HomeMy WebLinkAbout12/14/2012 OFFICE OF THE CITY MANAGER December 14, 2012 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT SUBJECT: General Information Miscellaneous News • We met with the High Speed Rail Authority this past Wednesday as part of our ongoing process. Representatives from the County, COG, Save Bakersfield, Dignity Health and World Oil (The Commons) were present. In the future we plan to include any other interested groups or impacted property owners. An idea was raised roughly as follows: The Authority does not have enough money in its initial funding to build into downtown Bakersfield - they will stop the actual rail perhaps near Shafter or North of that. Nonetheless the environmental work is planned to be adopted - along with a preferred route through Bakersfield negatively impacting property values - the ability of owners to plan - in some cases necessitating protective lawsuits and related. So the concept that arose was to adopt an interim plan from the point near Shafter into downtown which says they will simply merge their line to the BNSF to the Amtrak Station. Since it will not be built for years it is a paper plan only which under this condition causes no one harm. Later additional environmental work would be done to convert the interim plan to a permanent plan which might include the current and or other alternates that are as yet unstudied. That planning effort would start right away but resolution would be several years away. So the bottom line is- that if it can be done it would give more time and opportunity to devise an acceptable plan while not interfering with the Authority's short term plans. The Authority has many constituencies and legal factors to consider in deciding if they can do this but they have agreed to take a look. We have asked for a response within two weeks. • We received quarterly sales tax information this week – it is positive – a 2.52 percent increase over the same quarter last year. As predicted, the double-digit quarter-over- quarter increases we previously experienced are a thing of the past. We are on track to meet the projected 3 percent sales tax growth rate we predicted for the current fiscal year. More detailed information by industry will be available to us in the coming weeks. A memo from Finance Director Nelson Smith is enclosed. • The City Animal Control Division will be co-hosting a low-cost rabies vaccination and licensing clinic on December 15th from 9 a.m. to 12 p.m. at Heritage Park – 2320 Mt. General Information December 14, 2012 Page 2 Vernon Ave. Staff will be offering reduced-cost vaccinations and be selling licenses and implanting free microchips for dogs with current licenses. The quarterly and annual trend information is as follows: Comparing the most rece nt quarter with t he same quarter last year - positive { +) 2 .52 %. Comparing the most recent four quarters with the prior four quarters - positive { +) 3.27 %. These results are generally in lin e with our budget projections for the current fiscal year, which estimated sales tax growth at an annualized rate of 3.0 %. Why or What is the Purpose: Rabies vaccinations and licensing is required by law. Vaccinations offered at a reduced cost and both agencies will available to sell licenses and implant free microchips. The micro chipping effort is a pilot program focused on minimizing the impact of impounded animals entering the shelter. Department of Recreation and Parks Date: December 11, 2012 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: November 2012 Monthly Report ADMINISTRATION:  November Monthly Total Attendance: 40,332 (Includes all programs, reservations and volunteers combined for the month.) o Unimproved Median Island Study – Pre-Construction conference was held on November 27, 2012. Work will likely begin in January 2013. o Bright House Networks Amphitheatre: o November 3rd – Yokuts Park, Juvenile Diabetes Research Foundation Walk/Run – 300 Guests. o November 4th – TPRW, the Leukemia & Lymphoma Society Walk/Run – 400 Guests. o November 10th – TPRW, Alzheimer’s Association Walk/Run – 500 Guests o November 17th, Yokuts Park, Bakersfield Homeless Shelter – 400 Guests. Total Attendance: 12,618 – Reservations/Special Events AQUATICS: o Total attendance for City aquatic programming is 1,905 which is an increase of 5.2% as compared to the same time last year of 1,810. The increase can be attributed to: 1) an increase in both lap swim and SCUBA attendance. • 100 Mile Club: o The 100 mile lap swim club is currently made up of 315 active members. The club has swum a combined total of 109,976 miles. One year ago the club had swum a total of 87,355 miles. We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS NOVEMBER MONTHLY REPORT PAGE TWO Other Aquatic News: o Some of the activities taking place at City pools in the Fall include: o Open Swim o Lap Swim o 100 Mile Club o Diving o CPR/First Aid Courses o Lifeguard Courses o SCUBA o Kayaking o Water Walking o Water Safety Presentations • Total Attendance: 1,905 ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of November was 22,507. There is an increase of 12.5% from last year’s monthly attendance of 20,015. This is due to the number of teams in the Fall Softball League and softball tournaments at Mesa Marin Sports Complex. • Adult Softball League: o Tuesday night teams are the only