HomeMy WebLinkAboutRES NO 031-13RESOLUTION NO. 03.-13 A RESOLUTION DETERMINING THAT REPLACEMENT PARTS FOR DEUTZ COGERATION ENGINE AT WASTEWATER TREATMENT PLANT NO. 2 CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THERFOR AND PURCHASE REPLACEMENT DEUTZ COGENERATION PARTS FROM POWER MANANGMENT INC., NOT TO EXCEED $85,000. WHEREAS, Wastewater Treatment Plant 2 operates two cogeneration engines that utilize digester gas produced on -site to offset electrical costs at the plant; and WHEREAS, the Deutz cogeneration engine serving Wastewater Treatment Plant No. 2 is due for a major overhaul and is not producing electricity at an optimal rate requiring the purchase of additional electricity from PG&E; and WHEREAS, in the event of a power failure and in order to effectively treat sewage, both cogeneration engines must be operating simultaneously; and WHEREAS, the City's Public Works Department has determined that MWM of America, the manufacturer of the Deutz cogeneration engine, will only warranty parts put on the engine if purchased and installed by Power Management Inc.; and ----- - - - - -000 ---------- NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: The above recitals are true and correct and incorporated herein by reference. 2. The City Council hereby determines that based on the above recitals the replacement parts for the Deutz cogeneration engine can only be reasonably obtained from Power Management Inc. to successfully integrate such parts onto existing engine. 3. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code. 4. The expenditure of funds for said parts shall not exceed Eighty Five Thousand Dollars ($85,000.)
