Miscellaneous News
The Building Division reports a steady increase in building activity. The numbers
are summarized in the table below, with more detail shown on the enclosed
charts.

As evidenced by these numbers, while there has been a noticeable increase in
overall permit activity, the increases are even more substantial for new single-
family homes. Also, when comparing 2012 to 2011, the number of permits for new
single-family homes was higher in 2012 in every month, except one. While still far
from the level of activity experienced during the “boom” years, these numbers
are an encouraging sign of a rebounding building market.
Reminder: Rhonda Smiley will be in charge today through April 23rd, and she will
also stand-in for me at the April 17th Council meeting. As always, staff will have a
way to contact me, should the need arise.
Staff is working diligently to assemble the FY 2013-14 budget, which has been
complicated by the financial threats made by the State and County. We plan to
present the proposed information at the May 1st Council meeting.

Attached is an article written by Stuart Patteson, Public Works Operations
Manager, and Nick Fidler, Assistant Public Works Director, regarding our many
energy efficient projects and the partnership with Kern Energy Watch and PG&E.
The article was published in the APWA “Reporter.”
As we are now accustomed to, the Great American Cleanup last Saturday was a
huge success! Mayor Hall co-presided over the event, and Councilmembers
Sullivan, Hanson, Johnson and Smith were also in attendance. Approximately
3,000 volunteers worked on 40 hot spots, planted flowers, and trenched for
irrigation at a community garden project. Our thanks go to Sal Moretti, Solid
Waste Superintendent, for all of his hard work, and to Jessica Felix and the entire
Keep Bakersfield Beautiful team for their dedication to the beautification of our
city.
It should be noted that Keep Bakersfield Beautiful does not just work once a year,
they are “out there” continuously. Next week, there are some litter clean-ups
scheduled. Check it out at:

TRIP Traffic Advisories
Calloway Drive
Motorists are advised to anticipate a lane closure for the outside
southbound lane on Calloway Drive, between Gleneagles Drive and
Marby Grange Way, on Monday and Tuesday, April 15-16, 2013. The
closure will be in effect between the hours of 8:30 a.m. to 4 p.m. on both
days while the contractor for the Westside Parkway performs work in the
roadway. Two southbound travel lanes will remain open to traffic while
work is underway. No impacts are anticipated for the northbound lanes.
Truxtun Avenue
The contractor will also be performing electrical work on Truxtun Avenue at
the Empire Drive intersection on Tuesday and Wednesday nights, April 16-
17, 2013. This work will require the closure of the outside westbound lane on
Truxtun Avenue between the hours of 8 p.m. and 5 a.m. The inside
westbound lane will remain open while work is underway and all lanes will
re-open in time for the morning commute.

STREETS DIVISION – WORK SCHEDULE
Week of April 15, 2013 – April 19, 2013
Resurfacing/Reconstructing streets in the following areas:
Reconstructing various streets in the area east of Buck Owens Blvd. and north of Select Ave
Resurfacing streets in the area south of Panama Ln and east of Akers Rd for resurfacing
Sealing streets in the area west of Mt Vernon south of Panorama
Miscellaneous Streets Division projects:
Construction of spray pad at Siemon Park
Video inspection of City owned Sewer & Storm lines to evaluate condition of pipes
Miscellaneous concrete repairs throughout the city
Installing handicap ramps on MLK Blvd between E California & E Brundage, Beale Ave between
Monterey and Bernard St and Panama Ln between So. “H” St & Monitor prior to CIP project
Testing an asphalt product that is 100% recycled material to resurface Elm St between 21st St & 19th
St, the work will be done on 4/16/13 & 4/23/13. Crews will be preparing the street prior to the work
being done. This work will be done at no cost to the city and staff will monitor and evaluate this
process over the next few years

NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of
street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at the
end of the month.
