Phase II includes four soccer fields and four football fields. The attached picture shows the progress that has been made.  The draft California State Rail Plan, which will lay out a vision for freight, passenger and high-speed rail, is available on the internet at http://californiastaterailplan.com. Comments can be submitted through March 11th. TRIP News  The driveway access off Truxtun Avenue, between Commercial Way and Empire Drive will permanently close on Friday, March 15, 2013. The closure is needed to complete the widening of Truxtun Avenue from four to six lanes, between the future Westside Parkway on- and off-ramps and State Route 99, to better facilitate traffic merging to and from the new freeway. The City street access for this area – from Truxtun Avenue via Commercial Way and Commerce Drive – has and will continue to remain open. This driveway originally provided additional access to the business area on the south side of Truxtun Avenue, but has been limited to eastbound right turns in and out only while the Truxtun Tie-in portion of the Westside Parkway has been under construction.  Motorists are advised to anticipate nighttime lane closures on State Route 99 and State Route 58 on March 10-11, 2013 to allow crews to drill for soil samples in support of the preliminary engineering and environmental work underway for the Centennial Corridor Project. Crews will also be working in the westbound State Route 58 connector ramp to northbound State Route 99, but access to State Route 99 will be maintained at all times. The closures will remain in effect between the hours of 7:30 p.m. to 5 a.m. The outside lanes of southbound State Route 99 will be closed between the Rosedale Highway and Airport Drive interchanges, including the off-ramp to Rosedale Highway. Access to Rosedale Highway will be maintained at all times, and all lanes are expected to reopen in time for the morning commute. General Information March 8, 2013 Page 2 News from the Convention and Visitors Bureau ☺ March in Bakersfield is starting off with lots of visitors. Last weekend, the CIF Boys Wrestling State Championships were held at Rabobank Arena for the tenth year in a row. Outstanding young athletes and their families from throughout the state convened in Bakersfield, filling up hotels and restaurants. Last year, CIF awarded Bakersfield an additional three-year bid, so Boys Wrestling is guaranteed to be at Rabobank Arena through 2015. Following on the heels of CIF Wrestling, the 55th March Meet is underway at Auto Club Famoso Raceway this weekend. Festivities began with a traditional kick-off party this past Wednesday, followed the next night by an open forum of drag racing stars from the past and present at Buck Owens’ Crystal Palace. March Meet always attracts visitors from throughout the world, so it promises to be another busy weekend for Bakersfield hotels, restaurants, and retailers. Department of Recreation and Parks Date: March 7, 2013 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: February 2013 Monthly Report ADMINISTRATION:  February Monthly Total Attendance: 23,700 (Includes all programs, reservations and volunteers combined for the month.) o State Farm Sports Village – Fertilizer injection system has been approved by Environmental, Public Works, and Recreation and Parks and will be installed in early March. o Uplands of the Kern River Parkway – Final walk through was completed on January 31, 2013. Vandalized signs are being replaced and seed germination is being addressed. o Special Event Reservations: o February 2nd – TPRW, Bakersfield Track Club Run/Walk – 300 Guests o February 16th – Wayside Park, Color me Rad Run/Walk – 1,000 Guests o February 17th – Beach Park, Clubes de Peru Soccer Tournament – 200 Guests Total Attendance: 4,618 – Reservations/Special Events AQUATICS: o Total attendance for City aquatic programming is 9,464 which is 5.3% increase as compared to the same time last year. This was due to the increase in the high schools swim teams.  McMurtrey Aquatic Center: o Monthly attendance at the McMurtrey Aquatic Center was 6,186 compared to last year’s 5,651. This 9.5% growth was due to the increase in the attendance (944) for the high school swim teams.  100 Mile Club: o The 100 mile lap swim club is currently made up of 347 active members. The club has swum a combined total of 112, 198 miles. One year ago the club had 284 active members and swum a total of 91,788 miles! DEPARTMENT OF RECREATION AND PARKS FEBRUARY MONTHLY REPORT PAGE TWO  High School Swim Teams: o Jefferson Pool attendance for February totaled 1, 009 o Silver Creek Pool attendance for February totaled 2,269  Make a Splash: o The Make a Splash drowning prevention program provided Parent CPR and First Aid Training to 10 adults with preschool aged children this month. Staff has booked several Water Safety Presentations in March. Other Aquatic News: o Some of the activities taking place at City pools this winter include: o Lap Swimming o 100 Mile Club o CPR & First Aid Classes o High School Swimming, Diving & Swim Meets. o SCUBA o Water Walking  Total Attendance: 9,464 ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of February was 6,410. Attendance increased by 24% as compared to the same time last year. The increase in attendance is attributed to the introduction of a new Adaptive Basketball League and the Spring Adult Softball League that began earlier this year.  Adaptive Programming: o The newly introduced Adaptive Basketball League continued games through the month of February. The league consisted of seven teams, with games held weekly throughout the months of January and February at Dr. Martin Luther King, Jr. Center. Modeled after the Departments Adaptive Softball League, the program proved to be a tremendous success!  