Miscellaneous News
• Congratulations are in order for Nick Fidler who has accepted the Assistant
Public Works Director position. Mr. Fidler formally held the position of General
Services Superintendent. We look forward to Mr. Fidler’s experience and
expertise being an asset to the City for many years to come.
• Kern County has the second best commuter traffic rankings among
California’s eleven major metropolitan areas, according to an analysis
released this week by business blog On Numbers. The results show that the
average travel time to work in Kern County is 23.4 minutes. One in three Kern
workers have a commute time of 14 minutes or less.
• We are in the process of drafting meeting calendars for each of the 2013
Council Committees. They will be transmitted to all Councilmembers next
week for review and feedback.
Budget News
The Governor’s Office released its preliminary budget for next fiscal year this
week. The Governor’s budget is being touted as balanced, however the
independent Legislative Analyst Office recently projected a $1.9 billion
deficit come June 2013. The reality is it is very, very early in the budgeting
process. Although the projected deficit by the LAO is substantially less than
in previous years, we remain cautious – as the state tends to deal with their
budget problems by looking to counties and cities to make up the shortfall.

TRIP News
Motorists are advised to anticipate nighttime lane closures near the
intersection of Coffee Road/Brimhall Road from January 13-17, 2013. The
lane closures will affect alternating lanes between the hours of 9 p.m. and 5
a.m., as the contractor for the Westside Parkway continues work on a storm
drain installation in the area. The lane closures will occur through the
intersection, and to the west on Brimhall Road. At least one lane in each
direction will remain open to traffic at all times. All lanes will be reopened in
time for the morning commute. Event Information

Subject: December 2012 Monthly Report ADMINISTRATION:
December Monthly Total Attendance: 12,627 (Includes all programs,
reservations and volunteers combined for the month.)
o Special Event Reservations:
o December 1st – Beach Park, Clubes de Peru, Soccer- 200 Guests
o December 8th – Beach Park, Bakersfield Recovery Services, Inc., Toy Drive & Recovery Festival – 300 Guests
o December 9th Beach Park, Salvation Army, Toy Run – 250 Guests Total Attendance: 2, 210 – Reservations/Special Events AQUATICS:
o Total attendance for City aquatic programming is 1,067 which is a
decrease of 21% as compared to the same time last year of 1,355. The decrease is attributed to a decline in lap swim attendance.
• 100 Mile Club:
o The 100 mile lap swim club is currently made up of 327 active
members. The club has swum a combined total of 110,660 miles. Once year ago the club had swum a total of 88,523 miles.

• Total Attendance: 1,067

o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of December was 5,386. There is a slight decrease from last year’s monthly attendance of 7,136 due to
the number of softball games played in December to finish the Fall league and having only one softball tournament compared to two last year at Mesa Marin Sports Complex.
• Adult Softball League:
o All the divisions in the Fall League completed their season in December
except for the Tuesday night teams which were finished in November. Several teams were so close that we held five (5) championship games to
determine the winners. Kern Trophies donated all the 1st and 2nd place
trophies for the league.
o Connor’s Concession reported earning $2,728.49 in sales for the month of
December at Mesa Marin Sports Complex.
o Donation Total:
o $1,610.00 (Softball Trophies) Other Sports Highlights:
• Spring Softball League
• All Spring brochure classes and programs. Total Attendance: 5,386 DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER:
o Overall attendance for the Martin Luther King, Jr. Center was 2,880.
Attendance was down 21% from last December. The drop was due to a
large rental consisting of 800 participants held the previous year. Healthy Cooking Class
o The cooking participants have been enjoying various vegetables from the MLK garden.
They are learning how to make delicious creative salads with the ingredients grown.
o An instructor at the center is teaching the participants about the bad effects of too
much sugar and how to read labels on packages. They were also taught how to properly set a table. Dance Recital
o The MLK dancers held a dance recital at the center on Saturday, December 22nd.
Participants were able to perform for their parents and friends. A social was held with refreshments for the attendees. Kwanzaa
o Kwanzaa was held at the center on Friday, December 28th with an estimated 350
people in attendance.
o A total of seven (7) vendors were on hand to offer a variety of African culture crafts and
memorabilia. The program consisted of a performance from our MLK dancers, the
Compton Dancer’s, a book reading, a short history of Kwanzaa by Bakari and a one
hour long documentary on Kwanzaa.
o The Women’s New Spirit group fed all of the participants.

o The center started a Zumba class in connection with Stop the Violence group. It is held
on Tuesday and Thursday mornings at 9:00 am.
o The class was discontinued due to the instructor accepting another job and she began
conducting the class in the evenings.

SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center
Total attendance for Silver Creek Community Center was 405, compared to 680 in
2011. The attendance in 2011 included park reservation attendees which inflated the
overall attendance figures. There was one (1) rental for Silver Creek Community
Center in December. After School Fun
• Attendance: Daily Average: 12 Monthly: 170*
(No program on school holidays: 12/23-1/3)
• Saunders Recreational Facility
o Total overall attendance for the Saunders Recreational Facility was 679 as compared
to last year of 320. There was one (1) rental for the Saunders Recreational Facility.
o Hockey Program
o The total league registration revenue was $3,105. The City’s profit was
20% at $621.
o Soccer
o Play-offs extended through December. New season delayed until
January.

o Coffee Road west side of Olive Drive to Hageman Road – Development of the empty
field adjacent to Linear Park Phase I is underway. Existing water service that supplies irrigation runs through this location will be relocated. Meetings with developer to
follow. TPRW
o Staff prepared BHN Amphitheatre for tours being conducted with potential
management groups from 12/5/12 through 12/7/12. KRPW Bike Path
o Pre-emergent was applied at several locations along the bike path including Kern
River Uplands. Garces Circle
o A Keep Bakersfield Beautiful volunteer group headed by John Enriquez finished a
shrub planting and illumination of the Father Garces statue at Garces Circle on
Saturday, December 8th. The group created a new planter on three sides of the statue
to improve aesthetics with shrubs and installed spot light to illuminate the Father
Garces statue which has been a focal point of the traffic circle for decades. Pin Oak Park
o The small tot lot equipment installation was completed on Thursday, December 6th. Greystone Park
o The motion sensors and the emergency release buttons to the restrooms that were
vandalized the month prior arrived and they were repaired on December 14th. The
locking system is again controlled by the Maxicom System.
o The annual tree contractor Stay Green has completed trimming at the following locations:

Silver Creek Park
o City staff has completed trimming at the following locations:
Fire Station 15, Buena Vista Road
Seven Oaks Country Club entrance.

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of
street sweeper are in Fleet for repairs which is the current case. Areas that have been missed during this time will be swept at the end of the month.
