Miscellaneous News
• Congratulations are in order to Ralph Braboy who has been promoted to
Wastewater Manager. Mr. Braboy has been serving as Acting Wastewater Manager
since August 2012. For the previous 10 years Mr. Braboy worked in the Design Division
of the City’s Public Works Department. A memo from Public Works Director Raul
Rojas is enclosed.
• Bidding began this week for a project to improve Masterson Street from State Route
178 to Panorama Drive. We are expected to award the contract by March 20th and
anticipate a 30 day schedule for construction activities. We will keep you informed
of the progress.
• You may notice there are multiple General Plan Amendments and Zone Changes
on next week’s City Council meeting agenda. The uptick in this type of activity is
consistent with other fiscal indicators showing some small improvements in the local
economy. We are hopeful the pattern continues – however we still have multiple
threats looming which have the ability to negate any positive signs of recovery!
TRIP News
Alternating northbound lanes of Coffee Road, from Truxtun Avenue to Brimhall
Road, will be closed at night beginning February 12-14, 2013. The closures will
remain in effect between the hours of 9 p.m. and 5 a.m. The closures will allow the
contractor for the Westside Parkway to continue installation of a storm drain. At
least one northbound lane will be open at all times. Southbound lanes will not be
impacted at this time. All lanes are expected to re-open in time for the morning
commute.
Nighttime lane closures will continue on State Route 99 next week (February 10-11,
2013). Motorists are advised to anticipate alternating southbound lane closures on
State Route 99 between the Ming Avenue and White Lane interchanges. The
closure will be in effect between the hours of 8:30 p.m. and 4:30 a.m. Northbound
lanes will not be impacted at this time. All lanes are expected to open in time for
the morning commute. The closures will allow crews to drill for soil samples in support
of the preliminary engineering and environmental work underway for the
Centennial Corridor Project.

SUBJECT: Cost of Sidewalks Around the Padre Hotel
Council Referral No. CRMS # 353 (Ward 2)
Councilmember Maxwell requested that staff provide the cost of the new sidewalks
around the Padre Hotel.
The costs for the block improvements west of “H” Street, between 18th and 19th Streets
were divided into 1) costs for improvements to public property and 2) costs for
improvements to private (Padre Hotel) property.
The costs for improvements on public property totaled approximately $235,000. These
costs were paid for from Community Development Block Grant (CDGB) funds as a benefit
to a low- and moderate-income area, and included the following:
Sidewalk materials and construction - $84,000;
Street materials and construction - $60,000;
Removal of existing sidewalk/road (demolition) - $46,000;
Landscaping - $37,000; and
Mobilization, traffic control, testing, and signage - $8,000.
The costs for improvements to private property totaled $106,000. These costs were paid
from CDBG as an economic development activity. Thus, as required by HUD for
economic development activities, the City has an agreement with the Padre hotel to
assure job creation of at least 4 full-time equivalent positions available to low- and
moderate-income persons over a 5-year period following the completion of the project.
Since the work was completed in fall 2012, the Padre’s first report will be due to the City in
July 2013. Early indications are that the Padre will meet or exceed this requirement in their
first year of reporting. HUD requires at least 1 job created for every $35,000 of CDBG
funding spent on economic development activities. Costs associated with private
improvements can be summarized as follows:
Staging area improvements - $51,000;
Removal of existing staging area (demolition) - $23,000;
Lighting - $18,000;
Street improvements - $10,000;
Patio areas - $7,000; and
Mobilization, testing, and signage - $$7,000.
The project was bid as a single construction agreement to save on cost and ensure
coordination of construction activities.

SUBJECT: LED Lighting in the Downtown Area

Staff has reviewed replacing the High Pressure Sodium (HPS) overhead lighting and
bollards in the downtown area with LED fixtures. In fact, a pilot program for converting
standard cobra overhead street lighting in a portion of downtown is just being
completed.
After researching LED retrofit kits for bollards and decorative acorn fixtures on Chester
Avenue, staff was unable to find LED conversion kits. Other types of energy efficient
lamp replacements for both the bollards and decorative fixtures, which are cost
effective and provide quality lighting, have been evaluated. Staff has found compact
florescent kits for the HPS lamps in the bollards for the downtown area which are similar
to the compact florescent bollards installed on Q Street. To date, the lamps in the
bollards on Chester Avenue have been converted to compact florescent. Metal
halide lamp conversion kits for the decorative acorn fixtures on Chester Avenue have
also been located; replacement of the HPS lamps with metal halide lamps on Chester
Avenue has begun. Both the compact florescent lamp and metal halide lamp provide
a bright white light similar to LED.
A pilot program to evaluate the use of LED fixtures on standard cobra overhead street
lighting has been implemented. Through this program HPS street light fixtures have
been replaced with energy efficient LED street light fixtures on three roadway segments
which included H Street from Truxtun Avenue to 21st Street. Based on the success of the
pilot program, staff will propose to expand the LED conversion program to replace all
HPS street light fixtures in the city with LED fixtures. A conversion of this magnitude will
take several years to implement and require staff to explore various financing sources
which will ultimately be paid back through energy savings.
Councilmember Maxwell requested that staff look into replacing the lights in both the
bollards and overhead lighting downtown with LED lighting.

SUBJECT: Timeline for Wet Play Area at Siemon Park Council Referral No. 352
Councilmember Weir requested that staff find a way to move up the time for
completing to wet play area at Siemon Park so that residents could use the
facility during the summer months.
At the November 8, 2012 City Council meeting, the City Council approved a
plan recommended by the Community Services Committee to replace the
dormant pool at Siemon Park with a wet play area. An appropriation of $59,500
accompanied this action to begin the demolition process of the pool structure.
The demolition process is currently underway.
At that time, staff had identified an April 2014 opening date for the wet play
area.
The February 13, 2013 City Council Agenda includes an item where staff is
recommending the City Council move forward with the purchase of the wet
play equipment, as well as the appropriation of $150,000 for this purchase.
If approved, the accelerated purchase of the equipment would assist in moving the project completion time up significantly. Historically, we have experienced
up to a 16 week period of time between when the order is made and when we
receive the equipment from the vendor.
Public Works staff has reevaluated its project schedule based upon moving up
the order date of the equipment. Assuming no delay in receiving the equipment
or other unforeseen issues, staff has determined a July 1, 2013 opening date for
the wet play area at Siemon Park is attainable.