Athletic Programming/Adult Softball: o The Spring Adult Softball League has 172 teams registered, 108 Men’s and 64 Co-ed. The Spring League will begin March 11th. o The city also hosted an ASA Umpire Certification Training for Slow Pitch on Monday, February 4th. Umpires were required to attend the training and successfully pass all requirements in order to be certified for 2013. o Connors Concession reported earning $3,393.78 in sales at the Mesa Marin Sports Complex. o An ASA Softball tournament was held on February 16 & 17 at the Mesa Marin Sports Complex. Thirty Four teams participated in the tournament. We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS FEBRUARY MONTHLY REPORT PAGE THREE o The Valentines Run for Your Heart 5K/10K Run/Walk was held on Saturday, February 9th at CSUB. There were 350 runners who competed for the special heart awards and prizes. Thirty (30)Volunteers from CSUB P.E.A.K. along with 180 volunteer hours by the department helped make this program a success.  Volunteer Total: $ 1,728.00 Other Athletics & Adaptive Programming News: o Some of the activities staff are currently working on include: o Soccer Camp o Adaptive Basketball League o Spring Adult Softball League o Golf Lessons o 2nd Annual Quality of Life Presentation Series o Softball Tournament Rentals o St. Patrick’s Day 5K Run/Walk o CSUB Health Presentation Series o ASA National Tournament o T-Ball & Pee Wee T-Ball o Summer Brochure Information o Pee Wee Sports o Adaptive Softball League o Tennis Classes o League of Dreams – Adaptive T-Ball Total Attendance: 6,410 DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: o Overall attendance for the Dr. Martin Luther King, Jr. Center was 2,444. Attendance was down 11% from last February. The decrease was due to lower participation in the after school program and afternoon fitness. o Read Across America o The 16th annual Read Across Bakersfield took place at the center on February 28th. The event is sponsored by the Bakersfield Elementary Teachers Association and Read Across America. Several local teachers read books to the children and promote the larger event held at the Fox Theatre. o Adaptive Basketball o The Adaptive Basketball program was held at the MLK center with much excitement to our regular participants. The program was well received by the participants who watched and cheered for the league. o Volunteer/Donation Total: $ 1,160.00 Total Attendance: 2, 444 SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center Total attendance for Silver Creek Community Center was 486, compared to 718 in 2012. There were no rentals for Silver Creek Community Center in February. After School Fun o Attendance: Daily Average: 11 Monthly: 210 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS FEBRUARY MONTHLY REPORT PAGE FOUR o Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 278 as compared to last year of 320. There was one rental for the Saunders Recreational Facility on February 17th, Derby Revolution – 50 guests in attendance. o Hockey Program o Revenue for current league reported in December 2012 – 38 registered. o Soccer o New season is starting slow due to team registrations.  Total Revenue/Silver Creek & Saunders Recreational Facility o $1,754.00 o Total Attendance for Silver Creek & Saunders Recreational Facility : 764 PARKS: TPRW o Prepped TPRW East & West ends for installation of ramps to access lakes. o The Ramp project to start March 7th, Jim Alfter. Aera Park o Prepped Aera Park Parking lot for Opening Day Baseball on February 23, 2013. All curbs were painted, planting and all parking lot lights were re-lamped. Flags were replaced at all locations. Cones were set up along curb line at both entrances to AERA Park. Streets department swept all curbing within the parking lot. Over 3,000 people attended opening day. Mesa Marin Sports Complex o Nishko Staff members added the final infield “topping” material of calcine clay in early February as final preparation of the softball fields prior to 2013 league play. o A water main leak on a 10” irrigation line was found on Monday February 4th. The line was repaired on the 6th of February. A leak with a 4” line also occurred and was repaired on the 7th. Sister Cities o Public Works completed installation of a south and east fence and gate System. Siemon Park o The park is transitioning from a pool to a wet playground. The pool and decking were removed this month. Construction is anticipated to start on the wet playground in March/April. Ashe, Stine & McCutchen o Public Works – The landscape improvements to existing median islands Phase I – Ashe Rd – McCutchen Rd – Stine Rd. The project was completed and the 365 day maintenance period began on February 8, 2013 and is scheduled to end on February 9, 2013. Kroll Park o The addition of concrete adjacent to north entrance of dog park and regrading of the areas at both north/south entrances were completed on 2/19/13. DEPARTMENT OF RECREATION AND PARKS FEBRUARY MONTHLY REPORT PAGE FIVE Sports Village o Curb in parking lot adjacent to concession building repainted red by General Services. Fountain Grass along Play Fair Drive completed on 2/15/13. Windermere Park o A main line broke next to the driveway to the sump. Repairs were completed on February 20th. Wall Repairs o Streets Division used our annual contract to close the access into a cul-de-sac at Pin Oak Drive at South Laurel Glen following a council member request. o Remaining 2012 wall repairs include: o McKee at Mt. Ridge o Sandstone at Mt. Ridge o Oswell Street at Oswell Park o Buena Vista at Soltierra o Gosford at Westwold o Repair delay for the above is due to difficulty in locating similar repair materials or damage was of minor nature. We will wait to combine with another bid request. o 2013 wall repairs include: o Parkview at White Lane o Stockdale at El Rio o Buena Vista at Calico Peak o Akers at Whitegate o Trimming project on Old River, on west side of Discovery Ridge Way to railroad tracks was completed. o Crews started trimming on Campus Park Drive south side from Buena Vista to Mountain Vista Drive. o Oxley’s Pest Control started gopher and squirrel abatement using a newer device which collapses the burrows. A total of 57 holes were treated at Quailwood Park and River Oaks Park. o A small truck drove onto city landscape on the west side of Parkview Drive south of Hemingway Place and struck a tree.
