AGENDA SUMMARY REPORT
ROLL CALL 11:31 a.m.
1. Public Presentations
Liz Keogh provided the Committee with copies of comments provided by individuals who
were unavailable to attend the meeting.
2. Deferred Business
A. City / County Programs Update
Assistant to the City Manager Steven Teglia provided updates on the following
programs:
1. Dissemination of Committee information on the County’s and City’s webpage.
2. Canvassing program: 34 days in the field with a total of 2,610 houses visited on 116
different streets in 12 different beats within the City limits, with 578 notices to comply
issued and 113 citations issued. The program will continue through January 2013.
3. Free Microchip Pilot Program: Three different events - Joint City / County Clinic held
at Heritage Park resulting in 121 microchips implanted. Joint City / County
Responsible Dog Ownership Day held at Mill Creek Park resulting in 125 microchips
implanted. County Bark in the Park resulting in 16 microchips implanted. Next
scheduled outreach event to be held November 17, 2012 at Beale Park.

Kern County Animal Control Director Jen Woodard provided the following updates:
1. County Microchips: Microchips are purchased through Home Again at a cost of $10.
All officers are equipped with scanners and they are also located throughout the
shelter.
2. Microchip Services at the Shelter: Free microchip services at the shelter began on
Tuesday, October 23, 2012 which resulted in three walk-in microchips implanted.
Services are provided during shelter hours and will be available at outreach clinics
held. The implanting of microchips is being provided to dog and cat owners.
3. Trap, Neuter, and Return (TNR): Feral cats program. Working in association with Pet
Smart Charities, The Happy Cats program is being offered to all residents. Feral cats
are spayed and neutered, microchip implanted, vaccinated, and released healthy.
Supervisor Watson: How long will funding be available for free microchips?
County: Available at the Shelter through December 2012 and at all outreach clinics
through 2013.
City: Additional microchips will be purchased as the program progresses indefinitely.
B. Shelter Status / Condition Update
Kern County Animal Control Director Jen Woodard provided the following updates:
1. Adoption and Intake Areas: Adoptions will be relocated to the front of building and
intakes will be accepted in the back area of the facility.
2. Isolation of Sick Animals: An area is being designated to separate the healthy
animals from the sick ones.
3. Puppy Quarantine Area: An area is being designated to hold puppies that are most
susceptible to the parvo virus to elongate their quarantine.
4. Free Roaming Cat Room: An area is being designated and converted into a free
roaming cat room.
5. Feral Cats: Ideas are being explored.
6. Limitations of the Facility: No additional space to house other animals like horses,
rodents, reptile, rabbits, etc. Repairs to the facility are also being reviewed and
addressed.
Assistant to the City Manager Steven Teglia provided the following updates:
1. Facility Upgrades and Maintenance: Corrals are being thoroughly cleaned, trees
are being cut, the buildings are being pressured washed for painting, and canopies
are ready to be installed throughout the facility, fencing improvements, and
signage improvements.
2. Site Circulation: Building modifications to the front office. Modifications to site to
allow for additional parking and easy access into the facility from the street.
Kern County Counsel Theresa Goldner and Kern County Deputy County Counsel Devin
Brown arrived at 11:53 a.m., and informed the Committee there was a Brown Act
compliance issue.

Ms. Goldner stated Committee member David Couch was not only a City
Councilmember but also a Supervisor-Elect, technically making him a member of the
Kern County Board of Supervisors. A quorum of the five-member Board of Supervisors
was present at the meeting yet the meeting notice was not posted as a Special Board
of Supervisors meeting. Ms. Goldner urged that the meeting be adjourned before the
Committee proceeded with any action.
Committee member Ken Weir questioned Ms. Goldner’s awareness of the matter as the
Committee members and structure of the Committee was disclosed months ago.
Ms. Goldner stated the violation was only noticed by her office today, less than 20
minutes prior to her arrival to the meeting. She assured the Committee the matter
would not occur again and that all subsequent meetings be noticed as a Special
Meeting of the Board of Supervisors and of the Metro Bakersfield Animal Control
Committee meeting.
Committee member David Couch asked if the meeting could proceed if he were to
leave the meeting.
Ms. Goldner stated it could not and advised that the meeting be adjourned and
rescheduled. She also stated that the Committee would have to reconsider all actions
taken at the previous meeting and today’s meeting, as all those actions are invalid and
void.
Mr. Michael Yraceburn, representative of the Kern County Animal Control Commission
adjourned the meeting at 12:06 p.m.
