Public Presentations Liz Keogh provided the Committee with copies of the Animal Control, MBACC web page; previous meeting summary not posted and addressed her concerns regarding lack of communication. 2. Deferred Business A. Response to Referrals Jen Woodard, Director of Animal Control provided updates on the following life-saving programs: 1. Foster program began in 2011, slow growing with no dedicated staff, but growing. 2. Rescue program enhanced in 2011 with the rescue vehicle, opportunity to enhance program working with the ASPCA for Adoption Ambassador Program / mobile adoptions. 3. Working on enhancing the volunteer program. Invited in on a Sunday to assist with cleaning in the shelter area. 4. On-going free microchip program. 5. Vaccine clinics bi-weekly but looking to expand and possibly begin a program at the shelter. 6. Looking at expanding the mobile adoption program to more than just Pet-co. Trying to start-up a “Pet Retention” program, will assist with training and behavior modification programs to keep pets out of the shelter. 8. TNR for cats, waiting on additional cages. B. City / County Programs Update Kern County Animal Control Director Jen Woodard provided the following updates: 1. Provided intake numbers by jurisdiction in hand-out along with out-come numbers for October, lives saved 856. Report attached. Motion to receive and file: Maggard – Scrivner: All Ayes 2. Foster program is slow, 30 current foster homes, 22 animals in foster 3. Micro-chip program 366 to date 4. Vaccine clinic update 5. ASPCA Challenge - 1233 adoptions 6. Angel Dogs/McQuiston spay/neuter event in Lake Isabella 1 of 2 held November 1, 2012; next event November 30, 2012 7. Home for the Holidays event, 180 animals adopted so far. Lois Henry requested information on adoption returns. Jen Woodard responded on length of incubation of Parvo and prevalence of the disease in the community. C. Update on Immediate Shelter Improvements 1. Completed electric gate and concrete 2. Rain gutters installed 3. IT infrastructure is currently being moved to prepare for new trailers 4. Setting time-line for movement of animals to adjust shelter flow 5. LA Based rescue is donating Kuranda beds for shelter 6. Freezer – still in progress Motion to receive and file A, B & C: Maggard – Scrivner: All Ayes D. Update on Equitable Cost Sharing Evaluation Update provided by Sandra Quigley, CAO. Productive meeting, used Green waste agreement model as a base. City concerned with receiving accurate numbers; using correct settings and defaults in Chameleon. Looking at an audit system to put in place. City would like in-put on budget preparation. City should receive offset of share-of-cost for property value. Discussion on indirect cost. There was also a discussion on the possibility of the City taking on more of the maintenance of the facility. Supervisor Scrivner asked that communication be sent to the City regarding the proposed time-line for an Agreement. Supervisor Maggard questioned the property valuation process, does it include the County’s improvements (buildings). Public Comment: Liz Keogh, asked for clarification on the time frame of the agreement that we are working on. Metro Bakersfield Animal Control Committee November 21, 2012 Page 3 Chairman Yraceburn: The goal is to create an on-going agreement beyond the 2013 agreement. Joint Powers Authority NOTE: Recorder was restarted during JPA discussion Teri Bjorn speaking on JPA vs. long-term agreement and that City favored a long-term agreement. Supervisor Maggard commented that his goal would be to find a way to combine efforts with the design being a permanent joint operation, not prone to unravel but to join together and make this a success.
