A. City / County Programs Update
Assistant to the City Manager Steven Teglia provided updates on the following programs:
1. Canvassing program: A total of 5,500 houses visited on 324 different streets in 23
different beats within the City limits, with 1,458 notices to comply issued and 300
citations issued. The program will continue through January 2013.
2. Free Microchip Pilot Program: Event held on November 17, 2012 at Beale Park was
most successful to date with 281 dog licenses issued, 223 rabies vaccinations sold, and
85 microchips implanted. Upcoming event taking place on December 15, 2012 at
Heritage Park. A total of 489 of 500 microchips implanted. An additional 500
microchips are being ordered.
Kern County Animal Control Director Jen Woodard provided the following updates:

1. Free Microchip Program: A total of 449 microchips have been implanted; Bakersfield
Shelter 103; Mojave and Lake Isabella Shelters 15; Local Events 41; Vaccine Clinics 290.
Event held on November 17, 2012 at Beale Park was most successful to date with 147
dog licenses issued, 129 rabies vaccinations sold, and 178 microchips implanted
2. Fabulous Fall Fix Event: The two day event was held in the Lake Isabella area for Lake
Isabella residents. A total of 88 Spray/neuter surgeries, 91 microchips implanted, and
95 dog licenses issued.
3. Home for the Holidays: Adoption numbers have improved from previous year. The
program runs through January 4, 2013.
4. Bakersfield Parade: Informational booth with adoptable animals in a prime location.
Night of December 6, 2012 from 6:00 p.m. - 8:00 p.m.
5. NOR Christmas Parade: Kern County Animal Control will march in the parade with
adoptable animals which will be available for adoption at the conclusion of the
parade.
6. Social Media: Use of Facebook page to expose different animals.
B. Update on Shelter Improvements
Mr. Teglia provided the following updates:
1. Provided before and after pictures of several improvements made to the Mount
Vernon Shelter including: new concrete walkway, tree trimming, rain gutters, repaving
of drainage areas, installation of automatic open/close gate, installation of grate over
trench drain, and additional concrete work in the washout area.
Ms. Woodard provided the following updates:
1. New administration trailers: two 24X60’ trailers connected. Designated areas will
include: a conference room, offices as needed, break room for staff, and public-
licensing and information area. One scheduled to arrive on December 6, 2012; the
second in three weeks. The current administration trailer may be relocated to the new
designated intake area if structurally sound. If it cannot be relocated, other options will
be evaluated.
2. City has updated the lighting in the shelter.
C. Update on Equitable Cost Sharing Evaluation
Mr. Teglia stated there are four components of equitable cost sharing:
1. Intake: Ongoing discussions regarding jurisdiction identification protocols, differences
in the reporting of intake animals from animal control officers and the public, and
animals euthanized in the field which are included in the intake animals.
2. Property/Lease Credit: Ongoing discussions to determine a fair value for both entities.
3. Indirect Overhead / Taxpayer Equity: Involves various County positions which are not
directly involved in providing care to animals.
4. Budget Review / Agreement: Ongoing discussions to increase the City’s involvement in
the Animal Control budget. Unilateral County cost increases include: addition of 15
positions and temporary help positions amended in the FY 2012-13 budget, and the
action to consider approval of a spay/neuter contract in the amount of $900,000, all
without involvement of the City. Spray/neuter data needs to be thoroughly reviewed
and alternatives evaluated for potential cost savings.

City Manager Alan Tandy stated utilizing a percentage of allocation based on intake of
animals at the shelter to determine taxpayer equity neglects that City residents pay
County taxes.
Kern County Administrative Analyst Sandra Quigley stated:
1. Current City/County Green Waste Agreement is the model: Ongoing discussions to
organize an auditing function to allow the City access to how intake data is compiled.
2. Overall Costs: The County could incorporate the City in the process of reviewing the
Animal Control budget with the County Administrators office.
3. Property valuation: Discussions have begun; City will be the lead. Review of the
assessed value of the land and a new lease agreement amount.
4. Indirect costs: City and County budget for indirect costs differently. Ongoing
discussions on mythology of calculating indirect costs and attributes of indirect costs.
Councilmember Ken Weir stated the City needs to be included in discussions regarding
any agreement which would affect its budget. He also requested staff prepare a
description of all the job duties performed by the veterinarian at the animal shelter.
Vice Mayor Couch asked staff to provide the total cost to run the Animal Shelter, not
including any field work. He also suggested an annual audit be conducted to accurately
determine an intake percentage utilized for future year’s costs.
Mr. Teglia stated ongoing discussions regarding protocols of how data is collected and
recorded needs to be determined as well. This will make the data used to determine the
intake percentage accurate.
Ms. Quigley stated there is an audit function in the model green waste agreement which
will be utilized and modified to animal control services.
Supervisor Mike Maggard stated County staff has been instructed to modify the
spray/neuter agreement with Angel Dogs, which was on the agenda for approval by the
Board of Supervisors on December 4, 2012, to end in June of 2013. Measures will also be
taken to make sure the City is properly informed of all related matters in the future. Mr.
Maggard also stated he was concerned an agreement would not be reached by June,
2013, when the interim agreement will expire. The Committee may need to consider
extending the current agreement if progress is not being achieved in a timely manner.
Supervisor Scrivner requested staff prepare a report to address the concern of taxpayer
equity for City residents who also pay County taxes. Staff is also to evaluate whether
animal control is a mandated service like the District Attorney Office.
