For Immediate Release March 18, 2013
Local law enforcement is searching for parolee and registered sex
offender, Philip Foster Powell, who failed to report to the parole
office upon his release from custody and his whereabouts are
unknown.
Powell is a White male, 34 years of age, 5’08” tall, 165 lbs., with
black hair and hazel eyes.
Anyone with information regarding Powell’s whereabouts is urged to
call the Bakersfield Police Department at (661) 327-7111.
