Over the next two Council meetings, all remaining departments will provide you with an in- depth look at their respective budgets. Staff does respectfully request that if Councilmembers have changes they want to make in the proposed budget, please let us know as soon in the process as possible. Doing so can prevent confusion, lack of relevant information, etc., at the last moment. We will provide you with a running list of responses to any questions that are not adequately responded to on the evening of the presentations. Miscellaneous News  The State Department of Finance released new population statistics this week, and Bakersfield remains the 9th largest City within the State of California, with an estimated population of 359,221. From January, 2012 to January, 2013, the report shows the City added 4,751 residents, which ranks 7th in the State for the number of new residents added in this period. Based on trends, we are likely to pass Oakland in five to seven years.  It has been a little over a year since we last updated the park development fee. Based upon the increase in the Construction Cost Index (CCI) for the applicable time frame, staff will propose a 1.5% CCI increase in the fee. Interested groups, such as the Home Builders Association, North of the River Recreation and Parks District and American Institute of Architects will be notified of the proposal by mail for their review. A Public Hearing will be scheduled for a future Council meeting, during which we will take public comment.  National Peace Officer Memorial Week is May 12-18, 2013. Chief Williamson invites everyone to attend special ceremonial activities on May 13th that are intended to honor law enforcement officers who made the ultimate sacrifice while serving the community. A memo is attached that provides more information.  The City’s spray parks will open this Saturday, May 4th. They will be running from Noon to 7:00 p.m., on weekends only, until May 26th. Beginning May 31st, and extending through September 2nd, they will be open seven days a week. The attached PSA from the Recreation and Parks Department provides more information. General Information May 3, 2013 Page 2  The City Clerk’s Office will be hosting a City Clerk’s Association of California Central Division meeting on Thursday, May 9th, in the City Council Chambers. A presentation will be made by Kevin Tromborg, Assistant Community Development Director, City of Corcoran, on the topic of "Customer Service, Raising the Bar." TRIP Traffic Advisory Motorists are advised to anticipate lane closures on Calloway Drive, between Marby Grange Way and Gleneagles Drive, Monday-Friday, May 6-10, 2013, which will allow the contractor for the Westside Parkway to complete median construction. The inside southbound lane and inside northbound lane on Calloway Drive will be closed from 8 a.m. Monday morning to 3 p.m. Friday afternoon. Two southbound and two northbound lanes will remain open to traffic while work is underway. TRIP Project Updates Periodically, during the Council meetings, staff will present a detailed report that covers the different TRIP projects. In the interim, we provide the following general updates:  Westside Parkway: Construction started in early 2010 on Phase 2. Bridges have been constructed at Coffee Road, Calloway Drive, Jewetta Avenue and at the Friant-Kern Canal, and paving for the freeway lanes is underway. The Truxtun Tie-in is under construction, and bridge construction is finishing up at Allen Road. A portion of the Westside Parkway extending from Truxtun Avenue to Allen Road will open this summer. The California Transportation Commission authorized $26 million under the State Transportation Improvement Program for Phase 6, which will allow the City to complete the final two miles between Allen Road and the intersection of Stockdale Highway/Heath Road. Construction should start soon, and will take approximately 18 months to complete.  Hageman Flyover: The proposed project would construct a roadway across State Route 99 to connect Hageman Road with Golden State Avenue (State Route 204). A Project Study Report has been completed, and preliminary design and environmental studies are underway.  State Route 178/Morning Drive Interchange The proposed project would construct a new interchange at State Route 178 and Morning Drive, and widen State Route 178 to four lanes for approximately 1.5 miles. The Final EIR/EA has been certified, and the project is currently in final design. Construction is expected to begin this year. General Information May 3, 2013 Page 3  State Route 178 Widening This project proposes to widen State Route 178 from two to six lanes from 0.68 miles east of Morning Drive to Masterson Street, and from two to four lanes from Masterson Street to Miramonte Drive. Just east of Miramonte Drive, the roadway would transition back to the existing two-lane highway. Masterson Street, Alfred Harrell Highway, Miramonte Drive and State Route 184 would be realigned and/or widened where they intersect with State Route 178. A new signal would be installed at the realigned Masterson Street intersection, and the existing traffic signals at Canteria Drive, Alfred Harrell Highway, and Miramonte Drive intersections would be modified. The project is currently in the final design phase, and construction is expected to start late next year.  Rosedale Highway Widening The project proposes construction of two additional lanes (one in each direction) between Allen Road and Gibson Street. East of Gibson Street, the project would modify lane striping and the median to transition to the existing lane configuration. As a result, State Route 58 would be a six-lane highway from Allen Road to State Route 99. Other improvements would include minor changes, such as restriping approach lanes to provide an additional turn lane on the side street approaches to State Route 58. In addition, a grade- separated rail crossing (the road would go over railroad tracks) would ultimately be built where State Route 58 crosses the San Joaquin Valley Railroad rail line between Mohawk Street and Landco Drive. The final environmental document has been approved, the project is currently in the final design phase, and construction is anticipated to begin in early 2014. The Bakersfield Police Department will honor police officers who died in the line of duty during a special memorial ceremony on Monday, May 13th at 7:00 a.m. The ceremony will be held in front of the Police Department Memorial at 1601 Truxtun Avenue; it is expected to last approximately 30 minutes. In addition, Kern County Sheriff’s Department will host the County-wide memorial ceremony in honor of National “Peace Officers’ Memorial Week” on Monday, May 13th. The ceremony will commence at noon at the Kern County Peace Officers’ Memorial located at 1415 Truxtun Avenue, and is expected to last approximately 30 minutes. Mayor Hall will attend and present a proclamation in recognition of Peace Officer Memorial Week, and I would like to extend an invitation to City Council members, and all City staff who would like to attend as we honor law enforcement officers who have made the ultimate sacrifice while serving their community. Until May 26, the eight parks will be open on weekends only from Noon to 7 p.m. Then on May 31 to September 2, the parks will be open seven days a week. And back to the weekend only schedule from September 7 to 29. The operating hours remain the same from May 4 to September 29. Typically, Caltrans will do a field review and evaluate traffic volumes and accident history. Once received, Public Works will review and forward the response. Councilmember Maxwell requested that staff contact Caltrans to propose the elimination of the current policy that there is to be no left turn onto M Street from State Route 178.
