STANDING COMMITTEE TO COMBAT GANG VIOLENCE

Absent: Bakersfield City Councilmember, Rudy Salas, Co-Chair
1. Public Presentations
Paul Rodriguez, Jan Castillo and Justin Jackson spoke regarding the New Life Center Program.
2. Receive and File Department Current Updates and Statistics from the Bakersfield Police
Department, Kern County Sheriff’s Department, and Kern County Probation Department;
Reports May be Pulled for Discussion as Determined Necessary by Committee Members
Moved by Co-Chair Maggard and seconded by Committee member Goh. The motion to
receive and file the updates and statistics was unanimously approved, with Co-Chair Salas
absent.
3. Project 180/Prevention Update
Cindy Uetz with the Department of Human Services gave an update regarding both recent
and upcoming events, and programs overseen by Ebony Counseling Center, Garden
Pathways, Kern County Superintendent of Schools, New Life Training Center, Stay Focused
Ministries, and Stop the Violence. All groups participate in the Safe Streets Partnership.
4. Discuss and Take Action on Strategic Plan 2012 Update
Assistant to the City Manager, Steve Teglia reported on City of Bakersfield updates generated
by the Police Department and approved by the City’s Safe Neighborhoods and Community
Relations Committee. The information focused on status updates, rather than action items. A

recommendation was made to forward the information to the County for inclusion in the
Strategic Plan.
Committee member Goh said that recommendations from the Project 180 partners and the
suppression component were made at the last meeting. She suggested that all updates be
merged and incorporated into the document.
Jan Castillo asked about the status of funds for the Project 180 partners, specifically, if there
are any and if they can be accessed.
Committee member Goh indicated how the funds had been allocated, and further noted
that there are no funds available at this time.
Committee member Johnson pointed out the updates provided by the City indicated the
different sources of funding received by the City and how they had been utilized by the
Project 180 partners.
Ms. Castillo asked for more clarification.
Committee member Goh asked that Ms. Castillo be invited to a future meeting of the
Department of Human Services when an update would be given.
Moved by Committee member Sullivan and seconded by Committee member Goh. The
motion to incorporate the City’s comments and the recommendations previously made by
the Project 180 partners and Suppression component into the Strategic Plan was unanimously
approved, with Co-Chair Salas absent.
5. Committee Members Announcements or Reports
Committee member Sullivan thanked Committee member Goh for her interest and dedication
to the Committee and for all that she has done on the governmental level.
Committee member Johnson attended the recent Open House at the New Life Training
Center, and noted that it is a great facility with a good mission.
Assistant to the City Manager Teglia reported that, in 2012, the first quarterly meeting of the
Committee was held in February, and the tentative plan is to hold the first one in 2013 in
February, also. A new schedule can be determined at that time.
