This will be the second year in a row where runoff is significantly lower than normal. If the forecasting holds true, we will likely experience less than optimal flow in the river through the City as the year progresses.  The recent weather has created a nice backdrop opportunity for pictures taken of the progress on the Westside Parkway. Enclosed are a few pictures taken within the last week with the new freeway and snow in the mountains in the background.  The City of Bakersfield Public Works Department has received an invitation from the American Public Works Association (AWPA) to make a presentation at its annual conference in Chicago in August. The presentation will feature the Solid Waste Division's award winning and nationally recognized programs regarding food waste and big box container recycling. Public Works staff has contacted Kern County Roads Department regarding any plans or funding possibilities to construct this section of road to full width including curb/gutter and sidewalk. Councilmember Sullivan requested that staff investigate the entrance to the Park Circle development located northwest of Ming and Stine to determine the possibility of installing a sidewalk just north of the entrance. These factors include, but are not limited to:  Useful life of equipment - Recommended useful life of equipment is determined based on experience. A vehicle is not recommended for replacement solely because it has reached the end of its useful life. Recommended useful lives are set to ensure that sufficient funds are collected from the using department when the item is replaced.  Repair and maintenance costs / records – Fleet staff reviews the service records of vehicles recommended for replacement. For instance, if a vehicle has consistent repair issues, fleet staff may recommend replacement because repair costs are high. New equipment comes with a warranty which can lessen repair costs.  Downtime of equipment – Related to the previous item, equipment with high downtime is looked at for recommended replacement, especially when the equipment is linked to critical services. Refuse service is considered a critical service.  Parts availability – Fleet staff also looks at parts availability when recommending equipment to be replaced. Some manufacturers have replacement parts available for only seven to ten years.  Mileage – In most cases, vehicles that have reached the end of their useful lives and which do not have high repair costs are not recommended for replacement if mileage is below 100,000.  Air quality control regulations – The City’s motor pool vehicles are subject to regulations of the California Air Resources Board . For instance, diesel equipment must be retrofitted or replaced within mandated time frames. Councilmember Maxwell requested that staff provide information regarding the depreciation and replacement criteria for refuse trucks, specifically those currently scheduled for replacement. If a refuse truck is down, a spare refuse truck is used. However, a limited number of spares are in service to keep operating costs down. Refuse trucks possess many mechanical and hydraulic parts; the continual cycle of lifting and re-setting trash containers puts a high level of strain and wear on these components. In order to minimize break downs, reduce the need for spare vehicles, and maintain acceptable service levels to the community, these trucks must be consistently ready to operate in a safe, reliable manner. The two vehicles that are currently recommended for replacement are front-loading refuse diesel trucks that were purchased in 2004 with an in-service date of January 2005. Both vehicles will be replaced by natural gas vehicles, thus contributing to the City’s commitment to cleaner air. These two vehicles have an average of over 130,000 miles. Replacement costs for refuse trucks are amortized over eight years to ensure sufficient funds are on hand to replace the truck at the end of its anticipated useful life. Based upon input from various sources (Solid Waste staff, mileage usage, maintenance records, condition of cab, chassis, and condition of body, and downtime), staff recommends that the two refuse trucks be replaced. There is a long lead time in acquiring refuse trucks - approximately nine months or more. Timely replacement of these two refuse trucks will contribute to continuity of acceptable customer service levels. Ideally, the westbound approach at the internal parking lot drive aisle intersection north of Rosedale Highway would be removed or moved north. The southbound stop sign could then be removed and traffic would flow much better. However, this would create less convenient access to the parcels to the east due to the current location of the Hungry Hunter restaurant. Also, Caltrans has been contacted in the past to add more southbound green time at the intersection of Rosedale Highway and Camino Del Rio Court. This is to help clear out the traffic from stack up into the center’s parking area. The best ingress/egress is at the signalized intersection at Costco’s west entrance. However, this intersection is underutilized due to the orientation of the building and parking area. Staff will contact owners/management of the Costco on Rosedale Highway. Staff will also request Caltrans to re-evaluate the signal timing at Rosedale Highway/Camino Del Rio Court (Costco’s east entrance). Councilmember Maxwell requested that staff approach the owners and management of the Costco on Rosedale Highway to discuss the ingress and egress to the facility, with the intent to improve it. This also applies when a large number of street sweeper are in Fleet for repairs which is the current case. Areas that have been missed during this time will be swept at the end of the month. Contracts for the programming listed below are set to expire as indicated, and AT&T is making every effort to reach a fair agreement to continue carriage. However, if a reasonable agreement cannot be reached with such programmers, we will no longer have the rights to carry their programming on U-verse lV. While the programming listed below will continue to be available to U-verse members so long as AT&T has rights to carry it, if a reasonable agreement cannot be reached with the programmer the programming will no longer be available at that time. March 2013: As previously noticed, AT&T's contract with the programmer for the following channels is set to expire. While the following channels will continue to be available to U-verse members so long as AT&T has the rights to carry it, AT&T may modify the channel location for the programming by moving some or all of the following channels from their current channel location to a channel between 9501-9599, and if a reasonable longer term agreement cannot be reached with the programmer, we may lose the rights to carry the following channels (listed in alphabetical order) on U-verse 1V in March 2013: Halogen (channel1492 in HD), and Star India (channel 3706). As soon as March 215', Fox Deportes {channel655) may no longer be in the Sports Package. Fox Deportes will continue to be available in U300, U300 Latino, U400, U450, U450 Latino, and Paquete Espanol. April2013: AT& T's contract with the programmer for the following channels is set to expire. While the following channels will continue to be available to U-verse members so long as AT&T has the rights to carry them, AT&T may modify the channel location for the programming by moving some or all of the following channels from their current channel location to a channel between 9501-9599, and if a reasonable longer term agreement cannot be reached with the programmer, we may lose the rights to carry the following channels (listed in alphabetical order) on U-verse 1V in April 2013: Estrella (channel3024), GMA Pinoy (channel3683), HITN (channel 3055), Inspiration Network (channel 564), La Familia Cosmovision (channel 3056), and lee 1V (channel 3702). As soon as April14, the AT&T Yahoo! Games application on U-verse TV (channel92) will no longer be aval\able.
