Good News!
The Fifth Appellate District ruled in favor of the State Water Resources Control
Board/City of Bakersfield and dismissed the appeal brought on by North Kern
Water Storage District/City of Shafter/Buena Vista Water Storage District and Kern
County Water Agency (Appellants). The Appellants (North Kern et al.) were
appealing a previous Kern County Superior Court judgment that, in effect,
"upheld the State Water Resources Control Board decision" that
there is unappropriated or loose water on the Kern River. Due to this latest Fifth
Appellate Court decision (opinion), which was filed on April 18, 2013, the
application process with the SWRCB to obtain unappropriated water on the Kern
River can move forward!
The wet play equipment for the Siemon Spray Park has been procured and
delivered. The project is being constructed by City Streets and General Services
crews, and we are happy to report that it is on schedule to open to the public by
the projected date of July 1, 2013. This will be a welcome amenity to those who
live in the Northeast.
The remaining Spray Parks will open on weekends only, from noon to 7:00 p.m.,
starting Saturday, May 4th. They will be open seven days a week after the
Memorial Day weekend.
Miscellaneous News
According to the California Department of Water Resources at their briefing on
April 12th, we are on track to experience the driest year on record. The typical
Kern River water indicator is the volume of water produced by snow melt during
the April through July time period. With 100% being defined as “average”, 2010
was 125%, 2011 was 201%, and 2012 was 38%. Since 1893 when record keeping
for the Kern River started, the driest year on record was 1961 at 19%. The
prediction for 2013 is a mere 17%.
The McMurtrey Aquatic Center will close on Monday, April 29th, only, for
maintenance.

TRIP Traffic Advisory
Allen Road
Motorists were advised that paving crews would be working on Allen Road,
from Brimhall Road to San Juan Avenue, between the hours of 8:30 a.m.
and 4:00 p.m. on Thursday and Friday, April 25-26, 2013. This is the final
paving on this section of roadway in preparation of fully opening the Allen
Road Bridge to traffic.
Roadway striping is expected to be completed next week. When this work
is complete, all six lanes (three in each direction) will open to traffic.
Upcoming Events
This will be another busy weekend for local hotels and restaurants as the Western
Street Rod Nationals return to Bakersfield for the 27th year. The Bakersfield
Convention and Visitors Bureau reports that participants have registered from all
over the nation, as well as from several countries. The event will be held at the
Kern County Fairgrounds through Sunday. As in years past, the CVB hosted a
barbecue for participants Thursday evening as a welcome to Bakersfield.
The Police Department will be participating in National Prescription Drug Take-
Back Day on Saturday, April 27, 2013, from 10:00 a.m. to 2:00 p.m. This is an
opportunity for those who missed the previous events, or who have subsequently
accumulated unwanted, unused prescription drugs, to safely dispose of those
medications. These medications can be dropped off at either the main Police
facility at 1601 Truxtun Avenue or the Westside Substation at 1301 Buena Vista
Road, with the assigned front desk officer.
The 2nd Annual Cali Crown Classic Soccer Invitational Tournament will take place
this weekend at the State Farm Sports Village. This tournament is for girls and boys
ages 9 – 13, and is sponsored by a soccer club called Roadrunner United FC. An
estimated 600-1000 people will attend from all over Southern California and the
Central Valley. More information can be found on their website at
