A RESOLUTION OF THE BAKERSFIELD CITY
COUNCIL PROCLAIMING ITS UNWAVERING
SUPPORT FOR THE BILL OF RIGHTS.
WHEREAS, the first ten Amendments of the US Constitution are known as
The Bill of Rights, were ratified December 15, 1791; and
WHEREAS the Bill of Rights was ratified to ensure our most basic rights and
freedoms; and
WHEREAS, our Forefathers, and hundreds of thousands of men and
women serving Police Agencies and the Armed Forces of the United States,
have sacrificed, suffered, and died to preserve the rights and freedoms secured
by The Bill of Rights; and
WHEREAS, in the City of Bakersfield there is not a regular formal
observance of a special day commemorating the ratification of The Bill of
Rights; and
WHEREAS, to commemorate The Bill of Rights with a special day would
honor the fundamental rights it enshrines and the sacrifices made to create and
preserve these rights, and would proclaim these rights to the citizens of the City,
to this Nation, and to the world; and
WHEREAS, the Bakersfield City Council proclaims its unwavering support for
The Bill of Rights and shall designate December 15th as "National Bill of Rights
Day "; and
WHERAS, the City of Bakersfield encourages local elementary schools,
high schools, and places of learning to read and analyze The Bill of Rights and
have a discussion about its historical significance every year; and
WHEREAS, the City of Bakersfield encourages everyone in the community
to promote the reading and understanding of The Bill of Rights during December
in its museums, places of art, and other establishments dedicated to culture and
learning.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and are incorporated
herein by reference.

2. On December 15th of every year be designated "Bill of Rights Day"
in the City of Bakersfield, and a copy of The Bill of Rights shall be conspicuously
posted at City Hall.
3. That all people in the City of Bakersfield be encouraged to observe
the annual "Bill of Rights Day" in a manner that brings to mind the meaning and
importance of each of the Ten Articles contained in that Bill.
4. That the first annual commemoration of the "Bill of Rights Day" shall
be on December 15, 2013.
