Miscellaneous News
• We previously communicated to you that the California Supreme Court ruled in favor
of cities late last month related to how counties had previously charged for
administration of property tax allocations. However, late last week, outside counsel for
Los Angeles County filed a Petition for Rehearing of the Supreme Court’s decision in
this case. The petition seeks to persuade the Court that they fundamentally got it
wrong and should allow a third round of briefing and, perhaps, additional oral
argument before deciding the case again. In the interim, we are unlikely to receive the $3.2 million owed to us. We will keep you up to date!
• Discussions between staff and Caltrans have been ongoing for some time now on the
design of the Hageman Flyer Project. The designation of State Route 204 as historical
caused concern as to the ability to complete the project. However, we received
some good news this week that after multiple rounds of design submittals, Caltrans has
approved the latest design concept! It seems work on the environmental phase of
that project can now resume.
• Congratulations are in order to the members and participants of Keep Bakersfield
Beautiful. The organization received two first place awards from Keep America
Beautiful for its ongoing efforts to remove litter from our streets and activate citizens to
become involved in the effort. A news release with more information is enclosed.
• We had another Metro Bakersfield Animal Control Committee meeting this week and
continue to receive surprises from the County. They had previously proposed $900,000
in additional costs to the shelter budget which we were not made aware of other than
finding it on a Board of Supervisors agenda. In the end, they would have expected the
City to pay a large share of those costs. The County has also resumed its practice of
wanting to charge the partial expense of overhead positions. For example, the County
has proposed charging a portion of four fiscal support specialists’ hours to do the
accounting for the shelter.
In any event, the City is trying very hard to make a cooperative venture work – but
absent a realistic approach to budgeting, it is challenging!

• The City Animal Control Division will be offering free microchipping for dogs with
current licenses at the Holiday Pet Event scheduled for December 8th from 10 a.m. to 4
p.m. at Tractor Supply Company – 2749 Calloway Drive. Please see the enclosed flyer
for more information.
• The contractor for the Westside Parkway Phase 6B plans to move Allen Road traffic
onto the newly constructed bridge on Wednesday, December 12, 2012. Motorists
traveling on Allen Road, between Stockdale Highway and Brimhall Road, should
anticipate periodic traffic delays lasting up to five minutes between 8:30 and 11 a.m.
This will allow the contractor to remove concrete barriers, re-stripe the roadway, and complete other tie-in activities.
This section of Allen Road will continue to operate with one lane in each direction
while the contractor finishes work on the new bridge and eastbound ramps to the
Westside Parkway. All lanes (three in each direction) will open to traffic when this work
is completed in early 2013. Event Information

Keep America Beautiful 2012 Award Recipients

Bakersfield won three first place awards from Keep America Beautiful (KAB)! An astounding
achievement considering KAB has about 600 affiliates and more than 1,000 organizations that
participate in its programs. The awards ceremony will be held during the Keep America Beautiful
National Conference in Washington D.C. on Jan. 29.
Recipient: Keep Bakersfield Beautiful
Category: Affiliate Awards -population of 200,000 and above
Honoring affiliates and volunteers for their efforts to del iver a more beautiful, cleaner and improved
environment through new technologies, improved waste handling and public space stewardship.
Recipient: Keep Bakersfield Beautiful
Category: Great American Cleanup Awards -best activation -population of 200,000 and above
Recognizing affiliates for staging excellent hands-on education programs, involving sponsor
volunteers/products/services during their community improvement activities, and documenting their
support.

Category: National Awards
Honoring outstanding projects and programs concentrated in litter prevention, beautification and waste
reduction/recycling.
The newspaper is being recognized largely for its support and participation in our Litter: It's Beneath Us
campaign which developed as a result of Council Referral #CRMS 192.

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of street sweeper are in Fleet for repairs which is the current case. Areas that have been missed during this time will be swept at the end of the month.