divisions that completed their Fall League and received awards this month. o Connors Concession reported earning $8,362 in sales for the month of November at Mesa Marin Sports Complex. o Two large tournaments were held at the Mesa Marin Sports Complex this month. An ASA softball tournament on November 10th and 11th with 31 teams participating and a USSSA softball tournament on November 17th and 18th with 27 teams. • Adult Adaptive Co-Rec Softball League: o The teams completed the league on Thursday, November 29th with each team receiving a trophy and t-shirts. o Donation Total: o $665.00 Other Sports Highlights: • Junior High School Tennis classes were held this month at Jastro Park with 3 participants. • Pee Wee Tennis continued this month at Jastro Park with 3 participants. • Adaptive Youth Tennis also completed their classes this month with 12 participants. • In addition to the above programs, staff are currently working on the following: CPRS District 15 Professional Development Conference Mesa Marin Softball Tournaments Spring Brochure—Sports and Adaptive Classes and Programs Total Attendance: 22,507 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS NOVEMBER MONTHLY REPORT PAGE THREE DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: o Overall attendance for the Martin Luther King, Jr. Center was 2,510. Attendance was down 11% from last November. The drop was due to a large rental held last year and not this year. Youth Garden o The youth gardeners are harvesting the cabbage and radishes. They have enjoyed tasting all the delicious vegetables from the garden. Healthy Cooking for Kids o The participants learned to make a pilgrim stew. It was such a big hit that they were requesting second and third bowls of the stew. Other dishes they learned to make included raisin and carrot salad and turkey burgers on an English muffin. o A topic of discussion during the class centered on vitamin B & C and how they get washed through the body and need to be replaced frequently for good health to be maintained. o Volunteer Total: o $440.00 o Donation Total: o $105.00 Total Attendance: 2,510 SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center Total attendance for Silver Creek Community Center was 472, compared to 1,062 in 2011. The attendance in 2011 included park reservation attendees which inflated the overall attendance figures. There were “0” rentals for Silver Creek Community Center in November. After School Fun • Attendance: Daily Average: 14 Monthly: 224 • Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 320 as compared to last year of 260. There were 0 rentals for the Saunders Recreational Facility. o Hockey Program o League started in November, registrations still outstanding. o Soccer o Finalizing league play-offs, new season delayed until December. DEPARTMENT OF RECREATION AND PARKS NOVEMBER MONTHLY REPORT PAGE FOUR • Total Revenue/Silver Creek & Saunders o Silver Creek $1,352.00 o Saunders Multiuse Facility $0 (Less program fees paid in prior months)  Total: $1,352.00 • Total Attendance for Silver Creek & Saunders Recreational Facility : 792 PARKS: o Kern River Parkway o Beaver activity was found damaging trees around Lake Truxtun. Staff wrapped trees with green plastic wrap to preserve and prevent any further damage to trees. o Coffee Road o Agreement with county area on east side at Norris Road was canceled and given back to the County to maintain. Staff cleaned and trimmed area prior to this on 11/2/12 and 11/5/12. o Campus Park South o The small hill side at the park was leveled, graded and the irrigation was repaired accordingly. Staff seeded the dirt area and planted six trees at the location to replace the three that were removed. The job was completed on November 5th. o Sister City Gardens o Twelve (12) Deodora Cedar trees surrounding the Korean Garden were replaced with proper cedar shrubs on November28th. o Mill Creek Mill House Project began in early November ½ block south of the Sister City Gardens. o Nick Fidler will use our departmental masonry contract to have the Sister City stage front modified to minimize impact of skateboarders. The project entails adding brick to the leading edge of the stage and river rock to the new vertical surface to match the nearby planters and dissuade skateboarding. o Enos Lane o Cement parking stop blocks for parking spaces in parking lot were vandalized and stolen on 11/19/12. A request for replacement was forwarded to Signs and Striping Division. o The annual tree contractor, Stay Green, has completed trimming at the following locations: o Wilson Park o Planz Park o Wayside Park o City staff has completed safety pruning trees in the following areas: o Chester Avenue between Truxtun Avenue and Garces Circle o ROW and alleys in a six block radius around Siemon Park o On November 15th, nine trees were planted on South H median islands from Brundage Lane to Pacheco Road. o Trees Trimmed: 74 Clearance: 455 Removals: 32 o Service Tickets received: 267 Completed: 222 We enhance the quality of life through a variety of programs, parks, and partnerships. Repairing curb & gutter at various bus stops on major streets NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of street sweeper are in Fleet for repairs which is the current case. Areas that have been missed during this time will be swept at the end of the month.
