convention and Visitors Bureau is calling all photographers to
submit photos of Bakersfield. Photos that are selected will be printed in 30,000
copies of the 2013 Official Bakersfield Visitors Guide distributed throughout the
United Sates. The attached news release has more details.
High Speed Rail News
Staff met with members of the High Speed Rail Authority this week. The HSR group
included all new people and the meeting was much like the first one we had
about two years ago. That is, we outlined our primary concerns - they listened
and took notes.
The positive is they do seem to have a new and much better attitude about
working with us. On the other hand there were new negative impacts unseen to
us before that add to the problems to resolve. We will meet again in December
and keep you informed.

TRIP News
Motorists are advised to anticipate continuing nighttime lane closures beginning
Monday, November 12, 2012 in the vicinity of the Coffee Road/Brimhall Road
intersection. The contractor for the Westside Parkway is continuing to install a
new storm drain in this area. This work requires the closure of the outside
northbound lane on Coffee Road, just south of Brimhall Road; and the outside
westbound lane on Brimhall Road, for approximately 1,000 feet to the west of
Coffee Road. At least one lane will remain open in each direction while work is
underway. These temporary closures are expected to be lifted in time for the
morning commute. The lane closures will be in effect between the hours of 9 p.m.
and 5 a.m., Monday through Thursday. Work is expected to take about two weeks to complete.
Motorists are advised to anticipate the closure of the outside eastbound lane on
Truxtun Avenue, between the new Westside Parkway Bridge crossing Truxtun
Avenue and Empire Drive, beginning Wednesday night, November 14, 2012. The
contractor for the Westside Parkway plans to set concrete barrier rail to enable
road widening construction to begin in this area. Work is scheduled to take place
between the hours of 8 p.m. and 6 a.m. and may continue at night through
Friday, November 16, 2012. One eastbound lane will remain open while work is
underway and both eastbound lanes will be open for the morning commute. No
changes are anticipated for the westbound lanes.

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of
